    Washington Nuclear Summit: President Obama Claims Russia Violates INF Treaty

    On March 31 – the first day of the nuclear summit in Washington, Obama stated that, taking into account violations by Moscow, the US is urging Russia to implement fully the commitments under the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles or The Intermediate-Range Nuclear Forces Treaty (INF) signed in 1987.

    Both parties to the treaty withdrew nuclear and conventional ground-launched ballistic and cruise missiles with intermediate ranges (500–5,500 km or 300–3,400 miles) from Europe.

    The treaty did not cover sea launched missiles.

    «I’m the first to acknowledge that we still have unfinished business. Given its violations of the INF Treaty, we continue to call on Russia to comply fully with its obligations», the President said in his article (published by the Washington Post) devoted to the opening of nuclear summit on March 31.

    On April 27, 2015, when addressing the 2015 NPT (non-proliferation treaty) Review Conference, the US Secretary of State John Kerry emphasized «deep concerns regarding Russia’s clear violation of its obligations» under the INF Treaty.

    In the 2014 Compliance Report, the United States for the first time published its declaration that the Russian Federation was in violation of its obligations under the INF Treaty not to possess, produce, or flight-test a ground-launched cruise missile (GLCM) with a range capability of 500 km to 5,500 km, or to possess or produce launchers of such missiles.

    The statement was repeated in the June 2015 compliance report, which reaffirmed the previous determination. It included an additional detail: «The United States determined the cruise missile developed by the Russian Federation meets the INF Treaty definition of a ground-launched cruise missile with a range capability of 500 km to 5,500 km, and as such, all missiles of that type, and all launchers of the type used to launch such a missile, are prohibited under the provisions of the INF Treaty».

    The report also stated that «…the United States noted concerns about the Russian Federation’s compliance with the INF Treaty in earlier, classified versions» of the compliance report. Since the details of the violation remain classified, there has been some public uncertainty and speculation about which of several conceivable missile systems constitutes the violation.

    Rose Gottemoeller, the Under Secretary of State for Arms Control and International Security for the US State Department, told Russian Interfax news agency in an interview (June 2015) that «At issue is a ground-launched cruise missile with a range capability of 500-5,500 kilometers. We are confident that the Russian government is aware of the missile to which we are referring».

    Some experts believe the US means a land-based test of a sea-launched cruise missile, the SS-N-30A, known as the Kalibr.

    If so, there is no violation because the INF Treaty does allow the testing of sea-launched cruise missiles (SLCMs) from ground-based platforms if they are fixed. Article VII (para 11) states, «A cruise missile which is not a missile to be used in a ground-based mode shall not be considered to be a GLCM if it is test-launched at a test site from a fixed land-based launcher which is used solely for test purposes and which is distinguishable from GLCM launchers».

    In its turn, Russia put forward the claims that the US violates the INF Treaty.

    The list of violations includes:

    - The use of target missiles with characteristics similar to those of intermediate and shorter-range ballistic missiles during missile defense tests. With its operational range (1100 km) Hera qualifies as an intermediate ballistic missile and hence violates Item 1, Article 6 of the INF Treaty.

    - The deployment in Romania and Poland of Mk-41 Aegis Ashore launchers capable of firing ground-launched cruise missiles (GLCMs) is an outright violation of the treaty.

    «We have grounds to regard land-based Mk 41s as cruise missile launching systems and their deployment on the ground as a direct INF violation by the US side», the Russian Foreign Ministry said in a statement.

    - US unmanned aerial vehicles (UAVs) or armed drones such as the MQ-1 Predator, fall under the INF Treaty definition of GLCMs. Moscow claims that their operational ranges (1100 km) and lack of pilot mean that drones of this type are very similar to shorter-range cruise missiles.

    It should be noted that the deployment of aircraft capable of carrying nuclear weapons to Russia’s borders has virtually nullified all the benefits of the INF Treaty from Moscow’s vantage point. US aircraft could fly from bases in Lithuania, Estonia and Poland to Russia’s largest cities in 15-20 minutes – not that much longer than the flight time of the scrapped missiles. Deploying Mk-41 launched medium-range missiles on the territory of its allies in Europe makes it possible to strike deep into the Russian territory thanks to NATO’s expansion eastward. A US mid-range weapon launched from Poland or the Czech Republic would require only a short flight time to reach beyond the Urals. It creates a serious strategic imbalance. Russia will have to respond as its officials have already warned.

