Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.

What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

      Ապրիլի 2-ին քառօրյա պատերազմի տարելիցն է, դրա ընթացքում հայկական կողմից 100-ից ավելի զինվորական եւ նաեւ քաղաքացիական զոհերի ողբերգական մահվան տարելիցը: Այն, որ Ադրբեջանը քառօրյա ագրեսիայի ընթացքում ունեցավ ավելի թվով կորուստ, չի մխիթարում եւ չի հատուցում հայկական կողմի մեկ կամ հարյուր կորուստը:

      Մխիթարությունն այն իմաստն է, նպատակը, որի համար զոհվեցին հայ զինվորները, սպաները, եւ դպրոցի ճամփին ադրբեջանական հրթիռակոծման զոհ դարձած դեռահասը: Այդ իմաստն ու նպատակը պետությունն է, ժողովրդավարական, իրավական, ազատ, ամուր, մրցունակ, արդիական, զարգացող պետությունը: Նրանք զոհվեցին այդ պետության համար, իսկ նրանցից շատ շատերի մահվան «չապացուցված» հանգամանքները աղաղակող մերկությամբ ցույց տվեցին, թե որքան հեռու ենք այդ պետությունից եւ որքան ճանապարհ կա այդ պետության նվազագույն աստիճանին, շեմին հասնելու համար: Բայց նրանք կռվեցին ու զոհվեցին այդ պետության համար, ինչպես այդ պետության համար կռվեցին ու չզոհվեցին նրանց մյուս ոչ պակաս խիզախ ու հերոս հազարավոր մարտընկերները, զինակիցները, ծառայակիցները:

      Նրանք իրենց կռվով, իրենց կյանքով ու մահով ստիպեցին, պարտադրեցին, անխուսափելի դարձրեցին դեպի այդ պետությունը ընթացքը արագացնելը:

      Ապրիլի պատերազմից հետո անընդհատ խոսվում է պատերազմի դասերի մասին: Դրանք անսպառ են: Հնարավոր չէ «հավաքել» այդ դասերը մի «գրքում»: Ոչ միայն այն պատճառով, որ դրանք հավաքելու եւ ամբողջացնելու համար պետք է լինեն նաեւ պատերազմի առաջացրած հարցերի բոլոր պատասխանները, որոնք չկան, ու թերեւս չեն էլ լինի տեսանելի ապագայում՝ թե օբյեկտիվ, թե սուբյեկտիվ պատճառներով:

      Բայց, դասերը մեկ «գրքում» հավաքելն առաջին հերթին անհնար է նաեւ այն պատճառով, որ ապրիլի պատերազմի դասերն ամեն օր են, այդ պատերազմը ավարտվել է մեկ տարի առաջ, տեւել է չորս օր, բայց այն մեզ դաս է տալիս եւ տալու է ամեն օր, որովհետեւ մենք չենք կարող «սովորել քառօրյա պատերազմը», այն անցել է եւ այլեւս չի լինելու: Մենք պետք է «սովորենք» այն, ինչ լինելու է:

      Իսկ դա նշանակում է դասեր քաղել ամեն օր: Ապրիլի պատերազմը այդ իմաստով ավելի շուտ ոչ թե «դաս տվող» է, այլ դասի մասին ղողանջող զանգ, որ ընդհատեց առաջին պատերազմից հետո երկու տասնամյակ ձգված «մեծ դասամիջոցը»:

      Եթե «դասամիջոցն» այդքան ձգված չլիներ, ապա հայկական զինուժն ապրիլին թերեւս ստիպված չէր լինի գործնականում «մերկ ձեռքով» կասեցնել Ադրբեջանին: «Մերկ ձեռքն» իհարկե համեմատական ձեւակերպում է եւ չի նշանակում, որ հայ զինվորի ու սպայի ձեռքին չի եղել զենք, սպառազինություն:

      Պարզապես, Ադրբեջանի ձեռքի տակ եղածի համեմատությամբ, հայկական զինուժի ձեռքերը պատկերավոր իմաստով «մերկ» էին, բայց ադրբեջանցիների հուժկու հարվածը կասեցվել է անգամ այդ «մերկ ձեռքով»:

      Թե ինչ է լինում, երբ հայկական զինուժի ձեռքերը արդեն «մերկ» չեն, մենք տեսանք ընթացիկ տարվա ապրիլի 25-ին, երբ կանխարգելիչ հարված հասցվեց ադրբեջանական նոր գրոհի փորձին, գրոհի նախապատրաստությանն ու արդեն առաջխաղացում սկսած ջոկատներին:

      Միեւնույն ժամանակ, «մերկ ձեռքը» ցույց տվեց, թե ինչ ահռելի մարտունակ ներուժ ունի հայկական զինուժը, որի վրա ներկայում պահվում է տարածաշրջանային անվտանգությունն ու կայունությունը:
      Ապրիլի պատերազմի մասին գնահատականներում եւ մեկնաբանություններում անընդհատ շեշտվում է Հայաստանն ու Արցախը պաշտպանելու, անձնուրաց, խիզախորեն պաշտպանելու հանգամանքը:
      Մինչդեռ ապրիլի պատերազմին պաշտպանվածը եղել է ոչ միայն Արցախն ու Հայաստանը: Ապրիլին հայկական զինուժը պաշտպանել է քաղաքակրթության սահմանը, միջազգային անվտանգության սահմանը, առանց որեւէ չափազանցության:

      Թող տարօրինակ չհնչի, բայց դա կամա թե ակամա, ուղղակի թե անուղղակի վկայել է անգամ Եվրահանձնաժողովի նախագահ Ժան Կլոդ Յունկերը, ով ընթացիկ տարվա փետրվարին Ադրբեջանի նախագահի Բրյուսել կատարած այցի ընթացքում նրան հանդիպման ընդառաջ հայտնել էր լրագրողներին, թե օրվա լավ մասն ավարտվեց՝ իրեն սպասում է հանդիպում Ադրբեջանի նախագահի հետ:
      Ժան Կլոդ Յունկերը քաղաքակրթական առաջատար բեւեռի բարձրաստիճան պաշտոնյա է եւ անկասկած չէր կարող իրեն թույլ տալ այդօրինակ արտահայտություն որեւէ պետության նախագահի հասցեին, եթե այդ պետության քաղաքականությունը չդիտարկեր քաղաքակրթական ընդհանուր ուղեծրից շեղված:

      Ըստ այդմ, հայկական զինված ուժերը ապրիլին կասեցրել են այդ շեղման ռազմա-քաղաքական առաջընթացը ոչ միայն դեպի Արցախ ու Հայաստան, այլ նաեւ դեպի Եվրոպա, ու Եվրահանձնաժողովի նախագահը գործնականում ակամա հավաստել է դա, Ալիեւի հետ հանդիպման մասին իր փետրվարյան հայտարարությամբ:

      Ապրիլի քառօրյա պատերազմը գործնականում ռազմա-քաղաքական բեկում էր հենց միջազգային անվտանգության համակարգի մասշտաբով: Նաեւ այդ իմաստով հնարավոր չէ ամբողջացնել «պատերազմի դասը», այն պարզ պատճառով, որ հնարավոր չէ ամբողջացնել ու ամփոփել միջազգային անվտանգության համակարգի զարգացումները: Դրանք անընդհատ են եւ դրանք եւս պահանջում են անընդհատ «ուսումնառություն»:

      Անժխտելի է մի բան՝ աներեւակայելի ուժեղ բանակ, խիզախ սերունդ եւ կամավորական հանրություն ունենալուց բացի, որ այդ ամենը նույնքան աներեւակայելի արագությամբ չմսխվելու, կրկին «դասից» ավելի երկար տեւող «դասամիջոցի» մեջ չգցելու համար պահանջվում է համատարած արդիականացում՝ կենցաղից մինչեւ քաղաքականություն, կառավարում, մինչեւ մշակույթ:

      Հայաստանի անվտանգության, այդ թվում հայ զինվորի անվտանգության գրավականն այն է, որ Հայաստանի արդիականացմամբ ավելի ու ավելի ընդգծվի այն սահմանի քաղաքակրթական լինելը, որտեղ կանգնած է եւ որը պահում են այդ զինվորը եւ սպան:

        I completely agree.
        I find it so sad (or funny) that people line up to vote and think they are "empowered". Nothing more than a charade. A duped population that thinks their righteous.
        How utterly sad.
        So you rather live under a dictator because it is not a charade instead of wanting to live in a democracy like in Denmark or the Netherlands? Not sure why you think democracy is a charade while citing countries like Turkey and Russia.

          And just for the record, even countries like Spain, South Korea, and Japan have democracy and rule of law. I mean if you really have a problem with democracy, then you really have a problem with being a member of a community and and being an individual as well.

              Haha 50%? I thought they were at least try to make it believable.. say 38-40% then team up with tsarugyan for majority. I thought why else would they change to this parlamentary version, they want to give the illusion of democrasy. they are too afraid to let power go completely. 50% is something they can sleep with at night. And we still wonder why the world wont take our country seriously.

                28,021 observers from 49 NGOs participated in yesterday's parliamentary elections in Armenia. I'm not surprised by the victory of HHK, but not because of vote buying or cheating. I think on the whole the election did have irregularities but even if accounting for them it wouldn't have changed the results.

                  I agree with this statement. The good thing is a lot of the other useless political parties like renaissance didn't make it. Hopefully the addition of Yelq as a block should help develop the political scene.

                    Ըստ ԱԺ ընտրությունների նախնական տվյալների, Հայաստանի նոր Ազգային ժողովի 101 մանդատներից 55-ը բաժին կհասնի ՀՀԿ-ին, 30 մանդատ բաժին կհասնի «Ծառուկյան» դաշինքին, 9 մանդատ՝ «Ելք» դաշինքին եւ7 մանդատ՝ Դաշնակցությանը:

                    Ընտրական օրենսգրքի 95-րդ հոդվածի համաձայն մանդատները բաշխվում են հետեւյալ կերպ. Ազգային ժողով է անցել 4 քաղաքական ուժ: Նրանցից յուրաքանչյուրի մանդատը հաշվարկում է այսպես. տվյալ ուժի ստացած ձայների թիվը բազմապատկվում է 101-ի (ԱԺ-ի մանդատների նվազագույն թիվը), ապա բաժանվում այդ 4 ուժերին կողմ քվեարկած ձայների գումարի վրա:

                    ԱԺ անցնելու համար նվազագույն շեմը հաղթահարած 4 քաղաքական ուժերը միասին ստացել են 1 425 434 ձայն: Այսինքն եթե ՀՀԿ-ն ստացել է 771 247 ձայն, ապա այդ թիվը բազմապատկվում է 101-ով, ապա բաժանվում 1 425 434-ի: Ստացվում է 54,6 մանդատ:

                    Նույն մեխանիզմով «Ծառուկյանը» դաշինքին բաժին է հասել 30,3 մանդատ, «Ելք» դաշինքին՝ 8,6 մանդատ, ՀՅԴ-ին՝ 7,3 մանդատ: Նրանց ստացած մանդատների թվերի ամբողջական թվերի գումարը 99 է: Այսինքն եւս երկու մանդատ պետք է բաշխվի այդ 4 ուժերի միջեւ:

                    Քանի որ այդ 4 ուժերի ստացած մանդատների թվերի մեջ տասնորդականների մեծությամբ առաջինն են ՀՀԿ-ն ու «Ելք» դաշինքը, ապա նրանք ստանում են մեկական մանդատ:

                    Այսինքն արդյունքում ստացվում է, որ ՀՀԿ-ն ստանում է 55 մանդատ, «Ծառուկյան» դաշինքը՝ 30 մանդատ, «Ելք» դաշինքը՝ 9 մանդատ եւ ՀՅԴ-ն՝ 7 մանդատ:

                    Այսպիսով ՀՀԿ-ն խորհրդարանում ստանում է մանդատների 54,4 տոկոսը: Դա բավարար է կյուն մեծամասնության համար եւ ՀՀԿ-ն առանց որեւէ ուժի հետ կոալիցիա կազմելու կարող է ձեւավորել կառավարություն:

                    Նշենք, որ ԿԸՀ-ն հրապարակել է ԱԺ ընտրությունների նախնական արդյունքները, ըստ որոնց արդյունքները բաժխվել են հետեւյալ կերպ.

