Senior official of the Azerbaijan National Academy of Sciences Human Rights Institute Araz Qurbanov spoke to Day.Az in an interview.

Day.Az: A memorandum “Safe Armenia” on mutual aid was signed in Yerevan several days ago with the participation of Russia's famous programmer and an expert on anti-virus protection Yevgeni Kaspersky. According to media reports, the document is of strategic nature and involves the development of joint long-term projects. How would you comment on this arrangement?

Araz Qurbanov: I think this memorandum except for educational and training component has a strategic nature, which, among other things, involves not very clean intention of Armenia. This interest of Armenia to the Kaspersky Lab is caused not only the security of national computer network. This suggests that Armenia, by signing this document with a Russian systems producer, will ensure not only its safety, but also be able to attack the sites it dislikes.

Naturally, any laboratory that deals with anti-virus programs is very good at virus program. The essence of this memorandum gives reason to expect a massive crackdown by Armenia, unfortunately, with the participation of Russia's official organizations, on undesirable for it computer networks of Azerbaijan and other countries. That is the Armenia-Russia initiative aims not only to protect Armenia, but also strengthen the base for another, more intensive computer information attack.

Q: What is the reason for this move by Armenia?

A: At the very beginning of the Nagorno-Karabakh conflict, we talked about the information blockade. However, if you become better acquainted with the essence of the blockade and our actions, we can say that it was not a blockade. Simply by saying this we just hid our lack of action in the information war. But since then much has changed, our actions have become much more active, strong and effective, our position in this area has strengthened. Naturally, Armenians, witnessing the current developments, believe the only way out of the situation is to block unwanted information disseminated by Azerbaijan, which opens the eyes of world public to the realities of our region. I believe this memorandum serves this purpose.

Q: What Azerbaijan should do in this situation?

A: Azerbaijan should further toughen security measures on this matter, to protect itself against this threat and neutralize all possible risks. As doctors say, "each virus has its own anti-virus.”

BBC shows Nagorno-Karabakh separate from Azerbaijan – Photo

BBC News Web site contains a error related to Azerbaijan’s territorial integrity.

The page with a brief information about Azerbaijan also includes country’s map where Nagorno-Karabakh has clearly marked borders.

The territory of Nagorno-Karabakh is clearly marked creating an impression that it is a separate state, but not an integral and inalienable part of Azerbaijan.

For comparison, on English version of the same Web site only boundaries of the territory of Nagorno-Karabakh have been marked as if to show exactly where a zone of conflict is.

Admittedly, Russian version of the Web site is not correct and needs correction. Especially given that the Russian Web site was last updated in 2008, the wrong map must be immediately replaced.

Yeni Cag agency posted an article titled "The secret Armenians
issue in Azerbaijan" which appeared after journalist investigation,
reports Panorama.am.

"Great Heydar Aliyev himself spoke about 30 thousand of Armenians
living in Baku. If given their born-children it can be argued that
the number of Armenians is more than 100 thousand nowadays, herewith
many of them work at government and on very high positions. So we set
out to find out where "secret Armenians" work and which directions
of Azerbaijani management they hold.

According to our trustworthy sources, in Azerbaijan's government work
quite a lot senior officials with Armenian roots. In fact everywhere
but Ministry of National Security one can find out people whose blood
is Armenian and this is a very serious threat for our country as we
think. Milli Mejlis's 12 MPs are Armenians, and if we consider those
whose wives are Armenians then their number will increase three times,"
Azerbaijanis alarm.

Unable or unwilling to understand the true causes of their own
country's problems, the Azerbaijani media are trying to shift
responsibility to their citizens, while there is a sense to go through
corrupt and authoritarian government of Azerbaijan.

"You ask what for to investigate and find out anything? Today in
Azerbaijan such things happen and the authority's reaction on them
is so incomprehensible that we unwittingly think whether Armenians'
are involved."

Another example of paranoia is withdrawal of motto "One nation -
two states" in relation to Turkey and Azerbaijan. "Fraternal" Turkey
or rather its credibility is jaundiced by current leadership of
Azerbaijan. Thus, Ilham Aliyev made broadcasters to translate Turkish
movies into Azeri. Moreover he didn't visit Turkish soldier grave in
Baku neither at 90th nor the 91st anniversary of city's liberation
by Turkish troops and there wasn't a single wreath from government.

The list can be continued for a long time, however, Azerbaijani media
prefer to continue "witch hunt" searching for Armenian trace.

Azerbaijan sends note to Turkey

The Azerbaijani Foreign Ministry has presented a note to the Turkish Embassy in Azerbaijan.

"The note stated that a while ago journalists of the Turkish NTV TV channel, who were issued accreditation in the so-called "Foreign Ministry of the Nagorno-Karabakh", visited the occupied Nagorno-Karabakh region of Azerbaijan. The fact disappointed Azerbaijan. The Azerbaijani Foreign Ministry strongly opposes such visits to country's occupied territory and requests the Turkish Foreign Ministry to investigate this fact and take measures," Foreign Ministry's Spokesperson Elkhan Polukhov said.

Azerbaijan urges Armenia to stop ecological terrorism

The Ecological Care Public Association and scientists of the Azerbaijan National Academy of Sciences (ANAS) call on Armenia to stop the ecological terrorism in the occupied territories of the country.

On Sept. 25, the Public Association presented the results of the project "Assessment of ecological damage to hydrobiological environment of the country during the Armenian aggression against Azerbaijan." The project has studied hydrosphere of the Azerbaijani regions, bordering with Armenia and ecologically assessed the damage to hydrobiological environment.

