There you see? This report blames the Honda driver as it was blocking the street. But it was blocking for long enough time that incoming traffic had to stop because that road block could be anything. But hammer came so fast that could not controll and rammed into other cars. This report even says that hammer tried to avoid collision(allready shifting the blame).
But in US the hammer would be concidered the guilty party for speeding. Cars have to be able to stop at any obstacle and observe the speed limits.

Երեւանում սեպտեմբերի 5-ին տեղի ունեցած ողբերգական վթարի գործով կա երկու մեղադրյալ:

NEWS.am-ին Քննչական կոմիտեի նախագահի խորհրդական Սոնա Տռուզյանը հայտնեց, որ մեղադրանք է առաջադրվել «Հոնդայի» եւ «Համերի» վարորդներին: Նրանք կալանավորված են:

Նշենք, որ «Հոնդան» վարել է ԱԻՆ աշխատակից, 27-ամյա Լեւոն Հ.-ն, իսկ «Համերի» ղեկին եղել է հանրությանը հայտնի «Գառնիի Սուրիկի Լավաշ»-ի սեփականատիրոջ թոռը:

Ավելի վաղ Քննչական կոմիտեն հաղորդել էր, որ սեպտեմբերի 5-ին ահազանգ էր ստացվել, որ ժամը 12:30-ին, Երևանի Աճառյան փողոցում բախվել են «Օպել», «Համեր» և «Նիսան» մակնիշի ավտոմեքենաները, որի հետևանքով «Օպել» մակնիշի ավտոմեքենայի ուղևոր, 2006թ. ծնված Լ.Մկրտչյանը տեղում մահացել է, իսկ վարորդը և երկու ուղևորները մարմնական վնասվածքներով տեղափոխվել են «Սուրբ Գրիգոր Լուսավորիչ» բժշկական կենտրոն:

Դեպքի առթիվ հարուցվել էր քրեական գործ՝ ՀՀ քրեական օրենսգրքի 242-րդ հոդվածի 2-րդ մասով: Պարզվել է, որ վթարի պատճառ է դարձել 4-րդ ավտոմեքենան՝ «Հոնդա» մակնիշի։ Վերջինիս վարորդը ներկայացել է քննությանը և ցուցմունք տվել դեպքի շուրջ։ Նախնական տվյալներով՝ 27-ամյա վարորդը՝ ԱԻՆ-ի աշխատակից, իր «Հոնդա» մակնիշի ավտոմեքենայով հետադարձ կատարելիս խոչընդոտել է «Համեր» մակնիշի ավտոմեքենայի երթևեկությանը, որի հետևանքով վերջինիս վարորդը մանևրել է և դուրս գալով հանդիպակաց գոտի՝ բախվել «Օպել» և «Նիսան» մակնիշի ավտոմեքենաներին, իսկ ինքը թողել է դեպքի վայրը և հեռացել:

Երեկ ավտովթար է տեղի ունեցել Երևանում. վթարի է ենթարկվել ՀՀԿ փոխնախագահ Արմեն Աշոտյանին սպասարկող ծառայողական ավտոմեքենան:

Այս մասին գրում է Shamshyan.com-ը: Ըստ կայքի՝ ժամը 23:00-ի սահմաններում Այվազովսկի փողոցում՝ Էրեբունի թանգարանի դիմացԷրեբունի թանգարանի դիմաց, բախվել են Մանվել Գաբրիելյանի վարած Toyota Camry մակնիշի 011 HH 01 համարանիշի և Հովհաննես Սարգսյանի վարած Hyundai մակնիշի 0133 ՏՏ համարանիշի ավտոբուսը:

Վթարի հետևանքով վարորդներ Մ. Գաբրիելյանը, Հ. Սարգսյանը և Toyota Camry-ի ուղևորներ Ալբերտ Միրզախանյանը մարմնական վնասվածքներով տեղափոխվել են Էրեբունի բժշկական կենտրոն, որտեղ Հ. Սարգսյանը ստացել է անհրաժեշտ բժշկական օգնություն և դուրս գրվել: Մ. Գաբրիելյանի և Ա. Միրզախանյանի առողջական վիճակը բժիշկները գնահատել են միջին ծանրության:

