Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!

2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

5] Respect the authority of moderators/admins.

KARABAKH PREPARES TO EXPORT ELECTRICITY

STEPANAKERT. - The Nagorno-Karabakh Republic (NKR) may export electricity.

The NKR Public Services and Competition Regulatory Commission on
Tuesday confirmed the procedure to export electricity out of the
country.

According to the respective decision, however, electricity export will
be permitted solely if the domestic electricity demand is fully met.

The said procedure was accepted considering the annual growth in
electricity production, the commission news service informed Armenian
News-NEWS.am.

To note, in the first half of 2013, the Nagorno-KarabakhRepublic
produced 93.2 million kilowatt/hour electricity, which exceeds last
year's indicator by 43.4 percent.

Ներկայումս, երբ մեր արտահանումը դիվերսիֆիկացված չէ, եւ էներգակիրների սպասվող թանկացումները կրկին հարվածելու են բնակչության անապահով խավի բյուջեին, ակամա հիշում ենք մեր տնտեսական քաղաքկանության մեջ բաց թողնված հնարավորությունների մասին: Նման խնդիրներից մեկի մասին NEWS.am-ի թղթակիցը զրուցեց Հայաստանի արդյունաբերողների եւ գործատուների միության գործադիր տնօերեն Էդվարդ Կիրակոսյանի ու �Կանազիտ� հիմնադրամի տնօրենների խորհրդի նախագահ Սուրեն Գեւորգյանի հետ: Խոսքը հրաբխային ծագման ոչ մետաղական հանքատեսակների մասին է, որոնցով հարուստ է Հայաստանը...

Ս. Գեւորգյան- Մեր անկախության սկզբում գաղափարներ էին հնչում այն մասին, որ կարող ենք բարգավաճել ... �Ջերմուկի� արտահանման շնորհիվ: Ժամանակն ամեն ինչ դրեց իր տեղը, եւ պարզ դարձավ, թե որքան միամիտ էր այդ գաղափարը: Սակայն Հայաստանից արտահանումն ընդլայնելու իրական պոտենցիալ, այնուամենայնիվ, կա: Ես նկատի ունեմ պեռլիտը, բազալտն ու մյուս ապարները:

Նախկինում այդ հանքավայրերն ինտենսիվորեն յուրացվում էին...

Ս. Գեւորգյան- Հայաստանը ժամանակին խորհրդային հանրաետություններ, հիմնականում` Ռուսաստան էր արտահանում մոտ 1,2 տոննա հանքաքար, որոնցից 80-90%-ը Արագածի պեռլիտն էր:

Մեզանում կա՞ն պեռլիտի վերամշակման ընկերություններ:

Ս. Գեւորգյան-Հայաստանում այդ տեսակի հումքի վերամշակման հարցերով գլխավոր կազմակերպությունը քարերի եւ սիլիկատների ԳՀԻ-ն է, որը պեռլիտի վերամշակման լաբորատորիա ունի: 1998 թ-ին Արագածի պեռլիտի հանքավայրը, հումքի վերամշակման գործարանի հետ, խորհրդանշական` 1,4 մլն դոլարով վարձակալությամբ տրվել է �Decalite� միջազգային կորպորացիային: Հանքավայրը լավագույններից մեկն է համարվում, որը տրվել է գրեթե ձրի:

Իսկ �Decalite�-ն օգտագործո՞ւմ է այդ բացառիկ հնարավորությունները:

Ս. Գեւորգյան- Առաջին երկու տարիներին այն արտահանեց 100-200 հազար տոննա պեռլիտ, բայց ոչ թե Ռուսաստան, այլ Նիդեռլանդներ, որտեղից էլ արտադրանքը տարածվում էր ողջ աշխարհում: Այնուհետեւ հայկական հումքի հետ կապված գործը դադարեցրեց եւ սկսեց զբաղվել մյուս երկրների պեռլիտի վաճառքով, այդ թվում` Թուրքիայի:

Համամատելու համար նշենք, որ վերմշակման դեպքում Արագածի պեռլիտը ծավալով մեծանում է 20 անգամ, հունականը` 12 անգամ, թուրքականը` 10 անգամ: Պեռլիտից ստանում են մոտ հարյուր հիսուն արտադրանք, հիմնականում ջերմա եւ ձայնամեկուսիչ նյութեր, որոնք լայնորեն օգտագործվում են շինարարության մեջ:

Է. Կիրակոսյան-Հիմա, երբ գազի սակագինը հերթական անգամ կավելանա, էներգակիրների տնտեսման խնդիրն ավելի մեծ հրատապություն ձեռք կբերի: Եթե այդպիսի պեռլիտը լայնորեն օգտագործվեր մեր շինարարության մեջ, ապա ձմռանը էներգիայի ծախսը կկրճատվեր երեք անգամ:

Ս. Գեւորգյան-Կասեի, ոչ թե երեք, այլ` հինգ-վեց, անգամ ավելի:

Է. Կիրակոսյան- Համաձայն եմ: Ասվածին ավելացնեմ, որ մեզանում ջերմամեկուսացման նորմերը բացարձակապես չեն համապատասխանում մեր կլիմայական պայմաններին: Անգամ այդ չնչին բանը շինարարության ժամանակ հաշվի չի առնվում, դրա համար մեր քաղաքացիները էներգիայի հսկայական ծախսեր են կատարում:

Արտերկրում բնակարանների գնորդներն առանձնահատուկ ուշադրություն են դարձնում շենքերի էներգամատակարարման ցուցանիշներին` նախապես իմանալու համար, որքան է կազմելու ծախսը...

