1] What you CAN NOT post.

    Mediators’ Call: Minsk Group co-chairs urge Karabakh not to operate new airport

    The United States, Russian and French co-chairs of the OSCE Minsk Group paid a visit to Nagorno-Karabakh on Thursday during which they urged official Stepanakert to refrain from putting a newly reconstructed airport into operation.

    The airport near the Karabakh capital that was rebuilt in recent years is now capable of servicing civilian flights to and from Yerevan. But no flights have taken place yet amid threats from Azerbaijan to shoot down civilian aircraft entering the airspace that it considers to be its own.

    After meeting Karabakh President Bako Sahakyan the co-chairmen, Robert Bradtke (USA), Igor Popov (Russia) and Jacques Faure (France), issued a joint statement: “We find that the operation of the airport in this situation will cause tension between the parties [to the conflict]. We also find that this issue should be resolved diplomatically and with the existing experience being taken into account.”

    Bradtke, for his part, noted that during the Obama presidency in the United States they will seek to achieve tangible results in the Karabakh peace process. “We will do our best to work closely with our partners, including with Russia,” underscored the American mediator.

    The international peace brokers avoided making comments on one of the most controversial issues of the recent period – the extradition of Ramil Safarov, a confessed murderer of a fellow Armenian student at a NATO-sponsored language course in Budapest in 2004, who was sentenced to life imprisonment in Hungary, to Azerbaijan. They said they addressed the matter in their statements in September as did the foreign ministers of the OSCE Minsk Group co-chair countries in their ensuing statements.

    At the same time, Karabakh leader Sahakyan called unacceptable the glorification of the criminal in Azerbaijan. He also condemned the politicization of humanitarian issues and continuing war rhetoric in Baku. Sahakyan urged the mediators to take appropriate steps “for getting Azerbaijan to a constructive direction.”

    The Karabakh president reaffirmed his country’s position that the settlement of the conflict is possible only with the consideration of the existing realities, focusing on the removal of the causes rather than consequences of the conflict. He warned that any attempt to return to the past will lead to failure.

    After the meeting, Karabakh presidential spokesman David Babayan told reporters that the Karabakh side had made a concrete suggestion that days be instituted during the year - for example, International Children’s Day, International Women’s Day, Holy Easter, Nowruz Holiday, New Year, etc., - when the parties to the conflict must absolutely observe ceasefire and exclude any shooting at the borders.

    “In fact, the negotiation process has stalled in the aftermath of the Safarov Affair, and it must be restored some way. And this should be done in small steps,” added the spokesperson.

    The co-chairs, for their part, presented to the Karabakh leadership new ideas that they said were addressed at a meeting of the foreign ministers of Armenia and Azerbaijan in Paris, France, in late October.

    “We conveyed some of our ideas that can help continue the negotiation process. We plan to discuss these topics also during our meetings in Yerevan and Baku,” said the Russian co-chair, Popov, without elaborating.

    The mediating troika was expected to meet with Armenian President Serzh Sargsyan in Yerevan later on Friday and then travel to Baku to meet with Azerbaijan’s leadership on Monday.

        Անօդաչու թռչող սարքերի նախագծումն ու արտադրությունը Հայաստանում հեռանկարային ուղղություն է: Այդ մասին NEWS.am-ի հետ զրույցում ասաց Ձեռնարկությունների ինկուբատոր հիմնադրամի տնօրեն Բագրատ Ենգիբարյանը: «Ներկայում սարքերի չափերը շատ են փոքրացել, բարձրանում են ուղղաթիռի նման ու այնպիսի նյութերից են պատրաստվում, որ ռադարների կողմից չեն հայտնաբերվի: Նախկինում չափի վրա էին աշխատում, հիմա մեծ նշանակություն ունի նաեւ օգտագործվող նյութը»,- ասաց Բ. Ենգիբարյանը: Իրենց չափերով լինելով փոքր՝ նոր սերնդի անօդաչու թռչող սարքերը նույնիսկ հայտնաբերելու դեպքում բավական դժվար է ոչնչացնել:

        Սակայն, Բ. Ենգիբարյանի տեղեկացմամբ, անօդաչու թռչող սարքերը շատ օգտագակար են նաեւ ոչ ռազմական նպատակներով օգտագործելու դեպքում: Վերջերս դրանք հատկապես շատ են օգտագործվում տարբեր տեսակի մշակութային փառատոնների ժամանակ: Օրինակ՝ Կաննի փառատոնում հայտնի դերասան-դերասանուհիների անվտանգության համակարգերը վերահսկվում էին հենց անօդաչու թռչող սարքերի միջոցով:

