Ադրբեջանը՝ հնդիկ իսլամիստ զինյալների կայանման վայրերի շարքում

Օրերս հայտնի է դարձել, որ Հնդկաստանի հյուսիսային հատվածներում գործող ծայրահեղ իսլամիստական խմբավորման զինյալները ծրագրել են մի շարք երկրներում, այդ թվում՝ Ադրբեջանում կայաններ հիմնել։ Այս հանգամանքը բացահայտվել է հնդիկ մոջահեդների հրամանատարներ Յասին Բհաթքալայի ու Ասադուլա Ահաթարա ալ-Հադիի համացանցային երկխոսությունից։
Ինչպես հաղորդում է բրիտանական Daily Mail պարբերականը, տվյալները հրապարակվել են Հնդկաստանի ազգային անվտանգության ծառայության կողմից։ Հնդիկ իսլամիստները, ըստ համացանցային գրառումների, նախատեսել էին նոր կայաններ հիմնել՝ «ալ Կաիդայի», «Թալիբանի» և այլ հայտնի ահաբեկչական խմբավորումների հետ առավել սերտ համագործակցելու նպատակով։
Համաձայն աղբյուրի՝ երկխոսության ընթացքում իսլամիստ հրամանատարները քննարկում են, թե ինչպես են Պակիստանում առգրավված հրթիռներով հարվածներ հասցնելու հնդկական Սուրաթ քաղաքին Աֆղանստանում վերապատրաստում անցած ահաբեկիչ զինյալների օգնությամբ։
Երկխոսության վերջում շեշտվում է, որ իսլամիստների առաջիկա ծրագրերում են Տիբեթի ու Ադրբեջանի տարածքում ապահով պատսպարաններ հիմնելը։
Հարկ է նշել, որ սա եզակի դեպք չէ, երբ Ադրբեջանի անունը շոշափվում է ահաբեկիչների կայանման վայրերի շարքում։ Դեռևս 2013-ի հոկտեմբերի վերջին Պակիստանի հատուկ ծառայությունները բացահայտել էին Ադրբեջանի հետ միջազգային հեռախոսակապով գաղտնի բանակցություններ, որոնք ազգային անվտանգության նշանակության էին։ Ֆագիրաբադ քաղաքի հյուրանոցի համարից ահաբեկիչների հետ առնչություն ունեցող անձը զանգեր էր կատարել. համաձայն Պակիստանի դաշնային հետաքննական գործակալության և ոստիկանության տվյալների՝ զանգերի մեծ մասը գրանցվել է Ադրբեջանի և Սոմալիի հեռախոսահամարներին։
Նկատենք նաև, որ Ադրբեջանի տարածքում գործող ահաբեկչական ծայրահեղ իսլամիստական խմբավորումներ 2014-ի հունվարին սպառնալիքներ էին հղել Ադրբեջանի իշխանություններին։ Ծայրահեղ իսլամիստների ակտիվացումն Ադրբեջանի տարածքում հիմնականում կապված է դեպի Սիրիա ադրբեջանցիների հոսքի հետ, որոնք Սիրիայում մարտնչում են իսլամիստների ճամբարում։ Դեպքեր են գրանցվել, երբ ադրբեջանցի զինյալները, որոնք ըստ էության իսլամիստական գաղափարների կրողներ են, հետ են վերադառնում Սիրիայից հայրենիք՝ գործունեություն ծավալելով Ադրբեջանի սահմաններում։Comment

American military instructors teach course in Armenia

YEREVAN. – American military instructors’’ one-week intensive course got underway Monday at the Armenia MOD School for Noncommissioned Officers.
Such courses are planned to be taught in the future too, informs the MOD press service.
The said course is a part of the American sergeants’ training program, and within the framework of this course, the contract sergeants of the Armenian Armed Forces are trained as junior commanders and they acquire leadership skills.
The graduation certificate awarding ceremony for the course participants will be held on Saturday.

Armenian Defense Ministry delegation visits British military training center based in Czech Republic

The delegation of Armenian Defense Ministry visited the center of British Military Advisory Training Team based in Vyskov, the Czech Republic.
The delegation headed by Deputy Defense Minister Davit Tonoyan included chiefs of the departments on defense policy, commander of the peacekeeping brigade, representatives of military education department.
The center founded by UK Defense Ministry is holding trainings for the servicemen of the region.
The Armenian servicemen have been participating in trainings since 2002. Around 170 Armenian sergeants and officers trained in the center are serving in different military units of the Armenian Armed Forces, mainly in peacekeeping brigade.
The program of further cooperation with the British Military Advisory Training Team was discussed. Among the agreements reached during the meeting is an increase of quota for trainings of Armenian military, organization of exercises in Armenia, development of training programs.Comment

