    INTEGRATION ASPIRATIONS OF ARMENIA AND SOME ISSUES OF THE MILITARY AND POLITICAL SECURITY OF THE REP. OF ARMENIA AND NKR

    Both Moscow and Brussels, which diplomatically and ornately state
    that there are no contradictions between the integration of Armenia
    in European and Customs Unions, nevertheless, hint that the suit of
    documents necessary for signing the EU Association Agreement and
    entering Customs Union contain some insuperable contradictions,
    which in fact present RA and NKR with a crucial dilemma of choice.

    In fact, formally the point is not "either/or"; the pivotal problem is
    that Armenia has to make a choice of a main vector of its integration,
    meanwhile the additional vector of political and, firstly, economic
    cooperation will be inferior.

    At the same time it looks like Moscow and Yerevan do not quite clearly
    understand mutual reaction to the integration aspiration of Armenia.

    It seems to be caused particularly by two main key divergences.

    Firstly, today the same situation as in 90s and early 2000s when Russia
    ensured Armenia's military security and in economic and political
    sphere the West played key role, is not possible. Both the situation
    in economy and policy of these countries, power centers and Russia (its
    geopolitical weight) have changed. Today Moscow regards ally relations
    exclusively as common military-political and economic complex.

    Secondly, Armenia considers signing of the EU Association Agreement as
    another step in the direction of strengthening of its complementary
    foreign policy and Moscow considers it as another step to the moving
    stairway after which Yerevan will have little chances to "jump off"
    and Armenia will inevitably become an ally and partner of the EU, i.e.

    Russia's geopolitical competitor, no matter what the diplomats and
    politicians say.

    On this assumption Russia, seeing that pro-European moods if not
    among the majority in general, but at least among the majority of
    media-active representatives of the expert community of Armenia are
    prevailing, sharply activated its policy in regard to Armenia in
    several directions simultaneously. In particular:

    It intensified negotiations on all the joint military-political
    and military technical projects which are on different stages of
    implementation; It supplied heavy offensive arms worth $1 billion
    to the Armed Forces of Azerbaijan. They informed about it in the
    June. This, on the one hand marked the process of marketisation of its
    relations not only with Baku but also with its military and political
    ally in the region - Yerevan, and on the other hand it strengthened
    Armenia's dependence on military technical and moreover military and
    political support of Russia in Armenian-Azerbaijani conflict.

    Russia is not the only but one of the main suppliers of weapons to
    Armenia and Azerbaijan. The fact of selling large amount of weapons
    by Russia - co-chairman of the OSCE Minsk Group, which is responsible
    for Nagorno-Karabakh settlement by peaceful means, affords ground for
    diplomatic rhetoric, but this will not change the situation because
    race of armaments began in the region long ago. And not only Russia
    but Turkey (by the way, it is also a member of the OSCE Minsk Group)
    supplied arms to Azerbaijan too.

    But in this case Russia - Collective Security Treaty Organization
    member, supplied weapons to Armenia which is member of the CSTO too,
    and to Azerbaijan - which is not the CSTO member and which is in the
    state of war with Armenia. Though according to the Article 2 of the
    Collective Security Treaty "member-states will consult with each other
    on key issues of international security, which affect their interests,
    and coordinate their stances" and nothing more.

    The similar example is the military sales by the NATO member countries
    to Turkey, which is also a NATO member country and to Cyprus, which is
    not a member of NATO and part of its territory is occupied by Turkey.

    And Great Britain and the US used to arm Pakistan - their CEATO ally
    (South-East Asia Treaty Organization, 1955-1977) and its rival India
    in the period between escalations of the longstanding conflict and
    imposing an embargo during the full-fledged military operations
    (Second Kashmir War in 1965 and Third Indo-Pakistani War in 1971).

    For Moscow it is both policy and business.

    Business:

    - It does not lose solvent Azerbaijan as a market for its weapons
    and military equipment;

    - It boosts its military industrial complex not only in the aspect
    of production but also in the aspect of guarantee and post-guarantee
    maintenance, modification, after market support, supply of ammunition,
    etc.