Ս. Գեւորգյան- Դրա համար յուրաքանչյուր կոնկերտ շենքի մասով այսպես կոչված էներգամատակարարման անձնագիր է պատրաստվում, ինչը մեզ մոտ, ցավոք, չկա: Մեզանում պատկերն անմխիթար կլիներ, քանի որ շենքերի տաքացման ծախսերը գերազանցում են օպտիմալ ցուցանիշը: Պարադոքս է, բայց փաստ, ունենալով նման հնարավորություններ, այդ ուղղությամբ ոչինչ չի արվել:

Սեփական նախաձեռնությամբ ես մշակել եմ ոչ մետաղական հանքատեսակների հայեցակարգ: Կարծում եմ, այս ոլորտի արտադրանքը բավականին շահավետ է արտահանման համար, քան մոլիբդենի, պղնձի խտանյութը: Պաշտոնյաները հիացան այդ փաստաթղթով, սակայն գործը դրանից այն կողմ չգնաց: Այդ ժամանակ դիմեցինք Հայաստանի արդյունաբերողների եւ գործատուների միությանը:

Է. Կիրակոսյան-Քննարկելով այդ հարցը` մենք եկանք միանշանակ եզրահանգման. ոլորտը մեծ հեռանկարներ ունի: Հայտնի է, որ երկրի Արդյունաբերական զարգացման ռազմավարությամբ զարգացման հայեցակարգերի մշակում է նախատեսվում 11 գերակա ոլորտների համար: Դիմելով կառավարությանը` մենք հասանք նրան, որ այդ ցուցակում ներառեցինք նաեւ այս ոլորտը. ընդ որում, նրանց թվում, որոնց վերաբերյալ առաջին հերթին պետք է հայեցակարգ մշակվի:

Դրանով համագործակցությունն ավարտվե՞ց:

Է. Կիրակոսյան- Ոչ, ներկայումս պրն Գեւորգյանի հետ համատեղ զբաղված ենք այդ ոլորտում գործատուների միության ստեղծմամբ` ճյուղը վերականգնելու ջանքերը միավորելու եւ ապագա հայեցակարգն իրացնելու համար: Մեր նպատակը ոլորտի վերականգնումն ու լիարժեք զարգացումն է:

Ոլորտի զարգացման հայեցակարգը կմշակվի, ուրիշ ինչո՞ւմ եք ակնկալում պետության աջակցությունը:

Ս. Գեւորգյան- Սկզբունքորեն մեր նախագծերի ֆինանսավորման հարցերը գրեթե լուծված են, եւ պետբյուջեից միջոցներ պետք չեն: Եվրասիական զարգացման բանկը պատրաստ է վարկավորել մեր ծրագրերը, սակայն պետության կողմից երաշխիքներ է պահանջում: Անգամ պարզապես պետության համաձայնությունը: Սակայն պետությունը, ի դեմս կառավարության, այդ երաշխիքները չի տալիս...

Քարակերտի քարամշակման գործարանում հնարավոր է բազալտից խողովականեր եւ պլիտաներ արտադարել մետալուրգիայի, նավթարդյունաբերության համար` մինչեւ երեք մլրդ դոլարի արտադրանք տալ: Դրա համար անհրաժեշտ է, որ հայեցակարգը իրացվի, եւ ոչ թե թղթի վրա մնա: Սկզբի համար կպահանջվի 150 մլն դոլար, սկայն նման գումար չկա...

Գործարանը կարող է աշխատանքով ապահովել 3 հազար մարդու, սակայն 20 հեկտար զբաղեցնող գործարանը չարդարացված կերպով պարապուրդի է մատնված: Չեխիայում կա նման գործարան, որը լեռնահանքարդյունբերության համար արտադանք է տալիս` տոննան 1,4 հազ. դոլարով: Եթե մեր ձեռնարկությունը գործարկվի, մենք բավականին էժան կարող ենք առաջարկել նույն արտադրանքը` 0,6 հազարով` տոննայի դիմաց: Սակայն դրա համար անհրաժեշտ է պետության աջակցությունը...

This is what happens when Armenians have Industry!

For those with a short memory when Armenia handed the telecom industry over to odar hands in a few short years they formed a monopoly. Service prices were going up yet quality was going down. Now an Armenian is in charge of one of the telcom providers, in turn from the profits and good will the oldest Bible that was printed in Armenian has been gifted to the medataran.

This is the positive side that most don't want to see to Armenian owned industry. Some of you idiots will scream Oligarch to anything Armenian owned. Watch and learn.