The project was implemented jointly with scientists from the ANAS Institute of Zoology, Geography, Microbiology and Soil.

Using water of the Azerbaijani rivers, whose sources are located in the territories occupied by Armenia, is extremely dangerous not only for domestic but also for agriculture purposes, said Mammad Salmanov, the Academician and Director of the ANAS Institute of Microbiology.

"Water basin in the Araz river is polluted due to the fact that Armenia pours off all the contaminated water directly into the river. Moreover, there is serious pollution and its growth in the Agstafachay, because domestics wastes of the Armenian Dilijan and Ijevan industrial centers and other settlements are poured off into this river," said Salmanov.

According to the Head of the biology of aquatic animals department of the ANAS Institute of Zoology, Doctor of Biological Sciences Zulfugar Guliyev, for about 20 years, the Azerbaijani water basins bordering with Armenia, which plays an important role in development of the country's fishing economy have undergone intense pollution.

"There is a cut in the number of endemic species of aquatic animals, caused by the pollution. Some species faced with the threat of disappearance may soon be listed in the "Red Book"," Guliyev said.

Scientists believe that a centuries-old fertile soil layer have already destroyed or under threat of destruction, caused by the systematic pollution of soil and watershed, located in the territories of Azerbaijan occupied by Armenia, and hydrobiological environment reached a mark of environmental crisis.

The Ecological Care Public Association and scientists of Azerbaijan urged the international community, environmental and community organizations to condemn the destructive activities of Armenia with regard to biodiversity of the Azerbaijani nature, aimed at destruction of environment.

RA Defense Ministry denies disinformation spread by E.Sabiroğlu

The spokesman for the Defense Ministry of Azerbaijan Eldar Sabiroğlu appeared with his usual disinformation on September 25 where he mentioned that within the last one year during the military exercises because of bad management 10 Armenian soldiers have been killed, and during the last military exercises 76 soldiers have refused to participate in the exercising.

In response to the false information of Azerbaijan, which has become a usual thing already, the Defense Ministry of Armenia announces that the news Sabiroğlu spread are completely lie, and have no connection with the reality and are simply the result of the sick imagination of the speaker of Azerbaijan Defense Ministry.

As for the Azerbaijan we advise their Military Authorities to get busy with the poor state they have got in their own army and stop the inhumane morals and manners instead of presenting the dreams as a reality and spreading funny lies.

Two Turkish journalists’ access to Nagorno-Karabakh, a breakaway region of Azerbaijan contested by Armenia, has led to diplomatic tension between Baku and Ankara.

The Azerbaijani Foreign Ministry handed a diplomatic note of protest to Turkey on the grounds that a Turkish television team had gained access to the disputed region by securing visas from “the Foreign Ministry of the unrecognized administration” in Nagorno-Karabakh, according to reports.

In response, the Turkish Foreign Ministry issued a surprising written statement that casts blame on the journalists. “The actions of our members of the press do not comply with Turkey’s policies and are by no means legal,” said the statement released over the weekend.

In the diplomatic note extended to Turkey via the Turkish Embassy in Baku, Azerbaijani officials raised concerns over the Turkish journalists’ travel to the occupied territory. “These actions by the Turkish journalists led to deep feeling of sorrow on the Azerbaijani side,” said the note, urging Turkish officials to take necessary measures and prohibit the broadcast.

In the written statement, Turkey said it shares the sensitivities of Azerbaijan regarding the territory under dispute.

While criticizing the journalists, the ministry also made an appeal to Azerbaijan: “Similar news-reporting activities of our members of the press should be evaluated within the framework of the principles governing press freedom. We are sure that our brotherly Azerbaijani authorities will make this distinction.”

Russian ‘Vzqlyad’ newspaper sees Azerbaijan’s history in a distorted way – Photo

Myths and legends from Russia's ‘Vzqlyad’('Look') newspaper.

The distortion of historical facts related to Azerbaijan has become a kind of norm in the online resources strongly supporting the position of Armenia in the Nagorno-Karabakh conflict.

Russia-based Vzqlyad newspaper (which distorts facts about Azerbaijan and Nagorno-Karabakh conflict in particular not the first time), alas, is no exception. The map published on newspaper’s page shows the history of Nagorno-Karabakh conflict. However, it shows the conflict’s history with errors.

In particular, it several times refers to "Greater Armenia” which allegedly belonged to Karabakh. To say that this is nonsense makes no sense, since this is nothing but fabrications by Armenians.

It also cites interesting historical facts about Azerbaijani refugees expelled from Armenia and Nagorno-Karabakh region. However the number indicated by the newspaper is far less the real number.

Such a distortion of historical facts does not help to resolve the Karabakh conflict. Vzqlyad, apparently, sees Azerbaijan as an aggressor while Azerbaijan has itself become the victim of aggression by Armenia.

We urge our readers to express their protest against this false fact and send a letter of protest as in case of sample letter below to Russian newspaper’s e-mail address at [email protected].

A map in your infographic-styled material on the Nagorno-Karabakh conflict (http://www.vz.ru/infographics/2009/9/18/328927.html) released on Sept. 18 includes distorted facts about Azerbaijan’s history.

This is certainly disrespect towards Azerbaijan and in no way contributes to establishment of relations between Azerbaijan and Armenia.

We kindly request you to correct incorrect historical facts or remove the wrong map. I hope for your understanding and professionalism and hope that the errors will be corrected soon.