    - It receives additional financial dividends from training of the
    operators of the modern weapons systems, etc.

    Policy:

    - It consolidates it positions:

    in military and technical cooperation with (at least) Azerbaijan;
    over the whole range of military-technical, military-political and
    military-economic cooperation with Armenia. After the $1 billion worth
    military sales to Azerbaijan, re-equipment and modification of both the
    102nd Russian military base in Armenia and Armenian Armed Forces are
    expected. In particular, it has already been stated about initiating
    additional armament of the RA Air Force with combat aircrafts. Besides,
    part of the armaments, military equipment, ammunition and components
    will be produced at the military industrial facilities of Armenia. It
    is clear that re-armament and modification will be carried out with
    the consideration of current needs and broad range of equipment which
    was supplied or is planned to be supplied to Azerbaijan;

    - Russia strengthens its military and political presence in the South
    Caucasus region in general: Consecutive visits of the secretary of
    National Security Council of Russia N.Patrushev (June 23-25) and
    Secretary General of the CSTO N.Bordyuzha (June 26-27) to Armenia
    took place. During these visits a number of documents were signed and
    several projects, which promote not only bilateral military-technical
    and military-political partnership but also regional growth of
    significance of Armenia, were initiated.

    In particular, regional infrastructure of joint reserves will
    be created - "ArmRosreserv". The topicality of this project is
    conditioned by the increase of the productivity and level of the
    military-industrial cooperation between Armenia and Russia and will
    allow solving crucial problems of ensuring security of Armenia, first
    of all economic one, and it will also be of regional significance
    because its infrastructure is of civilian designation (food, technical
    equipment, etc.)

    During the visit the Secretary of National Security Council of Armenia
    A.Baghdasasryan and CSTO Secretary General N.Bordyuzha signed a
    protocol, which consists of 20 points, stipulating deepening of the
    cooperation in some directions within the framework of the CSTO of
    both bilateral and multi-lateral character. It is supposed to create:

    - special rescue units;

    - mechanisms of cooperation between police agencies, constant dialogue
    between special services and law-enforcement agencies;

    - new joint enterprises in the sphere of military industry.

    Besides, within the framework of decision of the CSTO about the
    creation of the CSTO Troops, Collective Air Force - from Armenian Air
    Force units and air units of the 102nd Russian military base will be
    formed. Their goals will be:

    - Implementation of troops carrier missions to the necessary regions
    during the operations carried out by the CSTO

    - Air defence of the CSTO operations.

    And in general the CSTO Air Force will support armies of the member
    countries during the protection of their sovereignty and territorial
    integrity,

    During the visit the issues of strengthening and modernization of the
    Air Force of the RA, air units of the 102nd Russian military base in
    Gyumri and modernization and re-equipment of the Antiaircraft Defence
    of Armenia were also discussed.

    Currently the military security of the Republic of Armenia is
    guaranteed by:

    - Armed Forces of the Rep. of Armenia and Army of Defence of NKR;

    - Membership in the CSTO, and first of all military-political and
    military-technical cooperation with Russia, 102nd Russian military
    base and "Armenia" tactical group of Border Troops of FSS (Federal
    Security Service) of Russia;

    - Availability, maintenance, readiness and constant modernization of
    the engineering facilities along the confrontation line in the area
    of Nagorno-Karabakh conflict.

    At the same time, as the Russian emperor Alexander III stated at the
    end of the 19th century: "Russia has only two allies - its army and
    fleet", Armenia, generally speaking, also has only two allies - Armed
    Forces of the Republic of Armenia and Army of Defence of NKR. And
    these two pieces are of paramount importance at the chess board of
    the Nagorno-Karabakh conflict.