        «Հայաստանը երկու մասով կարող է շուկա ունենալ։ Նյութաբանությունն այստեղ շատ լավ զարգացած է ու կարող է անօդաչու թռչող սարքերի համար անհրաժեշտ նյութերը ստեղծել ու արտադրել: Երկրորդը՝ հենց թռչող ապարատների արտադրությունն է, եթե իդենտիֆիկացիայի խնդիրը լուծվի»,- ասաց Բ.Ենգիբարյանը: Նա բարձր գնահատեց Ինֆորմացիոն տեխնոլոգիաների ձեռնարկությունների միության գործունեությունը, որի ջանքերով Հայաստանում զգալի հետաքրքրություն է ստեղծվել անօդաչու թռչող սարքերի նկատմամբ:

          Ադրբեջանական կողմը հաստատել է հայ փորձագետների վարկածը

          Այս տարվա սկզբից Ադրբեջանի՝ Հայաստանի եւ ԼՂՀ-ի հետ շփման գծում արձանագրվել է ականների պայթյունի 15 դեպք: Ադրբեջանական apa գործակալության տվյալներով, 11 դեպքը կապված է զինվորականների, 4-ը՝ քաղաքացիական անձանց հետ:

          Աղբյուրի համաձայն, 11 դեպքերում, որոնք հաստատվել են Ադրբեջանի ՊՆ-ի կողմից, տուժել է 11 զինվորական, որոնցից 3-ը մահացել է: Ականի վրա պայթել է 1 ենթասպա, 3 սպա, 7 զինվոր: Մահացել է 1 սպա եւ 2 զինվոր:

          Միջադեպերի մեծ մասը տեղի է ունեցել Ադրբեջանի եւ ԼՂՀ-ի զորքերի շփման գծում: Ընդհանուր առմամբ, նախկին տարիների համեմատ ականների պայթյունների հետ կապված ողբերգական դեպքերի թիվն աճել է: Նախորդ տարի գրանցվել է այդպիսի 4 դեպք, որից տուժել է 3 զինվորական: «Դեպքերի մեծ մասը տեղի է ունեցել օպերատիվ հանձնարարություն կատարելու ժամանակ»,-նշում է աղբյուրը:

          Այսպիսով Ադրբեջանի ՊՆ-ն հաստատել է հայ զինվորական փորձագետների ենթադրությունն այն մասին, որ ականների վրա ադրբեջանցի զինվորականների պայթելը տապալված դիվերսիոն գործողությունների արդյունք են:

              reportage about Nagorno-Karabakh which was presented to French public
              on November 22. As reports Armenpress the reportage is referring
              Artsakh history.

              It was mainly noted `Nagorno-Karabakh which was inhabited mainly by
              Armenians during the Soviet Union period, has turned into a real
              `Gunpowder barrel' at Europe's door from 1991. NKR conflict hasn't
              found its solution yet which multiplies Armenian-Azerbaijani clashes.
              The reportage is telling about fragile ceasefire and is a unique
              documentary film''.

              The authors of the reportage had spoken to the Defence Army commander
              of Nagorno-Karabakh Movses Hakobyan. ''Our army has been created on
              defensive purposes but it can also deal with attack operations''
              Defence Army commander said.

              Journalists of the channel have visited two border sides of the
              conflict. Authors of the reportage are Willy Braciano, Armen Gevorgian
              and Markus Meyer.

                AUTOMOBILE BLOWN UP BY AN ANTI-TANK MINE

                On November 17, in the area called "Suaras", near Meghvadzor village,
                Qashatagh region, a "ZIL 131" automobile, loaded with wood, was blown
                up by an anti-tank mine as a result of which two of the passengers
                got hurt.

                As Karabakh-open.info was informed at the HALO Trust organization
                in Artsakh, Mher Arakelyan's legs and Rustam Isunts's legs and eyes
                were damaged by the debris. They are both citizens of Armenia and
                are being treated in Yerevan at the moment.

                As reported by the "HALO Trust", in general 5 similar accidents have
                happened during this year in which 6 people among them a child got
                hurt. Fortunately, none of the accidents caused lethal outcome.

