Military law for the privatization of apartments, situated in open military camps where they live more than 15 to 20 years old, is not guaranteed. Those wishing to privatize the apartments are facing bureaucratic arbitrariness, can not achieve the restoration of their rights, even in court. Under current law, these officers are also considered as citizens, not actually ensure personal living space.

As you know, some time ago, the sum referred to monetary compensation was raised. Now, every soldier of the rent is paid monthly AZN 20-44, depending on region of residence, and each family member - 50% of this amount. Clearly, this amount is impossible to rent an apartment. As we know, rent 2-room apartment in Baku manages officers and warrant officers, at best, at 200-250 manat, and in areas depending on the region - AZN 50-100.
It is evident that the fundamental right of military personnel, enforceable by law - the right to receive apartments (living space) is broken for many years.
At the present time in our country relentlessly growing number of multi-storey buildings. Some of them built in the territories once belonging to the military authorities. However, none of these houses or apartments are not specifically provided for the military. Local authorities do not release the military housing area or land for construction of individual houses that specified in the requirements of Article 12 of the Law "On status of servicemen".
Thus, the housing stock inherited from the Soviet Army, has long been used, but in the years of independence from the state, we can say not built a single dwelling house or apartment to provide housing for the military. In short, if we disregard the small housing stock inherited from the Soviet Army in closed military towns, ultimately, our armed forces have no independent HOUSING FUND envisaged to provide housing for families of officers and warrant officers.
True, since 2005, some military units conducted remedial work and in the officers' dormitory. According to official reports of the Ministry of Defence in 2008, was scheduled to provide an apartment in Baku 165-T personnel as well as the construction of Shamkir, Goytere, Jalilabad and several other cities, new buildings for the military. However, these works will not have much impact on the housing problems of servicemen. Because the solution of housing problems due to the internal capacity of the individual law enforcement agencies in a market economy is impossible.
