Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

    The Nagorno-Karabakh conflict is currently at a crucial stage of settlement, Azerbaijani President Ilham Aliyev stated at the celebrations of Novruz Bairam on March 20.

    “We have reached the crucial stage in settling the conflict. The negotiations can be said to have mainly been completed. Most of the proposals, for a few exceptions, meet Azerbaijan’s interests. They ensure territorial integrity and return of all the occupied territories to Azerbaijan,” Aliyev said.

    According to him, Azerbaijan has not made a single step back from its position at the negotiations. “We remain committed to our positions stated several years ago. Azerbaijan’s territorial integrity must be restored, the occupation troops must be withdrawn from all the occupied territories, for Azerbaijani citizens to return there. The communication has to be resumed, and, with Armenians – and, of course, Azerbaijanis — living there, Nagorno-Karabakh will be granted the highest status of autonomy,” Aliyev said.

    According to him, the future will show what kind of status it will be. “Any status of Nagorno-Karabakh outside Azerbaijan is out of the question. It will not happen – neither tomorrow, nor in 100 years, never. We cannot accept it, and it is our position of principle. Nagorno-Karabakh will never be granted independence. Azerbaijan will never recognize Nagorno-Karabakh’s independence — nor the rest of the world will,” the Azeri leader said.

    Aliyev stated that Azerbaijan is stepping up its diplomatic efforts, using its potential for consolidating its political economic and military systems.

    “We do not conceal this fact because Azerbaijan is in a state of war. And it is no mere coincidence that defense expenses constitute a greater part of our on-budget expenditures. After the Armenian-Azerbaijani, Nagorno-Karabakh, conflict has been settled, such huge military expenses will, of course, not be needed any longer,” Ilham Aliyev said as quoted by 1news.az.

      /PanARMENIAN.Net/ Statements by the President of Azerbaijan Ilham Aliyev are direct evidence that Baku is not ready to a constructive dialogue over the Karabakh conflict resolution, Shavarsh Kocharyan , Armenian Deputy Minister of Foreign Affairs said, commenting on the recent statement by the President of Azerbaijan on the Nagorno-Karabakh conflict settlement.

      "Azerbaijan continues to inflate a bubble of illusions, sitting on the oil needle, this is a "bubble" of continuous distortion of the essence of the conflict, its causes and the negotiation process. The flow of militaristic rhetoric has not been stopped so far. Azerbaijan has the opportunity to withdraw its troops from the occupied territories of Nagorno Karabakh and begin negotiations with the Republic of Artsakh, before this bubble bursts, " Deputy Foreign Minister of Armenia said.

      According to Shavarsh Kocharyan, President Aliyev voiced a regular monologue, Azerbaijan completed negotiations with itself and the outcomes of those negotiations are broadly in line with Azerbaijani interests, with some exceptions - apparently they cannot even agree with themselves.

        Let's hope the Talysh, Avars, Lezgins and Udins don't assimilate to contribute to the fabrication of "Azerbaijan" by then. Remember the Talysh-Mughan independence of 1993?

          Sp: I meant internal not eternal

          But Azerbajian will collapse once it's leadership leaves, and its easy cash flow from oil ends; but if they assimilate it won't matter because a messed up Somalia like country would be better than the organised hate state that exists currently. Chance for Azerbajian to develop into a human right respecting democracy though, is pretty low.

            Shavarsh Kocharyan says Azerbaijan recognized NKR’s independence in 1994



            Ilham Aliyev’s statements are evidence to the fact that Azerbaijan isn’t ready to settle a constructive dialogue towards the peaceful resolution of the conflict, Armenia vice FM Shavarsh Kocharyan declared today commenting on Azerbaijani President’s statements.
            It’s worth reminding that yesterday Azerbaijan’s Aliyev announced that they’ve given their agreement to updated version of Madrid principles and stated that the basic round of negotiations over NK conflict are over and that Azerbaijan managed not to yield his positions.
            Commenting on that statement, Shavarsh Kocharyan said: “Mister Aliyev makes a monologue about an unreal dialogue. According to his monologue Azerbaijan has already finished the negotiations held within itself and what they’ve gained fix Azerbaijan’s interests. We’re sure they are unable to make agreements with themselves also. After getting his heritage of local power, Aliyev authorized him talking on behalf of time, international law, intermediates and Armenian and Artsakh people.”
            Regarding Aliyev’s statement that Nagorno-Karabakh’s status beyond Azerbaijan is unacceptable, Mister Kocharyan said: “Baku pretends that they don’t understand absence of an alternative way for Nagorno-Karabakh independence. The Republic of Nagorno-Karabakh is a state corresponding to international norms which was able to persist Azerbaijan’s policy of ethnic expel and aggression. Azerbaijan recognized NKR independence in 1994 when they signed ceasefire with that state.”
            Concluding his speech, Shavarsh Kocharyan underscored: “President Aliyev’s statement is evidence to the fact that they are not ready to constructive dialogue.”
            The Nagorno-Karabakh (armed) conflict broke out back in 1991, when, subsequent to the demand for self-determination of the Nagorno-Karabakh people, Azerbaijani authorities attempted to resolve the issue through ethnic cleansings, carried out by Soviet security forces (KGB special units) under the pretext of the implementation of the passport regime and by launching of large-scale military operations, which left thousands dead and caused considerable material damage. A cease-fire agreement was established in 1994. Negotiations on the settlement of the conflict are being conducted under the mediation of the OSCE Minsk Group Co-Chairmen (Russia, USA, France) and on the basis of their Madrid proposals, presented in November, 2007.
            Azerbaijan has not yet implemented the 4 resolutions of the UN Security Council adopted in 1993, by continuing to provoke arms race in the region and openly violating on of the basic principles of the international law non-use of force or threat of force.

