Good!
My mistaken interpretation of opposite side formate, is a relief.
The film of the reporters trying to access admission was a shame & quite telling.
Everyone in academia must be aware of the sham side of education system.
From the top administrators to individual educators, a laser beam scrutiny & house cleaning is obviously in order.
Same with police.
And obviously government.
Seems like a think tank with a 24/7 situation room coupled with a set of clear goals & a "to do" list is badly needed.
Strategy & tactics need to be clearly defined.
Need to identify the trails, set personnel mines & cross fire from above (meteforicaly speaking).
And of course, mums the word till traps are sprung.

SURIK KHACHATRYAN'S SON WAS THE OWNER OF SOME TERRITORIES OF VOROTAN HHP COMPLEX

Recently, Aravot.am e-mail received a letter from a citizen named
Karen Petrossyan about how Syunik Governor Suren Khachatryan's son,
Karen Khachatryan, had become an owner of 13 thousand square meters
of the territory involved in Vorotan HHP complex. His letter sent
to "Aravot" particularly reads, "During the talks raised months
ago around privatization of Vorotan hydroelectric complex, by the
instruction of Surik Khaachatryan, Liska, the General Director of
the complex, his cousin, Sasun Khachatryan, has documented 13,000
(thirteen thousand) square meter territory with its buildings and
communications belonging to Tatev-Vorotan HHP included in the complex,
first, as a sale for a total of 1 million 700 thousand drams in the
names of the employees of the complex Anush Gharagyozyan and Samvel
Alexanyan, then, a short time later, it was privatized in the name
of his son, Karen Khachatryan. Along with the constructions, the
real cost of the territory is 25-30 million drams. The sole purpose
of urgent documenting of illegal and fraudulent transaction was to
sell it later to the new owners of the complex at tenfold times higher
price." In the result of our study, we found out that the territories
originally were acquired by Anush Gharagyozyan and Samvel Alexanyan,
and in 2002 and 2005, based on sale and purchase agreement, Karen
Khachatryan became the owner of the said territories.

«Կառավարությունն առաջարկում է, որ դրոշմապիտակներ փակցվի այնպիսի ապրանքների վրա, ինչպիսին են թանը, կեֆիրը, թթվասերը և այլն: Կառավարությունն այս նախագիծը հիմնավորել է ստվերի դեմ պայքարով, այն դեպքում երբ մոնոպոլ բիզնես ունեցողների մոտ, ոչ թե ստվեր է այլ խավար: Ի՞նչ իրավունքով պետք կառավարությունը թան արտադրող փոքր ձեռնարկությանը ստիպի դրոշմապիտակով արտադրանք թողարկել»:
Այս մասին ԱԺ-ում «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ կատարելու մասին օրենքի երկրորդ ընթերցման ժամանակ իր ելույթում պատգամավոր Նիկոլ Փաշինյանը՝ հավելելով, որ կառավարությունն այս օրինագծով առաջարկում է, որ լայն սպառման մի շարք ապրանքների վաճառքը թույլատրվի դրանց վրա դրոշմապիտակներ ունենալուց հետո:

«Նախագծի առաջին ընթերցման ժամանակ Պետեկամուտների նախագահի տեղակալ Վախթանգ Միրումյանը խոսացել էր, որ կպատասխանի շաքարավազի շուկայի մոնոպոլ իրավիճակին, երբ ես պաշտոնական թվեր ներկայացնելով՝ պնդել էր, որ այստեղ ակնհայտ ստվեր կա։ Բայց նա այդպես էլ չանդրադարձավ դրան, քանի որ չունի ոչ մի հակափաստարկ՝ կասկածները փարատելու համար»,- հիշեցրեց նա։

