Armenia receives congratulations from East-West-North-South

On the occasion of the 15th anniversary of independence of the Republic of Armenia President Robert Kocharyan has received a number of congratulations from heads of many states and international organizations.
Telegrams were received from US President George Bush, RF President Vladimir Putin, President of the Republic of France Jacques Chirac, President of the Federal Republic of Germany Horst K�hler, President of the Islamic Republic of Iran Mahmoud Ahmadinejad, President of the People’s Republic of China Hu Jintao, Emperor Akihito of Japan, President of the Republic of Lebanon Emil Lahoud, President of the United Arab Emirates Khalifa bin Zayed Al Nahayan, Presidnet of the Confederation of Switzerland Moritz Leuenberger, the Queen Beatrix of the Netherlands, UN Secretary General Kofi Annan, President of Moldova Vladimir Voronin, President of Belarus Alexander Lukashenko, President of the Republic of Bulgaria Georgi Prvanov, President of the Republic of Tajikistan Emomali Rahmonov.
Congratulating telegrams continue to arrive.

How come Israoglu Alievsky Sakofs-htli didn't congratulate?