    Washington's ongoing efforts at creating a global ballistic missile defense system, developing the Prompt Global Strike (PGS) precision conventional weapon program along with the sanctions imposed to weaken Russia’s military potential have a continued destabilizing effect on nuclear disarmament talks. Russian officials say there is no «political logic and common sense in proposals 'to disarm' in conditions when the current US administration has been making concerted effort to undermine the defense and the military-industrial potential of Russia through its sanctions policy for a long time».

    The case against Russia has been blurred by Washington’s unwillingness to provide greater detail of the alleged violations. Essentially, President Obama has so far failed to explain what actually happened. Neither he, nor any other US official has ever made precise which exactly weapons system is meant when talking about INF violations. It’s like The Hunting of the Snark. Arms control issues are too important to be a guessing game. It gives rise to a question – why does not the US go to the Special Verification Commission envisioned by the INF treaty as a forum to discuss and resolve implementation and compliance issues instead of making public statements as the nuclear summit kicks off? It is the logical forum for Russia and the United States to confidentially discuss and resolve the US compliance concerns.

    If Washington cannot present compelling evidence of the Russian violation, the United States administration will find itself in an awkward position in the eyes of world public opinion. The whole thing has a certain Cold War ring. It would most certainly worsen the bilateral US-Russian relationship, which is already at a low point. It is bound to further complicate the prospects for arms control – the issue the United States says it attaches so much importance to.

      Western Media Spin Cover for US Plan B in Syria

      It should be seen as a measure of good news: the Syrian army and its Russian and Hezbollah allies are inflicting heavy losses on al-Qaeda-linked terror groups in and around the strategic city of Aleppo.

      Yet the Western media are reporting the uptick in violence as breaches of the truce that was tentatively brokered by Russia and the United States on February 27.

      The ceasefire «violations» are also said to be putting the Geneva peace talks in jeopardy.

      German newspaper Deutsche Welle reports: «Syria truce strained by Aleppo fighting». The implication is that the Syrian armed forces of President Bashar al-Assad are acting in bad faith and undermining the UN diplomatic efforts in Geneva to end the five-year conflict.

      On closer reading of the report and others in the Western media it becomes apparent that the «rebels» that the Syrian army is making gains against are none other than those of Islamic State (ISIS, ISIL or Daesh), Jabhat al-Nusra and other radical Islamist groups also affiliated to al-Qaeda.

      These groups which are officially defined as terrorists by the UN and by Western governments were never part of the ceasefire that was brokered on February 27. Syria and Russia clearly stated from the outset that they reserved the right to continue their campaign to defeat these illegally armed groups.

      So, for the Western media to spin the recent surge in defeats of these terror groups as somehow constituting a violation of the ceasefire by the Syrian government forces is completely disingenuous, and an astounding feat of double-think.

      Agence France-Presse reported a member of the Saudi and US-backed political opposition, the High Negotiations Committee, as saying: «We might suspend [our participation in] the talks if things carry on this way, and then there will be no prospect for any political solution».

      The HNC is largely an exile-based collection of regime-change assets, which through US sponsorship and UN acquiescence has somehow come to «represent» the so-called Syrian opposition. But the HNC is just a front for al-Qaeda-linked militia, such as Jaysh al-Islam and Ahrar ash-Sham, which are in cahoots with the more overtly associated al-Qaeda-affiliated Nusra and Islamic State.

      The AFP report cited above goes on to quote another member of the HNC, Mohammed Alloush who is a leader in the Jaysh al-Islam group. He said of the ceasefire: «Don’t trust the regime and don’t wait for their pity. Strike them at their necks [kill them]. Strike them everywhere».

      This is all consistent with Washington’s so-called Plan B which was disclosed last week in a rare candid report in the Wall Street Journal. Plan B is where US officials have said if political talks in Geneva fail to gain traction, then «all bets are off» and the US and its regional allies would step up covert military support to Syrian «rebels» – which is Orwellian code word for terror groups.