      Պաշտպանության նախարարության առաջարկով արդեն երկրորդ տարին իրականացվում է «Արձագանք» զորավարժությունը, որի նպատակը միավորել բոլոր գերատեսչություններին, որոնք պատերազմական իրավիճակում որոշակի գործառույթներ ունեն իրականացնելու։

      Այս տարի զորավարժությունը կիրականացվի հոկտեմբերի 8-10 «Բաղրամյան» զորավարժարանում։

      Ռազմինֆոյի հետ զրույցում ՊՆ մամուլի քարտուղար Արծրուն Հովհաննիսյանը նշեց, որ զորավարժության խնդիրն է ընդհանուր երկիրը, տնտեսությունը, քաղաքացիական կյանքը, տրանսպորտը պատրաստել պատերազմական իրավիճակին։

      «Կոպիտ ասած, ամբողջ երկիրը ռազմական իրավիճակի բերելու նախպատրաստության և իրականացման համապատասխան աշխատանք է լինելու։ Այսինքն՝ բոլոր գերատեսչությունները պատերազմի դեպքում իրենց անելիքների և համագործակցության հստակեցման խնդիրներ կլուծեն»։

      Մամուլի քարտուղարի հավաստիացմամբ՝ ըստ էության, զորավարժությունը խոսում է մեր ձեռբերումների մի մակարդակ բարձր լինելու մասին։ Իսկ այս տարի կատարվելու է անցյալ տարվա փորձի շտկված տարբերակով։

      Բացի այդ, ըստ Արծրուն Հովհաննիսյանի, հոկտեմբերի 7-8-ն էլ կառավարության անդամները զորավարժարանում անհատական պատրաստության որոշակի դասընթացների կմասնակցեն, կկրակեն և այլն։

      Նշենք, որ զորավարժությունն անցկացվելու է ՀՀ Նախագահի 2011թ. հունիսի 20-ի ՆՀ-103-ՆՀԳ հրամանագրով հաստատված ՀՀ զինված ուժերի զարգացման պլանի և ՀՀ կառավարության 20.06.2013թ. թիվ 653-ԱԳ որոշման։

        While Azerbaijan refuses to meet international organizations' demand to
        remove snipers from the frontline, the defense minister of Armenia has
        confirmed once again its readiness to withdraw its snipers together
        with Azerbaijan, which, he believes, would bring an atmosphere of
        mutual trust into the negotiation process and help build a dialogue.

        Defense Minister Seyran Ohanyan said on Wednesday during his meeting
        with Yerevan State University professors and students that reaching
        a peaceful settlement of the Karabakh issue is the priority of the
        military-strategic administration of Armenia and there cannot be
        any alternative.

        Azeri APA agency reported on Tuesday that in reference to the
        border-related incidents Azeri defense ministry spokesman Eldar
        Sabiroglu said at the briefing during his visit to the military units
        next to the line of contact that "although Azeri soldiers get killed
        because of them, Armenia has suffered twice as many losses and snipers
        will not be removed until the war is over".

        "As for withdrawing our snipers we say we are willing to create lines
        of trust, ready to remove them. This is not a one-sided obligation,
        we can see that it is the most basic step to be taken, otherwise
        there cannot be mutual trust and dialogue in the negotiation process,"
        says Ohanyan.

        Reflecting on joining the Customs Union, the Armenian defense minister
        says the decision was made out of national security concerns.

        "We are strategic partners with CSTO and Russia and implement
        military-technical security," he says.

        As for conscript Hakop Injighulyan, serving in the army since August,
        2012, who accidentally crossed the Armenian-Azeri border when he got
        lost at night and found himself on the other side, the minister says
        respective measures have been taken to bring him back. The minister
        says the soldier will not be prosecuted for his mistake.

        "I would not wish anyone to be in Hakob's place. We don't even
        know under what kind of pressure he is today, although we have an
        approximate idea of what might be happening. Today we are not sparing
        efforts to bring him back to Armenia," promised the minister.

