1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:

What you PROBABLY SHOULD NOT post...

          Հարավային Կովկասը գտնվում է լայնամասշաբ պատերազմի ճանապարհին: Ամեն դեպքում այդպես են կարծում գրեթե բոլոր հեղինակավոր փորձագետներն ու վերլուծական կենտրոնները, որոնք զբաղվում են Հարավային Կովկասում տարածաշրջանային անվտանգության հարցերով։

          Օրինակ` ամերիկյան «Stratfor» վերլուծական կենտրոնն անընդհատ անդրադառնում է հարավկովկասյան խնդիրներին և յուրաքանչյուր հաշվետվության մեջ ընդգծում Հայաստանի և Ադրբեջանի միջև լայնածավալ պատերազմի` տարեցտարի աճող հավանականության մասին: Նման կարծիք էր արտահայտել նաև Միջազգային ճգնաժամային խումբը, որն իր հերթին ձևակերպումներում առանձապես սահմանափակումներ չունի և փաստորեն, քննարկում է արդեն ոչ թե հենց հնարավոր ռազմական գործողությունները, այլ հետևանքները, որոնց կհանգեցնի Հայաստանի և Ադրբեջանի միջև զինված հակամարտությունը:

          Հիշեցնենք, որ այդ երկրների միջև չհանդարտվող դիմակայության պատճառը համարվում է հնամենի հայկական տարածաշրջանը՝ Լեռնային Ղարաբաղը (Արցախ), որն անցած դարի 20-ական թվականներին բոլշևիկյան իշխանությունների կողմից բռնակցվել էր Ադրբեջանին:

          Ադրբեջանական ԽՍՀ կազմի մեջ գտնվելու ամբողջ ընթացքում հայկական ազգաբնակչությունը բարձրացել է ԽՍՀՄ կենտրոնական իշխանությունների կողմից նման որոշում կայացնելու անտրամաբանական լինելու հարցը։

          Հայ-ադրբեջանական դիմակայության «թեժ» ալիքը սկսվեց ԽՍՀՄ-ի փլուզմանը զուգահեռ (1988-1991), երբ Ադրբեջանի իշխանությունները փորձում էին ոչնչացնել հայ բնակչությանը, իսկ հայերը ստիպված էին զինված դիմակայություն ցույց տալ:
          Ակտիվ ռազմական գործողություններն ավարտվել են 1994թ` ադրբեջանական ուժերի ջախջախմամբ: Հակամարտությունը խաղաղ ճանապարհով լուծելու նպատակով ԵԱՀԿ հովանու ներքո ստեղծվեց հատուկ մարմին` երեք համանախագահներից ՝ ՌԴ-ից, Ֆրանսիայից և ԱՄՆ-ից կազմված Մինսկի խումբը։ Բայց այդ ձևաչափը շոշափելի արդյունքների այդպես էլ չկարողացավ հասնել: Բայց ԵԱՀԿ Մինսկի խմբի հիմնական վաստակը համարվում է իրավիճակի պարբերական դիտարկումներն ու կոնֆլիկտային իրավիճակների լուծումը, որոնք կարող են հանգեցնել ուժի գործադրման, ինչպիսին էր 2016թ. ապրիլի 2-6 ադրբեջանական զորքի կողմից չհաջողված բլից-կրիգը, որի ժամանակ, տալով մի քանի հարյուր զոհ և գրեթե երեք հազար վիրավոր, ադրբեջանցիներն այդպես էլ չկարողացան Ղարաբաղի ՊԲ հետ կարճաժամկետ դիմակայության ընթացքում որոշակի շոշափելի հաջողությունների հասնել:
          Բայց ադրբեջանական կողմը չի հաշտվել ստեղծված իրավիճակի հետ և ռևանշի է պատրաստվում հաջորդող 20 տարվա ընթացքում, ինչն արտահայտվում է պաշտոնական Բաքվի քարոզչական կառույցների պարբերաբար ուժգնացող հակահայկական հիստերիայում, ինչպես նաև մասսայական սպառազինության ձեռք բերմամբ և սեփական բանակի արդիականացմամբ։

          Հայկական կողմը, գիտակցելով Ադրբեջանի հետ ռազմական դիմակայության մեծ հավանականությունը, որոշակի քայլեր է ձեռնարկում՝ նվազեցնելու համար հնարավոր պատերազմի հետևանքները:

          Հասկանալու համար կողմերի ռազմականացման աստիճանը, դիմենք վիճակագրությանը.
          Վերջին 25 տարվա ընթացքում Ադրբեջանը գնել է ընդհանուր 20 միլիարդ դոլար արժողությամբ զենք: Այդ երկրին զենք են մատակարարում հիմնականում ՌԴ-ն, Իսրայելը և Թուրքիան: Միայն վերջին հինգ տարվա ընթացքում Ադրբեջանը Ռուսաստանի հետ կնքել է հինգ միլիարդ դոլարի պայմանագիր: Ադրբեջանի կողմից Ռուսաստանից գնված սպառազինության անվանացուցակը ներառում է T-90 տանկեր, «Սմերչ» և «Գրադ» համազարկային կրակի ռեակտիվ համակարգեր, C-300 տրիումֆ հրթիռահրետանային համակարգ, հեռահար հրետանայiն և հրթիռային համակարգեր, ինչպիսիք են «Պիոն»-ը և «Տոչկա-Ու»-ն։ Միայն վերջին երեք տարվա ընթացքում Ադրբեջանը ռուսական մատակարարներից ստացել է ավելի քան 30 հատ «Մի-35 Մ» ռազմական ուղղաթիռներ:
          Պակաս գրավիչ չի Ադրբեջանի՝ Իսրայելից ձեռք բերած սպառազինությունը, որը համարվում է տեխնոլոգիապես ամենաբարձր, և ինչպես ցույց են տվել ապրիլյան ռազմագործողությունները, արդյունավետ զենքը: Խոսքն անօդաչուների մասին է, որոնք այսօրվա դրությամբ կազմված են հիմնականում իսրայելական արտադրության հարվածող և հետախուզական մոդիֆիկացիաներից։ Արժե առանձնահատուկ նշել, որ պաշտոնական Բաքուն բավականին լրջորեն զարգացրել է նաև իր սեփական ռազմա-արդյունաբերական համակարգը` ստեղծելով ձեռնարկությունների ընդարձակ ցանց, որոնք արտադրում են տարբեր զինատեսակներ՝ հրաձգային զենքերից մինչև լիցենզավորված հարավաֆրիկյան զրահամեքենաներ և իսրայելական անօդաչուներ։
          Այդուհանդերձ, չարժե անտեսել նաև ադրբեջանական ռազմա-օդային ուժերը, որոնք ներկայացված են ինչպես խորհրդային արտադրության գրոհող ավիացիայով (Սու-25), այնպես էլ՝ Միգ-29 կործանիչ-ինքնաթիռներով։

          Բաքուն ակտիվորեն զենք է գնել և այսօր էլ շարունակում է գնել Թուրքիայից` հիմնականում զրահամեքենաներ և ՌՑ-30՝ համազարկային կրակի ռեակտիվ համակարգերի որոշ տեսակներ։

          Մինչև վերջես զգալի զենք էր գնել Ուկրաինայից:

          Զենքերի տեսակներն ու հագեցվածությունը, որոնք կազմում են ադրբեջանական բանակի սպառազինությունը, ոչ մի ակսկած չեն թողնում առ այն, որ ադրբեջանական կողմը հարձակողական պլանով ռազմական գործողությունների է պատրաստվում և հայկական ղեկավարությունը նույնպես բավականին ակտիվ կերպով սպառազինվում է, բայց, նախընտրում է համարժեք պատասխան` հաշվի առնելով Ադրբեջանի ձեռք բերած զինատեսակները։

          Այսպես, հայկական կողմը շեշտը դնում է ոչ թե կործանարար ավիացիա գնելու վրա, որն ըստ էության ուղղակի դուրս է ՀՀ-ի բյուջեի հնարավորությունների սահմանից, այլ նախընտրում գնել ստուգված և իրենց արդյունավետությունն ապացուցած ՀՕՊ-ի այնպիսի միջոցներ, ինչպիսիք են օրինակ՝ C-300, Բուկ-Մ2 զենիթահրթիռային համակարգերը, C-125, «Կրուգ», «Կուբ», C-75 համակարգերը: Զուգահեռաբար, Հայաստանը զարկ է տվել սեփական նախագծմամբ հարվածող և հետախուզական անօդաչուների արտադրությանը, ինչը ևս ինչը ևս նվազեցրել է արտասահմանյան նմանատիպ սպառազինություն ձեռք բերելու դիմաց արվող ծախսերը։

          Նույնը վերաբերում է նաև հակատանկային զենքերին, որոնցով բավականին հագեցած է հայկական ԶՈՒ-ն: Չնայած պետք է առանձնահատուկ նշել, որ Հայաստանի տանկային պարկը բավականին մեծ է և ընդգրկում է ավելի քան երեք հարյուր մեքենա. Հստակ թիվը գաղտնի է պահվում։

          Անցած տարի զարմանք առաջացրեց հայկական Զու կողմից «Իսկանդեր» նորագույն տակտիկական հրթիռային համակարգերի ձեռք բերումը, որոնց առկայությունը, փաստորեն, ադրբեջանական իշխանություններին կանգնեցրել է հայերի կողմից Ադրբեջանի նավթագազային ենթակառուցվածքների ոչնչացման երաշխավորված սպառնալիքի առաջ։ Հայերն ու ադրբեջանցիները նաև տիրապետում են այնպիսի զինատեսակների, ինչպիսիք են «Սմերչ» և «Սոլնցեպյոկ» կրականետ համակարգերը։
          Հարկ է ընդգծել, որ հայկական զինված ուժերին զենք է մատակարարում հիմնականում ՌԴ-ն, որը հայկական կողմին ոչ միայն ներքին գներով զենք է վաճառում, այլև արտոնյալ կրեդիտներ է տրամադրում՝ մասսայական զենք գնելու համար։
          Բայց հայկական կողմի սպառազինության մեջ ներառված են նաև ֆրանսիական և չինական արտադրության զենքեր, որոնք տարբեր տարիների ձեռք է բերել հայկական կողմը։

          Իհարկե, մեկ նյութի մեջ հնարավոր չէ անդրադառնալ սպառազինությունների մրցավազքի պատճառներին ու մեթոդաբանությանն ամբողջությամբ, որում գտնվում են այդ երկու հարավկովկասյան հանրապետությունները։ Բայց անգամ իրավիճակի թռւոցկի վերլուծությունը ցույց է տալիս, որ կողմերից և ոչ մեկը չի պատրաստվում հիմնովին փոխել իր դիրքորոշումը, իսկ ելնելով այն հանգամանքից, որ կողմերի դիրքորոշումները տրամագծորեն հակառակ են, նշանակում է սպառազինությունների մրցավազքը տարածաշրջանն անխուսափելիորեն տանում է դեպի լայնամասշտաբ պատերազմի։