              Armenia ready to give territories around Nagorno- Karabakh back

              Armenia is ready to return the territories around Nagorno-Karabakh to Azerbaijan but on certain conditions, Armenia’s president Serzh Sargsyan said in an interview to Syria’s Al Watan newspaper. According to him, Yerevan should continue to control Nagorno-Karabakh and the corridor linking the region with Armenia. The conflict emerged in February 19888 when the Nagorno-Karabakh Autonomous District populated mainly by Armenians broke away from Azerbaijan. Baku responded by abolishing Karabakh’s autonomy. Azerbaijan lost control over the region and 7 surrounding territories in the armed conflict that followed. The status of the region is still undefined. Armenia insists on Karabakh’s independence and Azerbaijan on it being the part of the country. Since 1992, representatives of both governments have been holding peace talks mediated by the OSCE Minsk group also featuring Russia, the US and France.

                President Sargsyan Mentions Possible Return of Karabakh Territories; Or Did He?

                If one is to believe Hurriyet Daily News, the RoA President Serzh Sargsyan has publicly stated, probably for the first time, about the possible return of territories in Karabakh once the people are granted the right to self-determination.

                Today’s Hurriyet reports that President Sargsyan, commenting on the long-standing territorial dispute with Azerbaijan, said, “When the people of Nagorno-Karabakh receive a real opportunity to implement its right to self-determination and when practical mechanisms of security and development are created, the return of these territories to Azerbaijan may be viewed as a concession from the Armenian side, provided, of course, that the corridor linking Armenia and Nagorno-Karabakh is kept.”

                President Sargsyan, who is in Syria until Wednesday, also talked about the normalization of Turkish-Armenian relations and that Official Yerevan supported “peaceful solutions and dialogue to resolve the dispute… without questioning and forgetting its history.”

                In an interview with Syria’s Al-Watan newspaper, Sargsyan said the “genocide” resolution in the House Foreign Affair Committee is an “internal affair of the United States, which we do not interfere with.”

                “We did not make the recognition of the Armenian genocide a precondition for the establishment of Armenian-Turkish relations, since we stand for the improvement of relations with Turkey without any preconditions,” Armenian Public Radio quoted Sargsyan.

                Syrian President Bashar al-Assad offered his country’s services in helping establish normal relations between Armenia and Turkey while hosting his Armenian counterpart Monday.

                “Syria is ready to play a role… for the establishment of Turkish-Armenian relations that can ensure normal stability and security in the region,” Bashar al-Assad told a joint news conference Monday with President Sargsyan.

                  Armenia’s top priority in Nagorno-Karabakh conflict settlement is the NKR population security, RA President Serzh Sargsyan stated in the interview with Associated Press, replying to the question stage in Nagorno-Karabakh peace process.

                  “I am seeking solutions enabling peaceful development of NKR population in their historic lands, however, there are still warlike statements voiced in our region, deepening hostility and mutual distrust. For this reason, recently I offered Azerbaijan to conclude a treaty on non-use of force that will provide an opportunity to establish certain stability and confidence. Actually, shutting the door upon our proposals, Azerbaijan ignores the key principle of International Law. It will not bring to anything good,” Sargsyan noted recalling the aggression by Azerbaijan in 1990s.

                  “The situation was the same in early 1990s, when we spoke of the necessity of peaceful resolution to Karabakh conflict, however Azerbaijan called in the aggression. Today we have this reality,” Sargsyan said.

                  As NEWS.am reported previously, March 22, RA President Serzh Sargsyan and First Lady Rita Sargsyan left for a three-day official visit to Syria at the President Bashar al-Assad’s invitation.

                    Serj is pretty creative and effectively so. He makes both of our turckish neigbors look pretty bad diplomatacly. He is doing a good job on foreighn policy thus far but there seem to be big developments underway on the world stage involving the great powers and i hope these developments do not hurt Armenia too much.

                      /PanARMENIAN.Net/ Unilateral concessions in the Karabakh settlement will only deepen the existing dangers and threats, Armenian President Serzh Sargsyan said in an interview to the Syrian Al-Watan newspaper.

                      "Contrary to the claims of Azerbaijan, we do not populate and use the territories, which are the security zone of Nagorno-Karabakh.

                      "When the people of Nagorno Karabakh get a real opportunity to exercise their right to self-determination and when working instruments of security and development are created, then Armenia may consider the return of security zone regions around NKR as a mutual concession, preserving the corridor linking Armenia to Karabakh," Serge Sargsyan said, adding that he has repeatedly stated this.

                      According to the President of Armenia, the key idea of "mutual concessions" is reciprocity.
