Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive

What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. 2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

      Պարոն Բաբայան, ԵԱՀԿ Մինսկի խմբի ամերիկացի արդեն նախկին համանախագահ Հոգլանդի հայտարարության հետ կապված մեկնաբանությամբ հանդես է եկել նաև ԱՄՆ դեսպան Ռիչարդ Միլսը, ով նշել է, որ նույն սկզբունքներն են, որոնք նախկինում էլ նշվել էին։ Ընդհանուր առմամբ, պաշտոնական Ստեփանակերտը ի՞նչ դիրքորոշում ունի Հոգլանդի հայտարարության վերաբերյալ, և ինչպե՞ս եք գնահատում Մամեդյարովի արձագանքը, որ եթե հայկական կողմն ընդունում է, որ այդտեղ նոր բան չկա, պատրաստ են առարկայական բանակցությունների։


      Նախ՝ այն ամենի մասին, որոնց մասին Հոգլանդը նշել է, վաղուց են խոսում։ Դա չի նշանակում, որ սա պարտադրանք է կամ վերջնագիր։ Հատկապես որ համանախագահները միշտ էլ ընդգծել են, որ հակամարտության կարգավորումը կարող է լինել բացառապես խաղաղ ճանապարհով։ Այսինքն ոչ միայն առանց պատերազմի, այլև առանց պարտադրանքի, այսինքն՝ կողմերն իրենք պետք է գան ընդհանուր մի հայտարարի։ Սա շատ կարևոր է։ Մյուս կարևոր հանգամանքն այն է, և այս փիլիսոփայությանն անվերապահորեն հետևում է նաև Մինսկի խմբի համանախագահությունը, որ կարգավորված չէ ոչինչ, եթե կարգավորված չէ ամեն ինչ։ Սա ևս շատ կարևոր է, այսինքն կոնսենսուսի հիման վրա պետք է այս գործընթացը ընթանա։ Չի կարող լինել պարտադրանք, չեն կարող լինել այդպիսի քայլեր։ Այս համատեքստում կարևոր է նաև, և պաշտոնական Ստեփանակերտը միշտ դրա մասին խոսում է, խոսում են նաև համանախագահներն ու պաշտոնական Երևանը, որ պետք է վերականգնվի բանակցային լիարժեք ձևաչափը։ Առանց լիարժեք ձևաչափի պարզապես հնարավոր չէ կարգավորել այդ գործընթացը։ Սա բոլորի համար պարզ է, պաշտոնական Ստեփանակերտը պետք է մասնակցի բանակցություններին բոլոր փուլերում և հարթություններում։ Միայն դրանից հետո կարելի կլինի ինչ-որ լուրջ տեղաշարժ ակնկալել։



      Ինչ վերաբերում է կոնկրետ սկզբունքներին. նախևառաջ, այդ մոտեցումների մեջ սկսենք դրական գաղափարներից։ Այստեղ երկու դրական կարևորագույն հարց կա. առաջինն այն է, որ համանախագահները, տվյալ դեպքում ամերիկացի համանախագահը, միայն խաղաղ կարգավորում է ակնկալում, կարևոր է նաև, և դա ակնհայտորեն երևում է, որ պաշտոնական Վաշինգթոնը չի տեսնում Արցախը որպես Ադրբեջանի մաս։ Սա շատ հստակ երևում է նաև փաստաթղթի բովանդակությունից։ Իհարկե, այստեղ կան նաև խնդիրներ, որոնց վերաբերյալ մենք երբևէ չենք թաքցրել մեր մոտեցումները և երբևէ խաղ չենք խաղացել։ Մենք ասում ենք հետևյալը. նախևառաջ հակամարտության կարգավորումը պետք է լինի համապարփակ, այսինքն բոլոր հարցերը պետք է կարգավորվեն մեկ փաթեթով։ Չի կարելի մի հարց կարգավորել, մյուսը թողնել ապագային անորոշ վիճակում։ Նման բան հատկապես այսպիսի բարդ հակամարտությունների դեպքում, ինչպիսին է ղարաբաղա-ադրբեջանական հակամարտությունը, հատկապես այնպիսի հարևան ունենալու դեպքում, ինչպիսին Ադրբեջանն է, որը գիտենք ինչպիսի պետություն է, ֆաշիստական, հայատյաց քաղաքականություն է վարում, բնական է, որ այս ամենը պետք է հաշվի առնենք։ Հատկապես որ Ադրբեջանը չի էլ թաքցնում իր բուն նպատակները։ Այսինքն՝ համապարփակ պետք է կարգավորվեն բոլոր հարցերը, ոչ մի հարց չպետք է թողնել ապագային։ Այսինքն այնպես պետք է անել, որ հակամարտությունը կարգավորվի, այլ ոչ թե հետագայում ստեղծվեն այնպիսի պայմաններ, որ էլ ավելի արյունալի, էլ ավելի բարդ ու մեծ մասշտաբների ողբերգություն տեղի ունենա։ Այդ ամենից ելնելով, պաշտոնական Ստեփանակերտը միշտ ասել է, որ չկա վերադարձ անցյալին Արցախի սահմանների ու կարգավիճակի առումներով։ Ադրբեջանը չի թաքցնում և ասում է, որ Արցախը երբևիցե չի ինքնորոշվելու և դուրս չի գալու Ադրբեջանի կազմից։ Իրենք այդպես են նայում հարցին, ինչն անընդունելի է։



