Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

5] Respect the authority of moderators/admins.

    Թերթը զրուցել է ԼՂՀ պաշտպանության նախարար, պաշտպանական բանակի հրամանատար, գեներալ-լեյտենանտ Մովսես Հակոբյանի հետ.

    Պարոն Հակոբյան, եթե ամփոփելու լինենք տարին, ինչպե՞ս կբնութագրեք 2011-ը ԼՂՀ ՊԲ-ի եւ սահմանին կանգնած զինվորի համար:

    Կարող եմ միանշանակ ասել, որ պաշտպանության բանակը եւ նրա յուրաքանչյուր զինվորը պատվով կատարեցին անցնող տարվա ընթացքում դրված մարտական խնդիրը: Դրա փաստացի ապացույցն է տարիներ շարունակ տարածաշրջանում հաստատված փխրուն, բայց, միեւնույն ժամանակ, տեւական խաղաղության պահպանումը, ինչն առաջին հերթին պայմանավորված է հենց մեր բանակի մարտական պատրաստության եւ պատրաստականության բարձր մակարդակով:

    Հասարակության մի մեծ հատված ուշադրությամբ եւ սրտացավությամբ է հետեւում բանակում կատարվող իրադարձություններին եւ հատկապես խաղաղ պայմաններում զոհված զինվորների դեպքերին: Կա վիճակագրություն, թե այս տարի ԼՂՀ-ի ՊԲ-ում խաղաղ պայմաններում քանի զինվոր է մահացել:

    Բանակի հրամանատարությունը ոչ միայն հասկանում եւ ազնվորեն ըմբռնում է զինված ուժերում մահվան ելքով տեղ գտնող դեպքերի հանդեպ մեր հասարակության սրտացավ եւ զգայուն վերաբերմունքը, այլեւ առավել խորն է զգում այդ կորստի ցավը: Սակայն, այս ամենով հանդերձ, կա մի իրողություն, որը մեզ ստիպում է կատարվածի շուրջը դատողություններ ու հետեւություններ անելու դեպքում, ցուցաբերել համակողմանի մոտեցում: Իսկ դա նշանակում է հետեւյալը. քանի դեռ չկա պատերազմի ավարտի վերջնական համաձայնագիր, «խաղաղ պայմաններ» հասկացությունը հարաբերական է: Չպետք է մոռանանք, որ հակամարտ զորքերի շփման գծի ողջ երկարությամբ իրականացվում է շուրջօրյա մարտական հերթապահություն, անընդհատ տեղի է ունենում փոխհրաձգություն, կատարվում է զորքերի տեղաշարժ, իրականացվում են մարտական նշանակության տարաբնույթ գործողություններ եւ այլն:

    Միայն այն փաստը, որ ընթացիկ տարվա անցած ժամանակահատվածում հակամարտ զորքերի շփման գծում հակառակորդի կողմից հրադադարի ռեժիմը խախտվել է շուրջ 11 հազար անգամ, եւ ադրբեջանական բանակի առաջապահ ստորաբաժանումները տարբեր տրամաչափի հրաձգային զինատեսակներից հայկական զորքերի ուղղությամբ արձակել են ավելի քան 57 հազար կրակոց, որից շուրջ 6 հազարը` դիպուկահար հրացաններից, խոսում է այն մասին, որ հակամարտության գոտում պատերազմը շարունակվում է պարզապես մեկ այլ ձեւաչափով: Իսկ դա չհայտարարված պատերազմ է, որից, չնայած հակառակորդից անհամեմատ քիչ, բայց եւ այնպես մենք եւս տվել ենք զոհեր: Նրանց մեծ մասը հայրենիքին մատուցած բացառիկ ծառայության համար պարգեւատրվել է պետական ու գերատեսչական մեդալներով, եւ ես, որպես բանակի հրամանատար, եւ ցավում եմ մեր զինվորների կորստի համար, եւ հպարտանում նրանց անձնվիրությամբ: Բայց ավաղ, հակառակ դրան, տարվա ընթացքում տարբեր հանգամանքներում (միջանձնային ոչ կանոնադրական փոխհարաբերություններ, զենքի օգտագործման կանոնների խախտում, ճանապարհատրանսպորտային պատահարներ, հիվանդություն եւ այլն) բանակը տվել է նաեւ չարդարացված կորուստներ, որոնց համար մենք լիովին ընդունում ենք մեր մեղքի բաժինը, մեղավորներին ենթարկում համապատասխան պատասխանատվության եւ անում ամեն հնարավորը` նման դեպքերը հետագայում բացառելու համար: Ինչ վերաբերում է «խաղաղ պայմաններում» բանակի զինանձնակազմի շրջանում ունեցած կորուստների այս տարվա վիճակագրությանը, ապա դրանք նախորդ տարիների համեմատ բավականին նվազել են:

    ՊԲ-ն ի՞նչ մեխանիզմներ է կիրառում, որպեսզի նման դեպքերը նվազեն:

    Բանակային կյանքի բնականոն ընթացքի ապահովման գլխավոր մեխանիզմը զինվորական կանոնադրությունն է: Բայց դրա հետ միասին մենք նաեւ պարբերաբար մշակում եւ գործողության մեջ ենք դնում արտակարգ միջադեպերի բացառմանն ուղղված հավելյալ գործընթացներ, որոնցից կարելի է նշել անձնակազմի շրջանում տարվող բարոյահոգեբանական աշխատանքը, նրանց մարտական եւ, ընդհանրապես, զինվորական պարտականությունների կատարման հանդեպ պահանջկոտության բարձրացումը, հասարակական կազմակերպությունների ներուժի օգտագործումը ներբանակային կյանքում եւ այլն: Միաժամանակ նման դեպքերը կանխարգելելու նպատակով մենք համապատասխան աշխատանք ենք տանում նախորդ միջադեպերի պատճառահետեւանքային կապն ուսումնասիրելու ուղղությամբ, ինչը մեզ հնարավորություն է տալիս ժամանակին բացահայտել եւ կանխել դրանց կրկնությունը...