      By talks «failing to gain traction» what Washington means is that the Syrian government and its Russian and Iranian allies refuse to capitulate to demands for a «political transition» whereby Syrian President Assad stands down. That is, consents to foreign-backed regime change. So far, the Syrian government and its allies have steadfastly rejected any such precondition to peace talks.

      This firm Syrian stance against regime change through political means in conjunction with continuing military operations striking severe blows at the West’s terror assets on the ground is why the West’s political agents and the Western media are now spinning the story that the ceasefire is coming apart.

      Plan A – the political track – has evidently failed to deliver Western objectives. But the US and its regional allies can’t very well resume covert military operations without the cover of blaming the Syrian government for a breakdown in the truce.

      But how can you have a breakdown in a truce with terror groups that were never part of that truce in the first place? If it is of course illogical, and that is the function of Western news media: to conceal what is illogical and render it plausible.

      Not only has it been disclosed that Washington intends to step up military support of the «rebels» with anti-aircraft Manpads and Stingers, it is also reliably reported that Saudi Arabia and Turkey have been agitating against the shaky truce ever since it was apparently implemented. Reports from Syrian and Russian sources over the past week say that hundreds of armed fighters have been allowed to infiltrate Syria from across the Turkish border – right under the noses of Turkish army checkpoints.

      Russia’s ambassador to the UN Vitaly Churkin last week told the Security Council that Turkey was the main supplier of weapons and ammunition, including chemical weapons, to terror groups in Syria. He called for international monitors to halt the flow of fighters and weapons from Turkey into Syria. His call apparently fell on deaf ears of US ambassador Samantha Power, the British and the French. Not surprisingly, if you understand the reality behind the Syrian conflict. But if the Western media were really doing a job of critically informing, then why aren’t Samantha Power and other Western authorities being called out over their tacit support for Turkey and the criminal fueling of war in Syria?

      It should be abundantly clear what is going on in Syria. The US, its NATO allies and regional partners like Turkey and Saudi Arabia are orchestrating terrorist proxies for regime change. Why this is not abundantly clear is simply because Western mainstream media are systematically running a propaganda campaign – under the guise of «news» – in which reality is outrageously inverted.

      Unable to get its way through political machinations – dressed up as «peace talks» in Geneva – Washington now wants to revert to the covert war track using its terror assets.

      However, that reality is unspeakable in Western public discourse, so the Western media then have the task of sanitizing the criminality of their governments – by blaming the return to violence on the Syrian army and its Russian ally – the two forces that are actually defeating terrorism in Syria.

          Yet another USA backed coup timed to interfere and ruin the Olympics in Brazil. It would not at all surprise me if the Zika virus is weapon designed by USA to attack Latin America to. I cannot remember a more anti-world, anti-humanity entity. From wars to depletion of resources to the destruction of the environment to the to the loss of value on human life and culture we are witnessing the decline of humanity lead mainly by USA. I see Hillary as the continuation of this. Trump to me is a wildcard but I prefer the wildcard to certain doom.

              Newly released emails show that a former Democratic National Committee
              official and lobbyist for the Turkish government directly contacted
              two of Hillary Clinton’s top aides to ask for a favor ahead of the
              then-secretary of state’s March 2009 visit to Turkey, The Daily Caller
              reports.

              The correspondence raises numerous questions because the lobbyist,
              David Mercer, was paid $25,000 a month by the Turkish government to
              convince lawmakers and government officials to oppose a bill
              designating the Ottoman Empire’s murder of an estimated 1.5 million
              Armenian Christians from 1915 to 1917 a genocide.

              Clinton once touted her support for the resolution but flip-flopped
              dramatically after she joined the Obama administration.

              According to the source, the messages were sent and received at a
              crucial inflection point for Clinton on the Armenian genocide issue.

              As a New York senator, Clinton supported several resolutions calling
              for the recognition of the mass murders as genocide. And as a
              Democratic presidential candidate in 2008 she issued a statement
              promising to recognize the genocide if elected president. She said
              then that “alone among the presidential candidates, I have been a
              long-standing supporter of the Armenian Genocide Resolution.”

              The pledge earned Clinton the praise of the Armenian National
              Committee of America (ANCA), the largest Armenian political
              organization in the U.S.