Կայքի տեղեկություններով՝ Toyota Camry-ն հաշվառված է ՀՀ Ազգային ժողովի հաշվեկշռում և սպասարկում է Ազգային ժողովի պատգամավոր Արմեն Աշոտյանին: Ըստ այդմ՝ վթարի մեղավորն էլ եղել է Hyundai-ի վարորդը, ով վթարային իրավիճակ է ստեղծել ու դարձել վթարի պատճառ:

Նշենք, որ Արմեն Աշոտյանը ավտոմեքենայում չի եղել. նա այս օրերին գտնվում է Ստրասբուրգում

Here is another case where Armenia's president and education minister awarded gold medal in academic achievements to the son of HHK member and Hrazdan major Aram Danielian, Razmik, who hit and run and killed a pedestrian on June 8th and is enjoying his freedom. From how the investigation is going, looks like he will never go to jail. Despite overwhelming evidence he is involved not as a guilty party or defendant, but as a withness.
That's right, there's a clear message and record, he or she, who is a government member, connected or reach can run over and kill any time and walk away free.

Here is a case and public discussion that truly shows Armenia's justice sistem, traffic and driving culture.
Pay attention to the outopsy report on victim, where unbelievable chronic sicknesses and conditions are listed that cannot exist on anybody at the same time. But no mention about accident. In all of the program money and bribe thread and cynicism runs visible.

Հայտնի է Վրաստանում հայկական ավտոբուսի մասնակցությամբ այս գիշեր տեղի ունեցած վթարի հետեւանքով զոհերի ինքնությունը պարզվել է:

NEWS.am-ին Վրաստանում ՀՀ դեսպանատնից հայտնեցին, որ ժամը 03:30-ի սահմաններում ՌԴ պետհամարանիշներով «Մերսեդես Բենց» մակնիշի մեքենան, որի վարորդը եղել է 27-ամյա Ռոման Հայրապետյանը, դեռեւս չպարզված հանգամանքներում դուրս է եկել հանդիպակաց գոտի եւ բախվել ՀՀ պետական համարանիշներով ավտոբուսին, որի վարորդը Սամվել Մկրտչյանն է: Վթարի հետեւանքով զոհվել են «Մերսեդեսի» ուղեւորներ, Լուսինե Մինասյանն ու 7-ամյա Մաքսիմը, նրանք մայր ու դուստր են: Մեքենայի վարորդը, ուղեւորներ 12-ամյա Անուշն ու 24-ամյա Ալինա Մինասյանը մարմնական վնասվածքներով տեղափոխվել են հիվանդանոց:

People over there don't generally have guns. Surik will not just get up and walk in.
By "go" I ment approach. Police, prosecutor or people you don't know will contact and talk.
If you don't come to terms, no problem, things will go on without your acceptance. It will just involve a bit more money paid to other people.
Afterwards you can go in front of presidential residence like hundreds of others and protest, scream injustice all you want.

That guy did couple stupidities as in crossing the line and fleeing the scene. The hummer driver is the spoiled as hole that was driving at that speed. He should be shot on the spot. Most likely he is connected to a bigger as hole and the small guy will get the blame.

He is the grandson of oligarkh named Lavash Surik from Garni.
He will get maybe 3-5 years and will be out in less than one on parol.
And according to Armenia's lav tgheqi orenq, customs, will be called nstats elats (in and out of jail) and will have something to brag about and even more ignorant because he's got the proof that he is above the law.
That stupid AIN guy will get 3-5 years and if he does not have a bag of money will spend the sentence in full, on the calendar.
Already the news (Shamshian) is calling the AIN guy as the main guilty party(so the bribing of reporter may have been done). So he will get the most blame and sentence.
Lavash Surik will go to the 11 year olds family and offer bunch of money so they won't contest any verdict, most probably they will accept it (same psichology as selling their vote).
Then he will go to the AIN guy's family and offer money and scare them into accepting the verdict, otherwise their son will get lengthier sentence. Those will accept it too because they know the outcome and not taking the money cannot stop Surik. They just don't have enough (bribes) to fight back, so regardless of verdict it would be stupid not to take the money. Especially when their bread winner is going to jail.
When this all goes smooth, then Surik will have a kerukhum (restaurant) with prosecutor and Judge or their reps, agree for the price and pay them. Case solved.
By the time it is heard in court, hammer's speed will be reported 20-30 KM less. If the driver was drunk, it will not be on record. Etc... etc...

Actually this incident will strengthen Lavash Surik's family or clan authority and be a self establishing or strengthening story line in circles.