ARM MoD delegation`s visit to Austria

On February 24, Deputy Federal Minister of Defence and Sport of Austria and the Head of the Defence Policy Department, Lieutenant General Bernhard Bair received a delegation in Vienna, led by the First Deputy Defence Minister of Armenia Davit Tonoyan.
Amongst the attendees of the meeting from the Armenia side, were the Ambassador of Armenia to Austria, A. Kirakosyan, Deputy Ambassador A. Aleqsanyan and the Head of Defence Policy Department of the ARM MoD L. Ayvazyan.
The current issues and prospects of the Armenian-Austrian cooperation were on the discussion agenda. The parties presented the process of reforms, carried out in defence sectors of the both countries, touching upon the similarities and differences of the issues as states having no access to sea. Austrian side has presented to the Armenian delegation, Austria`s security policy strategic review, jointly written by the Austrian Prime Ministry, Foreign Ministry and Ministries of Defence and Internal Affairs.
Sides have touched upon the issues of contract servicemen in the armed forces, their social benefits and recruitment as well as programming problems. The Austrian side has expressed its willingness to deepen cooperation with the Armenian Armed Forces on various directions, including the involvement of the Armenian servicemen in educational programs as well as organization of training courses for servicemen in Armenia and Austria.

More Armenian Soldiers Trained By U.S. Instructors
A team of U.S. military instructors will finish on Saturday a weeklong training course for dozens of new sergeants recruited by Armenia’s armed forces, highlighting NATO’s growing role in the selection of Armenian non-commissioned officers.
The Defense Ministry in Yerevan announced on Thursday that the course is part of four-month training which the recruits will undergo before serving in the Armenian army on a contractual basis.
“The course that began on February 24 is part of a training program for American sergeants,” the Defense Ministry said in a statement. “Within its framework, contract sergeants of the Armenian Armed Forces are trained to become junior commanders and acquire leadership skills by acquainting themselves with the basics of U.S. sergeants’ physical preparation, terrain orientation, and combat tactics of small units.”
Photographs of the course released by the ministry showed several U.S. military officers teaching lessons to around 40 Armenian servicemen seated in a classroom at an Armenian military school for warrant officers.
U.S. support for Armenian defense reforms has also taken the form of joint exercises held by U.S. Marines and Armenian army units. U.S. Secretary of the Navy Ray Mabus praised such drills when he visited Yerevan in October 2012. He said one of their goals is to help Armenia develop a “highly capable and highly professional non-commissioned officer corps.”
Later in 2012 a team of U.S. and British military officials visited Yerevan to brief their Armenian colleagues on the recruitment, training and role of non-commissioned officers in the U.S. and British militaries as well as rules and procedures regulating their service.
An Armenian military delegation headed by First Deputy Defense Minister Davit Tonoyan underscored the significance of the British assistance with a two-day visit earlier this week to the British Military Advisory Training Team (BMATT) deployed in the Czech Republic. The team specializes in multinational training courses for peacekeeping operations. The commander of an Armenian army unit providing troops for such missions was among officials who accompanied Tonoyan.
A Defense Ministry statement said Tonoyan and BMATT officials agreed to increase the number of Armenian servicemen studying there each year and to organize similar courses in Armenia. According to the statement, around 170 Armenian officers and sergeants have been trained at the center since 2002.
BMATT is located at the premises of a Czech military academy in the town of Vyskov.

Japan Decides Against Turkish-Azerbaijan Tank Deal
A couple of months ago this blog, noting discussions on military cooperation between Japan and Turkey, asked "Would Japan Sell Weapons To Azerbaijan?" Now the answer to that appears to be: no.
Reuters on Friday reported that a proposed deal for Mitsubishi Heavy Industries to supply tank engines to Turkey has fallen through because of export restrictions:
The report said that the sticking point was that Japan demanded a say on whether its equipment would be reexported to other countries. While the report doesn't specify which country/ies were the issue, previous reports in Turkey have suggested that it was Azerbaijan. (The Altay is a newly developed tank and has yet to be exported anywhere.) It sounds like everyone involved wants to keep the matter quiet, so we may never hear whether or not Azerbaijan was the issue, but it seems a safe bet.Mitsubishi Heavy had been under consideration to supply engines for the Altay tank being developed by Turkey's Otokar since last year.
But on Thursday Murad Bayar, Turkey's undersecretary for state-run defense industries, told reporters that the potential deal had been quietly dropped in talks with Tokyo.
"We have agreed with Japanese authorities to leave this topic off the agenda and focus on other areas of co-operation," Bayar said.
Curiously, after news initially broke that Japan could supply the engine, a couple of reports appeared in the Azerbaijani press, including one just last week, about Japan selling military equipment, namely tank carriers, to Armenia. "Though Tokyo has stated that it does not sell military vehicles to conflicting countries, it has not kept the promise," APA reported. Given that the reports that APA cites were from 2012, it seems likely that the timing of the report is related to this deal falling through.