          IN TERMS OF CERTAIN TYPES OF WEAPONS ARMENIA AHEAD OF ALL ITS REGIONAL NEIGHBORS, DEFENSE MINISTER SAYS

          YEREVAN, September 18. / ARKA /. In terms of some types of weapons
          Armenia is ahead of all its regional neighbors, defense minister
          Seyran Ohanyan said today.

          As an example, he cited Russia-manufactured S-300 air-defense systems
          saying no country in the region can boast of that number of the
          system as Armenia. Speaking at a meeting with students of the Yerevan
          State University the minister downplayed earlier reports that Russia
          delivered $1 billion worth battle tanks and other military hardware
          to Azerbaijan. According to reports in the Russian media, Azerbaijani
          military received over 90 T-90C tanks, around 100 armored personnel
          carriers and dozens of multiple-rocket systems and artillery cannons.

          According to Ohanyan, the Armenian side had been notified of the
          delivery 2-3 months prior to it.

          "Each country itself decides the way of its military- technical
          cooperation with other countries and Armenia has no right to interfere
          or try to hinder weapon sales, however, we send messages via some
          organizations that when it comes to Azerbaijan it is unacceptable,
          especially that Azerbaijan has been turning its defensive capabilities
          into offensive ones,' he said.

          He stressed that delivery of weapons to regional countries and
          cooperation with them brings them to a certain degree of control.

          "The closer military cooperation between other countries and
          Azerbaijan, the better our messages reach destination and the
          democratic norms of control that apply to us will spread to our
          enemies as well," the minister said.

          Earlier this year Armenian prime minister Tigran Sarkisian said the
          country saw a dramatic increase in its arms acquisitions in the last
          few years, which have offset Azerbaijan's ongoing military build-up.

          "In the last three years we have acquired as much weaponry as we did
          in the previous 20 years," Tigran Sarkisian said during a visit to
          Nagorno-Karabakh. -0-

            Ինչպես հաղորդում է APA լրատվական գործակալությունը, այս մարտական մեքենայի սպառազինությունում ներառված են «Սկիֆ» և «Սփայք» տիպի կառավարվող հակատանկային հրթիռային համալիրներ, ինչպես նաև երկու կողմերում տեղադրված 7․62 տրամաչափի գնդացիրներ:

            Ադրբեջանական գործակալության վկայությամբ՝ Əqrəb-ը մեծ անցողունակություն ունի և կարող է տանկերի դեմ մարտ մղել ցանկացած տեղանքում:

              Այսօր՝ սեպտեմբերի 19-ին, Ադրբեջանի լրատվամիջոցները հաղորդում են, թե Ադրբեջանում հակատանկային մեքենա ստեղծելու մասին։
              «Էգրեբ» («Əqrəb») մեքենան, ըստ նույն աղբյուրի, ստեղծվել է ադրբեջանական «Գյուրզա» («Gürzə») պարեկային մեքենայի հիմքի վրա և ցուցադրվել է ընթացիկ տարվա հունիսի 26-ի ռազմական շքերթի ժամանակ։

                From now on, the army declares war on street ways, Armenian Defense
                Minister Seyran Ohanian said at the meeting with students of Yerevan
                State University today.

                "Yes, we declare war. I want you jointly with us to struggle against
                these customs which are often considered normal in civilian life and
                are even advertised on television. It is a bad mistake because our
                children also start to consider such ways normal. They try to resemble
                such people, which is a serious mistake. The army and educational
                institutions where children are educated are the places where the
                struggle against such ways must be carried on," the minister stated
                adding that 2014 should become a turning point in this sense.

                "I think that starting from 2014, we may become a driving force
                capable of preventing and eliminating the negative ways in society,"
                the defense minister said, noting that only by emphasizing the
                positive phenomena, it would be possible to struggle against the
                current negative modes of behavior.

                "We should find the best farmer, best worker, best teacher, and best
                businessman and inform our youths about them. Youths should not be
                brought up based on examples of street ways so that they would not
                instill such manners in the army," Seyran Ohanian said.