Փաշինյանը ձեռքի տակ ուներ վիճակագրություն, ըստ որի՝ Հայաստանում առաջին եռամսյակում շաքարավազի սպառումը մոտ 20 հազար տոննա է, այն դեպքում, երբ ըստ ՊԵԿ–ի՝ այս տարվա առաջին եռամսյակում Հայաստան է ներկրվել 523,5 տոննա շաքարավազ. «Եթե հաշվի ենք առնում նախկին ծավալները և հանում ենք, ստացվում է, որ մեր երկրում շաքարավազի դեֆիցիտը կազմել է մոտ 15 հազար տոննա, այսինքն՝ հունվար, մարտ ամիսներին մեզ չի բավականացնի 15 հազար տոննա շաքարավազ։ Բայց, ինչպես տեսնում եք, Հայաստանում շաքարավազի բուն հերթեր չեն եղել, և խանութներում շաքարավազը նորմալ վաճառվել է։ Դրա մեկնաբանությունն այն է, որ Հայաստանում արտադրվել է շաքարավազ, և դեֆիցիտն այդպես է ծածկվել։ Ապրիլ–մարտ ամիսներին ընդհանրապես շաքարավազ չի արտադրվել, փոխարենը ներկրվել է 30 807 տոննա շաքարի հումք։ Այսինքն՝ հումք ներկրվել է, բայց շաքար չի արտադրվել։ Այս ամենը վկայում է այն մասին, որ ԱԺ «Հանրապետական» խմբակցության պատգամավոր Սամվել Ալեքսանյանը, կառավարության հետ գործարքի գնալով, շաքարավազի անվան տակ շաքարավազի հումք է ներկրել, քանի որ շաքարավազի հումքը ներկվում է 0% մաքսատուրքով, իսկ շաքարավազը 10%։ Միայն այս մի գործարքի դեպքում «ՀՀ օլիգարխիան» աշխատել է 2,9 մլն դոլար։ Ընդ որում` այս թվերին տիրապետելու համար պետք չէ լուրջ մասնագիտական կարողություն։ Որեւէ մեկը դեմ չէ Սամվել Ալեքսյանին։ Խնդիրը փող աշխատելու մեջ չէ, այլ որ ՀՀ քաղաքացիները՝ այդ թվում և ես, դեմ ենք, որ կառավարությունը օլիգարխների հետ ձեռք ձեռքի տած մեզ բոլորիս ձեռ առնի»։

Նա հայտարարեց, որ նախագծին դեմ է քվեարկել և դեմ է քվեարկելու։

Ֆինանսների նախարարն ասում է՝ իրեն վերագրվող բիզնեսները «հորինված են»

Ֆինանսների նորանշանակ Գագիկ Խաչատրյան այսօր մի խումբ լրագրողների հետ հետ զրույցում հայտարարեց, որ իրեն վերագրվող բիզնեսները «հորինված» են։

«Ազատություն». - Պարոն Խաչատրյան, ի՞նչ կարող եք ասել ձեր բիզնեսների մասին հնչած բազմաթիվ հարցադրումների առնչությամբ։

Խաչատրյան. - Նորից եմ կրկնում, ձեր հորինած բիզնեսները որևէ կապ չունեն իմ հետ։

«Ազատություն». - Օրինակ, UCom-ը, «Մեգամոթորս»-ը, «Խրոնոգրաֆ» խանութների ցանցը կապ չունե՞ն Ձեզ հետ։

Խաչատրյան. - Իհարկե, չունեն։ Լևոն Զուրաբյանին հարցրեք, ասեք, թող հետաքրքրվեն, ճշտեն, թե ումն են այդ բիզնեսները, և ինքը ազնվություն ունենա խորհրդարանի հաջորդ նիստին հրապարակի։ Ես ոչ մի բիզնես չունեմ։

«Ազատություն». - Իսկ Ձեր բարեկամնե՞րը։

Խաչատրյան. - Մեր բարեկամները, իհարկե, կունենան, գնացեք հարցրեք։

«Ազատություն». - Այդ դեպքում ինչո՞ւ է մամուլը այդքան Ձեր բիզնեսների մասին գրում։

Խաչատրյան. - Տարիներ առաջ շատ «լավ» ընկերներ, որպեսզի ինձ դարձնեին խոցելի, իսկ խոցելի մարդը նաև կառավարելի է, հորինեցին այս բիզնես հետաքրքիր աշխարհը և ձեր միջոցով տարածեցին ի լուր ամբողջ հանրապետության։ Հիմա էլ դուք նույն կերպ շարունակում եք։ Կարող եք շատ հեշտությամբ ճշտել, թե ում բիզնեսներն են, փորձեք ճշտել։ Դրանցով հետաքրքրվել են նաև պատկան մարմինները, նաև Էթիկայի հանձնաժողովը։ Էթիկայի հանձնաժողովը ինչո՞ւ չէր կարող իմ դեմ որոշում կայացնել։ Ինչո՞ւ եք գերագնահատում իմ ուժերը։

Ֆինանսների նորանշանակ նախարարը նաև մեկնաբանեց նախկինում իր ղեկավարած Պետեկամուտների կոմիտեի միավորումը ֆինանսների նախարարության հետ, ասաց՝ օպտիմալացման ծրագրերը կիրառվում են ողջ աշխարհում։