    Գաղտնիք չէ, որ Ադրբեջանն անընդհատ խախտում է հրադադարի ռեժիմը: ԼՂՀ ՊԲ-ն դիմո՞ւմ է պատասխան քայլերի եւ պատժում հակառակորդին արկածախնդրության համար:

    Այո, եթե ոչ հաճախ, ապա անհրաժեշտության դեպքում ղարաբաղյան կողմը ստիպված է լինում պաշտոնական Բաքվին հիշեցնել, որ յուրաքանչյուր քայլ ունի իր հակաքայլը: Մեր դիրքորոշումը հստակ է` պաշտպանության բանակը, գոնե այժմ, առաջնային գծում լարվածությունը խորացնելու որեւէ լուրջ հիմք չունի, եթե, իհարկե, դրան չեն մղում հակառակորդի սադրիչ գործողությունները: Բայց ավաղ, կյանքը ցույց է տալիս, որ Բաքուն ընտրել է հենց այդ ճանապարհը, ինչը, բնականաբար, ենթադրում է խիստ եւ անհամաչափ պատասխան: Իսկ պաշտպանության բանակի համար խիստ եւ անհամաչափ նշանակում է այն, ինչը հակառակորդը չի սպասում:

    Ադրբեջանի ռազմական բյուջեն տարեցտարի ավելանում է: Դա չի՞ խախտում ուժերի հարաբերակցությունը: Ի՞նչ քայլեր են արվում հավասարակշռությունը պահպանելու համար:

    Մենք հետեւում ենք Ադրբեջանում իրականացվող ռազմականացման գործընթացին եւ լրջորեն գնահատում նրա հնարավորությունները: Բայց ինչպես մեր բանակի ստեղծման առաջին օրից, այնպես էլ այժմ, երբեւէ չենք փորձում ուժային հավասարակշռությունը պահպանելու նպատակով կրկնօրինակել նրա քայլերը: Մենք ունենք մեր մարտավարությունը եւ դրանով պայմանավորված հնարավորությունները, որոնց իրական գնահատականը կտա մարտադաշտը:

    Իսկ ի՞նչ կասեք հակառակորդի պատրաստվածության մասին: Բազմաթիվ վերլուծաբաններ գրում են, որ Ադրբեջանի բանակի պատրաստվածությունն ավելի ցածր է, քան ռազմական ծախսերը: Դուք համաձա՞յն եք այս գնահատականին:

    Թե ինչ են գրում վերլուծաբանները, դա իրենց գործն է, իսկ ես, որպես ԼՂՀ ռազմական գերատեսչության ղեկավար, պարտավոր եմ, նախ` չթերագնահատել մեր հավանական հակառակորդի հնարավորությունները, երկրորդ` պատրաստ լինել ամեն մի անակնկալ զարգացման: Մի բանում հաստատ համոզված եմ` մեր բանակը գիտի իր անելիքը եւ անհրաժեշտության դեպքում դա անում եւ անելու է պատվով:

            Further loss in Azerbaijani Armed Forces
            December 12 had died two members of the armed forces of Azerbaijan. Early in the morning, died in hospital sergeant Interior Ministry of Azerbaijan Ehtiram Abbasov, born in 1991, which was hit by a car Dec. 9.

            On the same day from electric shock died serving the Naval Forces of Azerbaijan Ali oglu Akhmedov Afig, born in 1992. A. Akhmedov was called to active military service in 2010 rayvoenkomatom Kazakh.

            Voskanapat.info notes that E. Abbasov and Akhmedov were 115th and 112th loss of the Azerbaijani Armed Forces in the current year. Previous, 114th death in law enforcement agencies of Azerbaijan was recorded on December 6, was Anar Jafarov Ghazanfar oglu, who was killed by a bullet in the barrel break sniper rifle Azeri production of "Istiqlal".

                Officer of Azerbaijani Army dies from carbon monoxide poisoning

                Baku. Hafiz Heydarov – APA. Three officers of Azerbaijani Army got carbon monoxide poisoning.

                The incident took place at the Jalil Street, 51 in Yasamal district of Baku. The officers of the National Army living in the hired apartment at this address – resident of Babek region of Nakhchivan Autonomous Republic of Azerbaijan Mammadov Abulfat Veli, 22, resident of Goranboy region Gasimov Rafig Nasib, 22 and Memiyev Elmaddin Zamin, 22 got carbon monoxide poisoning.

                Mammadov died at site. Others were hospitalized.

                The three are lieutenants of the Azerbaijani Army.