                  PUTIN URGES ARMS MANUFACTURERS TO PRODUCE BETTER WEAPONS

                  PanARMENIAN.Net - Russian President Vladimir Putin urged his country's
                  arms manufacturers on Wednesday, Sept 18, to produce weapons that
                  are superior to those of possible adversaries, RIA Novosti reported.

                  "Our past successes are no reason to sit back and relax," he said
                  during a visit to the Kalashnikov gun maker. "We must constantly
                  strive to stay on top of current demands."

                  He added that many of Russia's legendary weapons were "no longer able
                  to make the grade."

                  He urged the Defense Ministry and weapons makers to redouble their
                  efforts to develop new models of arms and military equipment,
                  especially precision weaponry and fire-control systems.

                  Putin's remarks came soon after a senior Defense Ministry official
                  said Russia's defense industry technology was largely outdated,
                  lagging decades behind competitors.

                  Lt. Gen. Alexander Shevchenko said earlier in September that many
                  defense firms were still not ready for mass production of high-tech
                  weapons systems and many military technologies were still at 1980s
                  levels.

                  There has been a disturbing decline in the quality of weapon
                  production, he said, adding that this was mainly due to obsolete
                  equipment and an extremely low pace of modernization.

                  The Russian government has reportedly allocated 20 trillion rubles
                  ($640 billion) for the comprehensive rearmament of the country's Armed
                  Forces. The measure is expected to make the share of modern weaponry
                  rise to 30 percent by 2015, and exceed 70 percent by 2020.

                  Russian Deputy Prime Minister Dmitry Rogozin said Tuesday that Russia
                  would spend $650 billion for the rearmament and modernization of its
                  armed forces through 2020.

                    Ռուսաստանի Կրասնոդարի երկրամասում սեպտեմբերի 23-ին Սու-25 ռմբակոծիչ է վայր ընկել: Դեպքից հետո ՌԴ ԶՈւ հարավային ռազմական օկրուգում ժամանակավորապես դադարեցվել են Սու-25 ինքնաթիռների թռիչքները, փոխանցում է ՌԴ ՊՆ մամուլի ծառայությունը:

                    Սու-25-ի օդաչուին, ով կատապուլտից է օգտվել, դեռ չի հաջողվել հայտնաբերել. որոնողական աշխատանքները շարունակվում են, ինչը բարդանում է մթության պատճառով:

                    Սու-25-ն ուսումնական թռիչք էր կատարում, երբ դեռ անհայտ պատճառներով վայր է ընկել: Օդաչուն կարողացել է ինքնաթիռը հեռացնել բնակելի տարածքներից, ապա լքել է այն: Ցամաքում զոհեր և ավերածություններ չեն գրանցվել:

                      Չեչնիայում ուսումնական վարժանքների ժամանակ ՌԴ հարավային ռազմական օկրուգի զինծառայողներն օգտագործել են նոր սերնդի ռադիոտեղորոշիչ «Զոոպարկ» համակարգ։ Այս մասին հայտնում է ռազմական օկրուգի մամուլի ծառայությունը։


                      Ամսվա ընթացքում հրետանավորներն օրվա տարբեր հատվածներում ստուգել են ռադիոտեղորոշիչ համակարգի աշխատանքը և իրականացրել տեղեկատվության ընդունման, հաղորդման և մշակման 30 նորմատիվ։

                      Ռադիոտեղորոշիչ համակարգերով հետախուզությունն ու կրակի վերահսկումը նախատեսված են հակառակորդի կրակային միջոցների տեղանքի հետախուզման համար։

                      Այն թռիչքի ժամանակ հայտնաբերում է հակառակորդի հրետանու կողմից արձակված արկերը և հաշվարկում թռիչքի հետագիծը՝ հնարավորություն տալով հստակեցնել արկերի թիրախը, ինչպես նաև խոցման տարածքը։

                      Համակարգն ամբողջությամբ ավտոմատացված է և դրա բացազատման համար պահանջվում է մոտավորապես 5 րոպե։
