It's not truth but it's not a lie either. There is one third of Agdam province that is still in their hands so it must be talking about that. Agdam the city is in ruins and there is zero people living there. Here's a picture from 2008.

Thanks federate, any chance people can use that territory [Agdam] for natural resources? Or is that land barren of any useful minerals?
BTW as an Armenian tourist can you visit that city or the military will stop you?

I am not too sure if there's anything special in Agdam in terms of natural resources but Agdam used to have an airport and has a major highway artery that passes through it. Furthermore, the ancient Armenian city of Tigranakert was also discovered in Agdam making the territory indisputably Armenian (here's part 1 of Tigranakert: An Armenian Odyssey if you're interested in the finding).

As for access to Agdam city, you will need to know the "right people" in the military to enter. It's very close to the ceasefire line.