                  Նոյեմբերի 25-ին Հայաստանն ընդունել է ԱՄՆ եւ Մեծ Բրիտանիայի ԶՈՒ պատվիրակություններին, որոնք Հայաստանում քննարկում են զինված ուժերի կառավարման բարեփոխումների խնդիրը:
                  Արեւմտյան զինվորական պատվիրակությունների այցը Հայաստան վերջին շրջանում բավական հաճախակիացել է: Հայաստանում էին ամերիկյան բարձրաստիճան զինվորականներ, կնքվեցին մի քանի համաձայնագրեր ռազմական արդյունաբերության ոլորտում գործակցելու, ինչպես նաեւ ուսումնական ծրագրեր իրականացնելու համար: Դրանից առաջ տարածաշրջանում էր նաեւ ՆԱՏՕ-ի գլխավոր քարտուղարը, իսկ մի քանի շաբաթ առաջ էլ Հայաստան էր ժամանել նրա Հարավային Կովկասի հարցերի հատուկ ներկայացուցիչ Ջեյմս Ափաթուրայը, ով հայտարարեց, որ ՆԱՏՕ-ն նոր «մենյու» կառաջարկի Հայաստանին, Վրաստանին եւ Ադրբեջանին, որոնք ակնկալում են այդ նորությունները:
                  Զինված ուժերի բարեփոխման ուղղությամբ արեւմտյան պատվիրակությունների այցերի ինտենսիվությունը հետաքրքրական է թե Հայաստանի նախագահի ընտրության գործընթացին ընդառաջ, թե նաեւ այն տեսանկյունից, որ ԶՈՒ ոլորտն ավանդաբար համարվում է «ռուսական առաջնահերթություն» Հայաստանում: Բանակը համարվում է Ռուսաստանինը, եթե փոքր ինչ կոպիտ բնորոշենք իրավիճակը, ու այդ առումով հետաքրքրական է Արեւմուտքի այցերի հաճախակիացումը:
                  Իհարկե, դրան զուգահեռ Հայաստանը նաեւ շարունակում է «ավանդական» հարաբերությունը Ռուսաստանի հետ, բայց այստեղ խնդիրը մեկը մյուսին հակադրելը չէ՝ ուղղակի կամ կարճաժամկետ իմաստով: Հեռանկարային առումով, իհարկե, ԶՈՒ արեւմտյան եւ խորհրդա-ռուսական մոդելները միմյանց հետ ոչ միայն ներդաշնակ չեն, այլ նաեւ տրամագծորեն հակադիր են, իսկ Հայաստանի ԶՈՒ-ն երկու մոդելի «սիմբիոզ» դարձնելը ոչ միայն անարդյունավետ է, այլ նաեւ վտանգավոր: Բայց կարճաժամկետ առումով Հայաստանի Զինված ուժերում երկու մոդելների հակադրումը պակաս անարդյունավետ եւ անհեռանկար չէ: Դա առաջացնում է ռեակցիոն դրսեւորումներ, որոնց համար սովորաբար իրենց կյանքով կամ առողջությամբ վճարում են զինծառայողները կամ կրտսեր սպայակազմի ազնիվ ներկայացուցիչները:
                  Աներկբա է, որ Հայաստանի ԶՈՒ համար նախընտրելին արեւմտյան մոդելն է: Նախ այն պատճառով, որ այդ մոդելն է ժամանակակից ռազմարվեստում հասել ամենանշանակալի հաջողությունների՝ թե տակտիկական, թե տեխնոլոգիական իմաստով: Հետեւաբար, հայկական բանակի արդիականացումը կարող է արդյունավետ լինել այդ մոդելին ինտեգրման շնորհիվ: Խորհրդա-ռուսական մոդելը անգործունակ է, ծայրահեղ կոռումպացված, ինչի վկայությունն է ներկայիս ռուսական բանակի իրավիճակը:
                  Իրավիճակը բավական նուրբ է: Կասկած չկա, որ հայկական բանակի արդիականացումն Արեւմտյան մոդելի հետ ինտեգրման միջոցով ոլորտը դուրս է բերելու ռուսական գերիշխանությունից: Իսկ դա ՌԴ համար բավական լուրջ կորուստ է: Հետեւաբար, Հայաստանը խնդիր ունի մի կողմից խորացնել ինտեգրացիան ՆԱՏՕ-ի եւ արեւմտյան երկրների հետ, մյուս կողմից Ռուսաստանին հավաստիացնել, որ այդ ամենը ռազմավարական իմաստով նրա դեմ չէ: Այդ խնդիրը գրեթե անլուծելի է:
                  Հայկական բանակը, եւ ընդհանրապես Հայաստանը՝ չի կարող արդիականանալ առանց Ռուսաստանին մտահոգելու, քանի որ արդիական, այլ որակի Հայաստանն առավել ինքնուրույն կլինի Ռուսաստանի հետ հարաբերություն կառուցելիս:
                  Սակայն, այստեղ կա մի ուշագրավ հանգամանք: Ռուսաստանը չափազանց բարձր ներկայացվածություն ունի Հայաստանի տնտեսության մեջ: Իսկ բանակը տնտեսության «հետեւանք» է կամ «արդյունք»: Իհարկե, բանակը նաեւ ինքը տնտեսության խթանիչ է՝ ռազմական պատվերների իմաստով, բայց ընդհանուր առմամբ ելակետայինն իհարկե երկրի տնտեսական վիճակն է: Այդ առումով, Ռուսաստանը ներկայում Հայաստանի վրա ունի ազդեցության շատ մեծ տնտեսական լծակներ եւ բանակի հարցում կառչելը Մոսկվայի համար դառնում է թերեւս ոչ առաջնային:
                  Մոսկվան Հայաստանում ստացել է իր ռազմական հենակետը, եւ այդ առումով հայկական ԶՈՒ մոդելի հարցում ունի փոխզիջման գնալու տեղ, առավել եւս, որ այդ երաշխիքների պայմաններում Կրեմլի համար նույնիսկ ցանկալի կարող է լինել հայկական բանակը կամաց-կամաց «հանձնելը», քանի որ դա Մոսկվային կարող է ազատել նաեւ հավելյալ ծախսերից՝ որ կատարվում են այդ բանակը զինելու համար:
                  Բացի այդ, եթե Ռուսաստանը շահագրգռված է Հայաստանն իր ազդեցության տիրույթում պահելու հարցով, պետք է շահագրգռված լինի նաեւ հայկական բանակի արդիականացմամբ: Մոսկվան լավ է պատկերացնում, որ խնդիրները լուծելու ռազմական որեւէ տարբերակի կամ հանգուցալուծման պարագայում ոչ թե իր ռազմակայաններն են կռվելու, այլ հայկական բանակը: Հետեւաբար այդ բանակին անհրաժեշտ է արդիականացում, աճող մարտահրավերներին համարժեք գտնվելու համար: Ակնհայտ է, որ ինքն այդ հարցն ի զորու չէ լուծել, քանի որ թե կամքին, թե տեխնոլոգիաներին չի տիրապետում, այլապես ինչ որ բան կփոխեր իր բանակում:
                  Հետեւաբար, անգամ Հայաստանն իր գլոբալ ազդեցության տիրույթում պահելու անխախտ ռազմավարության պարագայում, Ռուսաստանն ինքը պետք է շահագրգռված լինի հայկական բանակի արդիականացման ճանապարհը չփակելու հարցում:

                    1961 թվականին ծնված գնդապետ Օհանյանը մարտական գործողություններին մասնակցել է առաջին իսկ օրերից, եղել Մարտունու շրջանում ինքնապաշտպանության հիմնադիրներից մեկը։ Իր խիզախությամբ, քաջությամբ, հայրենիքին նվիրվածությամբ Մավր Օհանյանը միշտ վայելել է մեծ սեր ու հարգանք զինակից ընկերների եւ ծառայակիցների շրջանում։ Նա առանձնանում էր յուրահատուկ խոսքով, զրույցներով։ Արցախի պաշտպանական բանակի կազմավորումից հետո Մավր Օհանյանը զբաղեցրել է տարբեր հրամատարական պաշտոններ ԼՂՀ պաշտպանական Բանակում եւ Հայաստանի զինված ուժերում։
                    Պատերազմի ողջ ուղին նա անցել էր Մոնթե Մելքոնյանի հետ կողք կողքի, ու շատ հաճախ էր հիշում ուշագրավ պատմություններ Ավոյի հետ կապված։
                    Այսօր, ցավոք, չկա Մավր Օհանյանը, կամ Մավոն, ինչպես կոչում էին նրան ընկերները։ Ցավակցում ենք Մավր Օհանյանի բոլոր հարազատներին եւ զինակիցներին։

                    Ի դեպ, տխուր պատահականությամբ, Միացյալ Նահանգներում կյանքի 92 տարում կյանքին հրաժեշտ է տվել նաեւ Մոնթե Մելքոնյանի մայրը՝ Զաբել Մելքոնյանը։