                    Հանրապետական կուսակցություն- 49,12 տոկոս, «Ծառուկյան» դաշինք՝ 27,32 տոկոս, «Ելք» դաշինք՝ 7,77 տոկոս, ՀՅԴ՝ 6,57 տոկոս:

                      Dashnaktsutyun Reports Vote Irregularities

                      The Armenian Revolutionary Federation (Dashnaktsutyun), President Serzh Sarkisian’s junior coalition partner, expressed concern at serious irregularities which it said were committed in two Armenian provinces during Sunday’s parliamentary elections.

                      Aghvan Vartanian, a leader of the party, singled out voting in Chambarak, a small town in the northeastern Gegharkunik province, and some parts of the central Aragatsotn province. He said he appealed to the head of Armenia’s Central Election Commission and Prosecutor-General Artur Davtian.

                      Vartanian was particularly concerned about the situation in Chambarak. He claimed that government loyalists forced proxies of Dashnaktsutyun and opposition parties and blocs running in the elections to leave local polling stations.

                      Vartanian also reported open voting, a “fairly chaotic situation” and even scuffles in some Aragatsotn villages. He blamed them on a local election candidate of the ruling Republican Party of Armenia (HHK).

                      An RFE/RL correspondent visited a polling station in Chambarak, witnessing groups of suspicious men standing inside and just outside it. One of those men held a stack of papers which he described as ballot samples. He refused to identify himself and hastily walked away when approached by the reporter.

                      Another man was writing something in a notebook that seemed to contain the names of voters. He too refused to identify himself or explain his actions.

                      The chairwoman of the local precinct election commission, Karine Grigorian, denied the presence of any unauthorized personnel there. Still, she told some of those men to leave the polling station moments after noticing the reporter.

                      Groups of unknown individuals, some of them transporting and guiding voters, were also a fixture outside polling stations across Gyumri, the country’s second largest city. One woman, who is known as a supporter of a local HHK candidate, admitted “bringing people to the elections” when she spoke to RFE/RL’s Armenian service. “And I’m now going to bring in more of them,” she said.

                      Arus Hovannisian, a Gyumri candidate of Gagik Tsarukian’s bloc, angrily argued with members of a local precinct commission after alleging “carousel voting” by citizens presumably bribed by the HHK. The election officials denied the claims.

                      Opposition parties and independent election monitors reported hundreds of mostly procedural violations throughout the voting. The vote-monitoring group Citizen Observer said most of the violations witnessed by its activists across the country involved breaches of the secrecy of the ballot and pressure exerted on voters.

                      In a statement issued two hours before the closure of the polls, Levon Ter-Petrosian’s opposition Congress-HZhK alliance similarly alleged “widespread” open voting. In some cases, it said, election officials or other government backers “stood behind polling booths and watched voters.”

                      Meanwhile, the Office of the Prosecutor-General said it has looked into more than 1,300 media and opposition reports of irregularities as of 6 p.m. local time and instructed the police and other law-enforcement bodies to investigate 226 of them. It said in most of those cases there was alleged multiple voting, vote buying, open voting, and obstruction of the work of journalists, observers and candidate proxies.

                      In a separate statement, the prosecutors said they told the Investigative Committee to consider launching criminal proceedings against a village mayor in Gegharkunik who was accused of “guiding” voters and ordering a violent attack on a proxy.

                      They talk about RPA voting irregularities and in the end they will probably reform a government of coalition with the republican party.


                      If all the other groups form a coalition opposition they will control around 45% of the parliament thus they can obstruct any important legislation or deicison that needs 2/3 or more to pass.
