I heard that the UN resolutions were only voted by Islamic members. Is this true? If that's the case, can Azerbaijan legitimately use that as an argument?

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

Anything the UN says should be taken as laughable. The UN really has no power whatsoever and is simply a tool to be used by the 5 (really 2) permanent members. Those bogus UN resolutions ask us to pull out of 5 of the 7 so-called "Azeri occupied territories" outside of the former NKAO. It is not an argument, it is just another "de jure" attempt by Azerbaijan that bores the crap out of people.Azerbaboon: 9.000 Google hits and counting!

No, they can't use them as arguments for they are non-binding resolutions, meaning that they have no legal power or weight, but serve as "moral support".
Three of the four resolutions were given in 1993-1994 period, before the cease-fire. And the most recent is dating March 2008, where the United Nations General Assembly passed a non-binding resolution by a vote of 39 to 7, with 100 abstentions, claiming for "withdrawal" of the NKR forces out of the liberated territories and NK itself. Such resolution was supported mainly by members of the OIC and GUAM, both of which Azerbaijan is a member, as well as other nations facing breakaway regions, and Islamic states supporting Azerbaijan. The resolution was opposed by all three members of the OSCE Minsk Group. And as Ban Ki-Moon recently stated, the UN has no direct engagement with resolving the NK conflict, which is the duty and right of the OSCE.
Azerbaijan can't use them as arguments, for they have no legal power. The only reason Azerbaijan says "Armenia doesn't apply the four UN resolutions asking for withdrawal" is because they want to make appear as if Armenia is going against the law, failing to mention those are non-binding resolutions AND THEY HAVE NO LEGAL WEIGHT.

RUSSIAN VERSION FAILED
The Azerbaijani foreign minister Elmar Mamedyarov stated that the co-chairs of the Minsk group will probably offer new proposals. "The situation is in general the following: the co-chairs are to present to the Armenian side our current proposals. The mediators will further discuss the whole situation and possibly will present new proposals", said the Azerbaijani minister of foreign affairs.
It is known that Azerbaijan, after the trilateral meeting in Sochi, Armenia-Russia-Azerbaijan, accepted the so-called amended principles of Madrid, stating that Armenia does not issue any stance in this connection. While, Armenia used to state that nothing is amended, there are the principles of Madrid adopted in 2007 and Armenia is still loyal to them.
The statement by Mamedyarov that the co-chairs are possible to suggest new proposals, seems to mean that the Azerbaijani side somehow softens its positions and accepts the change of the "theme". In other words, Armenia refuses the current version, so a new one is needed. Anyway, Mamedyarov does not seem to reject the possibility of new proposals and does not insist that the present amendments be adopted.
Logic hints that the new proposals are to contain more acceptable proposals for Armenia, than those made in Sochi. In this sense, it is noteworthy that some American -Azerbaijani warming is noticed the initiator of which is the United States. The United States through some diplomatic pipes, via a visit of the Defense Minister to Azerbaijan and a letter of Obama, used to say pleasant words to Azerbaijan and express its willingness of partnership.
May it be accidental that against this background Mamedyarov stated that the co-chairs are likely to present new proposals, in fact hinting at the archiving of the "Russian" scenario in Sochi? This may mean that a new page opens in the negotiations of Karabakh through which the continuance of the negotiation will be assured. In other words, time will again be prolonged and the conversations on a possible settlement of the issue are exaggerations.
But along with this the problem is not in the sphere of exaggerations but wrong perception. The settlement of the NKR issue is factually happening every day - in the Republics of Armenia and Azerbaijan. Everything depends on how much each country strengthens their favorable positions in the Karabakh issue and its necessary resources for an international perception. In this sense, if the privileges of Azerbaijan are energy carriers and its position to the Caspian basin, in case of Armenia, values are modern civil, political, economic and cultural technologies and the fast and sincere modernization of these spheres.
Here is the settlement of the NKR issue and not in intensifying or decreasing the negotiations. Consequently, the perception is to be changed: Armenia's situation is not determined by a solution of the NKR issue, but on the contrary, the NKR settlement is determined by the quality of the home life of Armenia.

UNICEF's Executive Board held annual meeting on June 1-4 at the UN
headquarters in New York. Permanent representative of Armenia to UN,
Ambassador Karen Nazaryan, as well as representative of Azerbaijan
were invited to participate.
In his statement, Ambassador Nazaryan emphasized Azeri Ambassador's
use of inadmissible formulations, accusing the latter of attempt to
politicize the discussions.
At subsequent discussions, the Secretariat deprived the Azerbaijani
Ambassador of the right of reply, which proves that the UN has long
been tired of Azeri propaganda.
Meanwhile, Azeri media circulated reports on UN Armenian
representative's attempt at misinforming the meeting participants,
with Azeri diplomats "exposing the lie" of Armenian side.Hayastan or Bust.