              But Clinton completely reversed course on the issue and refused to use
              the “g-word” to describe the century-old atrocity after she entered
              the Obama administration.

              During a State Department town hall in Jan. 2012 she said that the
              issue of whether the mass murder was genocide was still up for debate.

              “I think it’s fair to say that this has always been viewed, and I
              think properly so, as a matter of historical debate and conclusions
              rather than political,” she said at the time.

              Clinton was called out for the comments in a House Appropriations
              Subcommittee hearing the next month by California Rep. Adam Schiff,
              who is currently a member of the House Select Benghazi Committee and
              one of Clinton’s most ardent supporters.

              “Some actions that were taken by you and the administration with
              regard to the Armenian genocide are of great concern,” he said during
              the hearing.

              “I can’t begin to express in mere words how much anguish has been
              caused in the Armenian-American community and among many activists
              about recent statements at a State Department town hall that you
              made,” he added.

              Clinton flailed as she attempted to defend downplaying her statement
              that the Armenian genocide was still up for debate.

              Aram Suren Hamparian, who once praised Clinton as ANCA’s executive
              director, had harsh words for both Mercer and Clinton.

              “Mr. Mercer profited personally by aiding and abetting Turkey’s
              shameful cover up of its genocide of millions of Armenians, Greeks,
              Assyrians and other Christians. Mr. Mercer’s complicity in Ankara’s
              genocide denial represents an unconscionable corruption of U.S.
              democracy by high-priced lobbyists, a morally unacceptable compromise
              of American values by a foreign power,” Hamparian told The Daily
              Caller.

              It is likely that Clinton and company were aware of Mercer’s role as
              an opponent of the Armenian resolution. Records show that he sent
              letters to Lee Feinstein, the national security director of Clinton’s
              campaign, at around the time she publicly supported the genocide
              resolution.

              “Hillary Clinton needs to answer for her morally indefensible actions
              as Secretary of State enforcing Turkey’s gag-rule against American
              condemnation and commemoration of the Armenian Genocide,” Hamparian
              told TheDC.

              Clinton has not weighed in on the genocide issue during the 2016
              cycle. Her campaign did not respond to TheDC’s request for comment.

Appearing on By Any Means Necessary on Sputnik Radio, Brown discussed how important it is for activists and journalists to be able to freely share and disseminate information. “My concerns were already pretty much information related. You're always going to have a degree of fundamental problems related to how we’re governed but, governing that, the fundamentals of that, is always the information flow,” Brown said. “While the problems are different, the solutions I think are still the same.” Brown explained that new methods for information distribution and creating safe and secure activist networks are necessary. “Obviously I was involved in some of the more unconventional efforts,” Brown noted. Brown compared his time with Anonymous to activists who broke into an FBI building in Philadelphia suburb in 1971, stealing every document inside to prove the extensive spying and dirty tactics being used on anti-war activist groups. “They had to commit crimes to expose the FBI’s crimes,” he said. “And they were right to do so. We wouldn’t have known about Martin Luther King receiving these bizarre communications from J. The journalist detailed that Theil’s notoriety is due, in part, because the latter is “totally amoral,” and “capable,” as well, as because he had integrated himself with the previous administration and has done so again with Trump. “No matter what the election results were going to be, Peter Thiel was going to continue to increase his viability to achieve whatever bizarre long range plans he has,” Brown said. Brown stated that one of the dangers represented by Thiel is that many find him hard to take seriously when he and other high-tech billionaires are talking about their cypherpunk/science fiction sounding plans. Brown spoke about his imprisonment, saying that he spent approximately six months out of his four years in solitary confinement, with the longest stretch of time being two months. “It reaches the point where you really have to wonder about the whole institution that has allowed these things in the first place, an institution in which the President a few months ago had to intervene and say that we can’t put children in solitary anymore. The fact that he had to do that I think, is indicative of this society.” “It’s why I personally have no real interest in participating in nations, whether it be this one or any other, I don't want to have any kind of moral connection, political connection, to a population that allows that kind of thing.” Brown may be free, but he has been ordered to pay nearly $900,000 in restitution to Stratfor, and tens of thousands to other companies who claim to have been impacted by the breach.