      Երկրորդ՝ երբ Ադրբեջանը պարբերաբար դիմում է սադրիչ քայլերի, ապրիլյան պատերազմի, նաև հայատյաց քաղաքականություն է վարում և մենք այս 25 տարիների ընթացքում ունենք բռնությունների ու ցեղասպանությունների օրինակներ Ադրբեջանի կողմից՝ Սումգայիթ, Բաքու, Հյուսիսային Արցախի հայաթափում, լայնածավալ ագրեսիա առաջին ղարաբաղյան պատերազմում, հետևաբար Արցախն այնպիսի սահմաններ պետք է ունենա, որոնք գայթակղիչ չլինեն Ադրբեջանի համար՝ պատերազմ սկսել և փորձել ոչնչացնել Արցախը։ Իսկ ԼՂԻՄ-ի սահմանները, և դա որևէ մեկի համար գաղտնիք չէ, հանդիսացան այն գործոնը, որ Բաքվին տվեց իլյուզիաներ, որ կարող է հարձակվել ու ոչնչացնել Արցախը։ Այդպիսի բան չի կարող տեղի ունենալ։ Մեզ համար սա ամբիցիաների խնդիր չէ, սա իրոք անվտանգության հարց է։ Նորից եմ ուզում կրկնել, լավ է, որ համանախագահները չեն տեսնում Արցախը որպես անկլավ։ Սա արդեն իսկ դրական է, բայց մյուս կողմից, այդ փոքր սահմանը Հայաստանի հետ չի ապահովվելու։ Օրինակ՝ կան ջրային անվտանգության խնդիրներ, ասենք Քարվաճառի, Շահումյանի շրջանում, որտեղից սկիզբ են առնում նախկին ԼՂԻՄ-ի ջրային պաշարների 85 տոկոսը, Հայաստանի համար կենսական նշանակություն ունեցող Արփա և Որոտան գետերը, որոնք սնում են Սևանա լիճը։ Գործ ունենք մի երկրի հետ, որը թունավորում էր մեր ջրային պաշարները պատերազմի ժամանակ, որն ասում է, որ իբր Հայաստանը Քարվաճառում թաղում է Մեծամորի ատոմակայանի թափոնները։ Իհարկե, դա այդպես չէ, բայց իրենք վաղը կարող են միջուկային թափոններ գցել այնտեղ և ասել՝ դա դուք եք արել, 25 տարի թաղել եք այնտեղ նման թափոններ։ Այսպիսի հազարավոր խնդիրներ կան, հատկապես, որ Բաքվում իրենց ահաբեկչական քաղաքականությունից չեն հրաժարվում։ Նրանք ասում են՝ մենք խոցելու ենք Ստեփանակերտ-Երևան չվերթն իրականացնող քաղաքացիական օդանավերը, հերոսացնում են ինչ-որ Սաֆարովի, որը քնած հայ է սպանել, հայ զինվորի գլուխը կտրածին Ալիևն անձամբ մեդալ է շնորհում։ Այս ամենը պետք է հաշվի առնվի։


      Այսինքն՝ կարող ենք ասել, որ Հոգլանդի հայտարարության մեջ նորություն չկար, բայց ապրիլյան պատերազմից հետո պետք է նոր մոտեցում որդեգրվեր բանակցային գործընթացում։


      Նոր մոտեցումը երկու տարբերակ ունի. կամ կտրուկ փոխվում է հին ձևաչափը և նորն է դրվում։ Այդպիսի բաներ եղել են, բայց դրանք լինում են շատ հազվադեպ։ Եվ կա շատ սահուն տրանսֆորմացիա, փոփոխություն։ Ըստ երևույթին, բոլորն էլ հասկանում են, որ պետք է ինչ-որ փոփոխություններ մտցնել, և այն, որ արդեն հստակորեն խոսում են, որ Արցախը չի կարող լինել Ադրբեջանի մաս, սա արդեն դրական տեղաշարժ է։ Մնացածն, իհարկե, կրկնում եմ՝ պարտադրանք չէ, վերջնագիր չէ, վերջնական որոշում չէ։ Այս ամենը պետք է քննարկվի բանակցային գործընթացում, ոչ թե կոնկրետ այդ փաստաթուղթը։ Իսկ այդ փաստաթուղթը պարզապես բոլոր կողմերի տեսակետներն ի մի բերած փաստաթուղթ է։ Նրանք չեն կարող Ադրբեջանի մոտեցումներն անտեսել, իրենք դատավորներ չեն, որ ասեն՝ ով է ճիշտ, ով է սխալ։ Նրանք փորձում են առաջարկել փոխզիջումային տարբերակ, որը մի կողմի համար ընդունելի է, մյուս կողմի համար ընդունելի չէ։ Դեռևս չկա կոնսենսուսի որևէ նշույլ, Ադրբեջանը չի ուզում մերվել իրականության հետ: Կան հարյուրավոր խնդիրներ, որ պետք է կարգավորվեն: Գործընթացը շարունակվում է:


      Ձեր կարծիքով, պե՞տք է ակնկալիքներ ունենալ Հայաստանի և Ադրբեջանի ԱԳ նախարարների սպասվող հանդիպումից: Արդյոք ինչպես Էլմար Մամոդյարովն է ասել, հնարավո՞ր է սկսել առարկայական բանակցություններ:


      Առարկայական բանակցություններին մենք դեմ չենք, բայց խոսքը վերաբերում է Վիեննայի և Սանկտ Պետերբուրգի պայմանավորվածություններին: Սրանք զուտ առարկայական բանակցություններ են: Եթե պաշտոնական Բաքուն պատրաստ է, թող ասի, և այդ հարթությունից պետք է սկսել բանակցությունները: Եվ քանի անգամ է պաշտոնական Ստեփանակերտն առաջարկել առարկայական բանակցություններ, տոն օրերին կամ հանգստյան օրերին զինադադարը չխախտել, սրանք առարկայական առաջարկներ են:

        Armenia will take part in the Agile Spirit 2017 multinational military exercises to be conducted, from September 3 to 11, in Akhaltsikhe, Georgia, reported Georgia Onlinenews agency.

        These drills are organized by the Georgian Armed Forces and US Marine Corps, according to the Georgian Ministry of Defense.

        Servicemen from NATO member and partner countries—Georgia, US, Bulgaria, Latvia, Romania, and Ukraine—also will participate in these military exercises.

            Most likely the azeris told them not interested. The shekelists are into damage control turning the table around and saying "ban drone supplies".

            Very good observation and could be entirely true.
            We saw it in aprill war that this Israeli drones did not change the outcome a bit. I have allready talked about it. How many losses they caused? Maybe 20 (including the bus from Sisian). But we are getting report lately that Azeri losses were 558 (more likely over 2000, you will see, it will come out one day) suffered mostly in the hand of our old school artillery.
            At about 1 mn a pop for an Israeli kamikaze drone it is a waist.
            At the type of war possible there is no a target that those can inflict substantial difference.
            I was thinking what will happen if azeris release a 100 at once to make a killing splash, but for so many you can't get enough controll stations or crews unless you spend billions, and the effect? First of all our ZU-23 s would have a turkey shoot day, then if you want to shoot any armour with it an ATGM is much better.
            For enemy artillery far away a Grad sistem cannot be surpassed either.
            So, probably azeris finally woke up to realize they were waisting money on toys with not more than PR value for Artsakh war.
            The kamikaze drones were made by Israelis for Israel needs. To kill a car or home of an Arab leader or over the border rocket launcher.
            In all out war in Artsakh mountains there will be many hundreds of targets moving and shooting and throwing wall of fire. Not a small group of Hezbollah fighters.
            Azeris were like buying golden sticks to weep small targets. But war was about throwing wall of stones.

            • It is abvious that for a conventional war an observation flying drone that has GPS, camera and lazer pointer is invaluable tool.
              You uncover your targets, point them and then kill with artillery.
              Shells and rockets are practically unstoppable and cheap.
              You can kill many targets with one flight of the drone, one after the other, unlike kamikaze drones for which you have to take your hat and give an "oghormi" and try to lounch a new one.
              Lounch 10 Krunks and you cover a substantial territory that can be cleaned up of valuable targets in a day.
              To do the same with kamikazes, you need 100-300 of them or much more. For every amateur like me it's clear many more than just 10-20.
              PS. Adding night vision and thermal, night operation capabilities on our drones is a must.

                • This how the progress goes with this toy.
                  April 2016 we know the toy hit a white van. Unusual for its mapping data to pick a rectangular white shape if it was on self guided mode. It picked up the most contrasted basic object in the environment. We do not know if the other tank/s where hit by the toy or something else. The azeris all happy get the production rights. Basically they build the body and get all the electronics and software from the shekelists. For the next year and a half, we the public do not hear from either sides any details on new attacks other than each sides mentions on taking down drone/s once every few months. Our side did find a way to take them down close to 100%. Most likely related to the audio/noise the engine emits. Why do I think it is the engine? A month ago, before this last test of disaster, the azeris were bragging on their news sites on the improved drone with LOWER engine noise. Right before this test they were all excited to show us it will work with the new and improved updates of engine and software. We proved them wrong, either by taking it down or a failure from their side. Our people are very quite of what they are doing (I agree with them). The drone toy is gone back to shekelistan, covered with fake news to save the company from going bankrupt.

                      The difference in prices between NATO and Russian alternatives. I agree, shelling with low budget UAV/Drones for surveillance to guide the shelling is the way to go. They both are economical and can be more accurate than kamikaze toys.
