Ադրբեջանական բանակի ստորաբաժանումներից մեկում ի հայտ եկած սկանդալում նոր զարգացում է։

YouTube-ում վերջերս տեղադրվել էր մի տեսագրություն, ըստ որի կապիտան Ռամին Գասիմովը, լեյտենանտ Ասքեր Ասքերովը եւ ենթասպա Շաղլար Ռզաեւը` դիմելով նախագահ Իլհամ Ալիեւին, պատմել են այն մասին, թե ինչպես են իրենք ստիպված եղել իրենց անձնական միջոցներով վերանորոգել կայազորի տարածքում մրրիկից ավերված շինություններից մեկը։

Պաշտոնատար անձինք արագ են արձագանքել. ստորաբաժանում գործուղված գնդապետ Վագիֆ Մամեդովը հայտարարել է, թե Գասիմովը երկու զինվորի է ծեծել, ալկոհոլ է օգտագործում եւ հարգանք չունի իր զինակից-սպաների կամ ենթակա շարքայինների շրջանում։

Բաքվում գործող «Դոկտրինա» ռազմական հետազոտությունների կենտրոնի վերլուծաբան Չեսուր Սումերինլին «Ազատություն» ռադիոկայանի ադրբեջանական ծառայությանը տված հարցազրույցում ասել է, թե չի կարելի բացառել, որ տեսագրության բոլոր մասնակիցները կարող էին լուրջ ճնշման ենթարկվել բանակի ղեկավարների կողմից։

Նրա փոխանցմամբ, բանակին հատկացվող հսկայական գումարների տնօրինումը չի վերահսկվում։

«Ռազմական ծախսերը տարեցտարի աճում են, բայց դրանք սոցիալական ուղղվածություն չունեն, միջազգային չափանիշների համաձայն, ծախսերի առնվազն 30 տոկոսը պետք է տրամադրվի ռոճիկներին, համազգեստին եւ սնունդին, կայացած բանակներում դա նույնիսկ 40 տոկոսի է հասնում, իսկ Ադրբեջանում դա ընդամենը 10 տոկոսն է», - ասել է վերլուծաբանը։

Նրա փոխանցմամբ, ռազմաճակատի գծին մոտ ծառայող սպաներն ամսեկան վաստակում են 450 մանաթ (572 դոլար), նրանք հաճախ պարտավորված են լինում իրենց անձնական միջոցներով նորոգել մեքենաները։

Վերլուծաբան Սումերինլին ասում է, թե սոցիալական ծանր կացությունը բանակին հատկացվող միջոցների նկատմամբ թույլ հսկողության պայմաններում դառնում է պարարտ հող կոռուպցիայի համար։

Ադրբեջանը «Թրանսպարենսի Ինթերնեյշնլ» կազմակերպության 2010 թվականի զեկույցում 134-րդ տեղում են հայտնվել։

Ռազմական ակադեմիայում նույնպես կան խնդիրներ

Մինչդեռ, Ադրբեջանում ծագել է մի նոր սկանդալ. ռազմական ակադեմիայի մի խումբ կուրսանտներ «Ազադլիղ» թերթին դիմել են նամակով` հաղորդելով ուսման անտանելի պայմանների մասին։

Այդ ակադեմիայի ղեկավարը պաշտպանության ներկայիս նախարար Սաֆար Աբիեւի ուսանողական ընկերն է` Նաջաֆ Գամբարովը։

Թերթը հաղորդել է, թե ակադեմիայի ղեկավարի տեղակալն էլ Շաիր Ռամալդանովը, խոշոր բիզնես ունի, իսկ ակադեմիայի ստրատեգիական ֆակուլտետի ղեկավար Չինգիզ Շաֆիեւը Շամխորի կորպուսի հրամանատարն էր. այդ կորպուսում այս տարի մի քանի զինծառայող է սպանվել, ինչի պատճառով էլ նախագահ Իլհամ Ալիեը նրան պաշտոնանկ էր արել։

Կուրսանտները նամակում պնդում են, թե բարձրաստիճան հրամանատարները, այդ թվում նախարար Սաբիեւը, ունեն հսկայական կալվածքներ եւ մայրաքաղաք Բաքվում անշարժ գույքի տասնյակ միավորներ:

PanARMENIAN.Net - In 2010 Azerbaijan increased the technical capabilities of the Armed Forces at the cost of the new weapons and military vehicles, APA reported.

In their reports to the UN Register of Conventional Arms a number of countries gave information about the weapons and military vehicles sold to Azerbaijan.

According to the reports, in 2010, Turkey sold to Azerbaijan 15 armoured vehicles, Ukraine 71 BTR-70, 7 122mm 2C1 Gvozdika self-propelled artillery vehicles, 1 Mi-24R helicopter, 1 guided antitank missile, Slovakia 1 2A42 combat vehicles and cannon installed in the helicopters, Belarus 30 120 mm D-30 cannons, 1 Su-25 combat planes, Bosnia and Herzegovina 10 128mm RAK-12 multiple-rocket launchers and 20 000 missiles for these launchers.

Turkey sold 110 pistols, Ukraine 3000 submachine guns, Austria 100 pistols in the reporting period.

Very few countries submitted reports to the Registry. New materials will be made public by the end of the year, according to APA.

Criminal case launched on one more military commissar in Azerbaijan

Baku. Hafiz Heydarov – APA. The criminal case has been launched on one more employee of the military commissariat in Azerbaijan, the law enforcement bodies told APA.

According to information, Deputy Military Commissar of Gabala region, Colonel-Lieutenant Shamil Teymurov is accused of call-up of persons who reached military age, but ineligible for military service.

Republic Military Prosecutor’s Office filed a charge against Teymur on the Criminal Code’s №341 (Abusing authority, excess or inactivity of authority).

Gabala region Military Commissar Aydin Namazov confirmed the fact to APA. But he said that Teymurov was innocent, and named the charges filed against him groundless: “the doctor determines whether the draftees are available for military service or not. Shamil Teymurov has no guilt here”.

Basing on the task of Azerbaijani President Ilham Aliyev given on January 27, 2011, the Republic Military Prosecutor’s Office made inspection in several Military Commissariats after the tasks given at the meeting of the Commission on Combating Corruption led by head of the Presidential Administration Ramiz Mehdiyev. The corruption facts were also recently revealed in Baku’s Binagadi and Surakhani districts, as well Sumgayit and Ganja Military Commissariats. The military commissars and commissariat employees of some regions were arrested.

There has been an armed incident in located in Beylagan N military unit of Azerbaijani Defense Ministry.

According to 1news.az quoting the press service of Defense Ministry of Azerbaijan, Arif Shakir soldier Jafarov oglu as a result of security breaches fired from the weapon. The bullet hit a soldier Eldar oglu Yusifova Hikmet, who died on the spot.

im sure its gnna be the first step for our armed forces to launch an attack on the pipline to make crap out of azerbaijans economy,thats the reason the scud launchers are stationed near line of contact to launch missle in case of attack by the enemy.

I've said this before - I hope the armed forces of Armenia and NK have better military planners than the armchair strategists in this thread. Targeting cities is a war crime. Targeting non-military structures is a war crime. Don't you know that flippant targeting (or just even flippant threatening to target) an infrastructure that links to other neighbouring countries, that supply a commodity that affects the international economy, and that is majority owned by third-party countries and international companies just guarantees that Armenia gets xxxxed internationally. Do you actually think Azerbaijan (in the context of a renewed full-blown war that Azerbaijan would have started) would care or be surprised if the pipeline was damaged? No - they will expect it, and have planned for it.
