Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

    U.S. ‘Interested’ In Armenian Nuclear Project


    RFE/RL -- The United States hopes that American companies will participate in the planned construction of a new nuclear power station in Armenia, a senior State Department official announced on Monday.

    Daniel Rosenblum, who coordinates U.S. government assistance to former Communist states, said the matter was discussed at a regular meeting in Yerevan of the U.S.-Armenia Joint Economic Task Force (USATF), which he co-chairs with Armenian Economy Minister Nerses Yeritsian.



    “We are interested in having U.S. companies participate [in the nuclear project,] if possible,” Rosenblum told a news conference after the meeting. “We did discuss it today at the session, although it’s one among many energy-related issues that were on the agenda.”

    The Armenian government plans to close the Soviet-built nuclear plant at Metsamor, which generates about 40 percent of the country’s electricity, and build a new, modern facility in its place in the coming years. Chances for the implementation of the extremely ambitious projects increased in late August with the signing of a Russian-Armenian agreement on “technical and financial cooperation” over the plant’s construction.

    Russian energy officials said Moscow could provide up to one-fifth of an estimated $5 billion in investments needed for the new plant. Yerevan has yet to secure other sources of funding.

    The Russian and Armenian governments already set up late last year a joint venture tasked with building the plant’s reactor. Armenian officials said other plant facilities might well be built by or receive equipment from Western nuclear energy firms. According to them, equipment suppliers will be chosen in international tenders.

    “We have worked for many years very closely with the Armenian government, with the nuclear industry here on the safe use of nuclear power and also on issues concerning proliferation of nuclear materials, and we will continue that joint work with the government,” said Rosenblum. “But at the same time when there are private sector opportunities, we would like to promote them.”

    The U.S. government already allocated in late 2007 $2 million for a feasibility study on the project. “We look forward to the rapid replacement of the Metsamor facility with a more modern and safer plant,” a senior U.S. diplomat in Yerevan said at the time.

    The U.S. as well as the European Union have spent much larger sums on wide-ranging safety measures at the Metsamor plant since its reactivation in 1995. The plant was due to be decommissioned by 2017.

    However, Ashot Martirosian, the head of Armenia’s State Committee on Nuclear Safety, told RFE/RL in August that the shutdown is likely to be delayed by several years because the new plant’s construction will last longer than was anticipated by the government.

    The Armenian Economy Ministry and the U.S. Embassy in Yerevan made no mention of the nuclear project in separate statements on the USATF meeting. They said the meeting focused on ways of improving Armenia’s problematic business environment.

    Rosenblum also met on Monday with Levon Ter-Petrosian, the top leader of the opposition Armenian National Congress (HAK). A statement by the HAK said they discussed a broad range of issues, including the socioeconomic situation, government corruption and conduct of elections in Armenia. It said Ter-Petrosian stressed the importance of a “rapid” release of his loyalists remaining in jail.

      We need more diversification of our economy so I welcome this very much as Russia has a monopoly over many of our economic sectors....

        The money either comes from Russia or the U.S.... that's as 'diverse' as Armenia gets in nuclear technology. Let's go Iran

        Armenian nuclear power plant in Metsamor resumes operation

        YEREVAN, November 30, /ARKA/. Armenia’s nuclear power plant in Metsamor has resumed operation November 29 after being brought to a halt October 16 for a partial refuelling and regular repairs, the Armenian ministry of energy and natural resources said today. The halt was used also to raise its operational safety. The plant generated 2.081 billion KWh in the first nine months of the year, by 5% more than in the same time span last year.

        The plant is located some 30 kilometers west of Yerevan. It was built in the 1970s but was closed following a devastating earthquake in 1988. One of its two VVER 440-V230 light-water reactors was reactivated in 1995. Armenian authorities said they will build a new nuclear power plant to replace the aging Metsamor plant. The new plant is supposed to operate at twice the capacity of the Soviet-constructed facility. Metsamor currently generates some 40 percent of Armenia's electricity.

        But the government has yet to attract funding for the project that was estimated by a U.S.-funded feasibility study to cost at as much as $5 billion. Under a 2003 agreement Armenian nuclear power plant's financial flows are managed by Russian Inter RAO UES, owned by Russian state-run Rosatom corporation. The agreement expires in 2013

        Last August Russia and Armenia signed an agreement on cooperation in nuclear energy sphere whereby Russia committed to assume 20% of all expenses, estimated at $1 billion approximately, to build a new reactor. The Armenian government will cover another 20% of expenses and the remaining part is supposed to come from investors. Experts say the plant may operate until 2016.

            Iran is getting its Nuclear technology from Brazil and Turkey is behind the deal as well.


            Iran claims victory in nuclear talks

            Iran claimed victory Wednesday in renewed talks with world powers over its controversial nuclear programme and vowed to make no concessions in the face of international pressure.

            Chief nuclear negotiator Saeed Jalili said the six world powers have accepted Tehran's conditions for the talks as Iran's conservative media praised Jalili for his "solid" stance.

            "They joined the talks maintaining their own view, but Iran said the talks should continue based on Iran's conditions. So they have shown serious change," Jalili said of the talks that resumed this week.

            "We frankly asked that talks should be for the sake of cooperation, and they accepted. If they remain committed to this agreement, then the talks have been successful," he said in an interview carried on state television's website.

            After a 14-month break, the talks on the Islamic republic's nuclear programme resumed in Geneva this week, with an agreement to meet again in Istanbul at the end of January despite clear differences.


            "Under no circumstances Iran will back down on its rights in nuclear fuel cycle, the 20-percent enrichment of uranium and building (nuclear) plants," he told university students in the central city of Arak.

            "The West had better cooperate with Iran in the nuclear field," he said, calling on global powers to lift sanctions against Tehran.

              Maybe so however Armenia has to stay with Russia industrially. As your still living in their pockets. However the North caucasus has socio-economic problems and Russia may have to focus more in the future upon this region than the south.

              Nuclear doesn't make money and Armenia would be far better off developing it's hydro resources. As Nuclear power is dangerous and the decommissioning/waste disposal costs are huge.