«Էս սուպերնախարար բառից ես էդքան չեմ ոգևորվում և չեմ էլ անհանգստանում, սուպերնախարար նշանակում է սուպերպատասխանատվություն: Պետք է նայել գործերին։ Հարկային, մաքսային մարմինները, ֆինանսների նախարարությունը հո միա՞յն ՀՀ-ում չեն միացված։ Բայց առաջ էլ էր օպտիմալ, որովհետև երբ կառույցները աշխատանքի ընթացքում կայանում են, արդեն խնդիր է առաջանում, որպեսզի ավելի արդյունավետ աշխատանք կազմակերպվի»,- ասաց նա։

Գագիկ Խաչատրյանը անդրադարձավ տնտեսությունում ներդրումային իրավիճակին, մասնավորապես, վարչապետ Հովիկ Աբրահամյանի հայտարարությանը, թե այն խայտառակ վիճակում է. - «Ներդրումային իրավիճակը միայն հարկային, մաքսային մարմիններից կախված չէ, եղա՞վ»։

Խոսելով տնտեսության ստվերի մասին՝ ֆինանսների նախարարն ասաց.- «Դժվար է ասել, տարբեր գնահատականներ կան։ Մենք հաշվարկելու մեթոդիկա չունենք և մեր գործառույթի մեջ չի մտնում դա։ Մենք գիտենք որտեղ ստվեր կա, բայց ստվերի գնահատականը շատ դժվար է տալը»։

Two years after Armenian President Serzh Sargsyan stressed the need to separate entrepreneurship from the power, the country has a new government, which includes at least 5 people ranked among the top 20 wealthy people in the country, with Prime Minister Hovik Abrahamyan and Finance Minister Gagik Khachatryan among the top three, opposition MP Nikol Pashinyan said in Parliament when discussing the Government's new programme on May 21.

To prove his statement, Pashinyan said, "Over the years of independence, Hovik Abrahamyan held state positions almost constantly and, therefore, has become one of the wealthiest people in the country. Thousands of hectares of plots, gas and petroleum filling stations, hotels, plants, mansions and so on and so forth. At least 2 storeys in each building in the center of Yerevan belong to him. The property declared by David Haroutyunyan is so much that one can think he has been working as an estate agent all this time, not an official. Economy Minister Karen Tchshmarityan is also engaged in an offshore scandal. He has opened a company in the offshore zone and built the Golden Palace hotel". Pashinyan qualified the Government's program as a business plan of the oligarchs.

As regards Finance Minister Gagik Khachatryan, Pashinyan said that Khachatryan's name features in almost every company: Ucom, Megaphone, Megasport, Megafood, etc. "They are speaking about corruption from morning till night, they stress the need to combat corruption. But what is corruption? Corruption is Hovik Abrahamyan, who was a minister of territorial administration for many years and at the same time coordinated the agrarian sector and received 1.2 mln USD income from agriculture, while thousands of farmers were bending under the burden of loans and leaving the country. After Ucom was founded, the State Revenue Committee "suddenly" refused ArmenTel's services and started using the services of Ucom. Gagik Khachatryan says he has nothing to do with it, because the agreement was signed by the head of the Staff of the State Revenue Committee. What does it mean? The head of the Staff signed it, but the head of the Committee was unaware of it! Ucom belongs to Khachatryan, but he says it belongs to his nephew. Another company belongs to another nephew", said Pashinyan.

"The Government mentions in its program that it is necessary to form a national brand. One shouldn't do it, because as long as we have this government and Serzh Sargsyan as President, we can have only one brand - corruption!!!" he said.

Pashinyan added, "Today I have asked Hovik Abrahamyan how he earned his millions, and he has replied that he used to be engaged in farming. So, you were engaged in farming and held a state position at the same time. Let's look at the results. The result of your activity as a state official is that the country is on the brink of collapse, the country faces 32.5% poverty and large-scale migration. The result of your farming is millions. So, you are better at growing tomatoes and you'd better keep on growing tomatoes". Pashinyan also made a statement regarding Speaker of Armenian Parliament Galust Sahakyan. "When I was asking a question, Mr. Sahakyan told me "not to be naughty". Mr. Sahakyan, if you are not good at choosing words and combining them, it gives you no right to make yourself at a kindergarten. If you keep behaving this way, we'll take relevant measures. We have a good experience in educating pseudo-kindergarteners", he said.
