I agree with Artashes....we are not like others, we are Armenians.

I doubt any Western country thinks they can push a color revolution in Armenia. Electric Yerevan's end result showed that we have a democratic society and a Government that listens to its people, and is ready to compromise. Our democracy is more flexible and vibrant than many "democracies" in the West.

Now compare to reality ... A democratic society with privileged faction running virtually unobstructed???
A govt that was compelled by street protests of such magnitude for size of population that said govt decides to go into "damage control"????

We are not too clever. The major and primary causative factor behind the protest was honest and legitimate. That's why Mher was participating. He wasn't a paid operative (lol). All the people he communed with and supported were sincere in protesting the blatant rip off by ... Refer to the privileged few in above paragraph .
The boast of cleverness is not what saved our selves from a very real effort by (??? Gee golly)) was --- our honesty and legitimacy ----
What label do you want to put on our family ??? ------ clever ----- (or) honest and legitimate ????

Most Armenians are pro-Russian. Russians protect us against Turkish aggression. Any reasonable Armenian understands this, and understands that we need Russia to counter Turkish aggression. Turkey after all is part of NATO, and has a base for NATO troops. Let's not be fooled.

YEREVAN, AUGUST 6, ARMENPRESS. The Government of Armenia confirmed
making amendments to one of its former decisions according to which
till December 31, 2016 the citizens of Lebanon, Syria and Iraq will be
given an opportunity to get Armenian passports at Armenian diplomatic
missions and consulates. Armenpress reports that the Minister of
Diaspora Hranush Hakobyan stated at the session of the executive
branch that according to the former decision, the citizens of the
countries mentioned above could be issued Armenian passports in those
countries till September 1 of the current year.The decision is being
made considering the situation in Lebanon, Syria and Iraq.

Most Armenians are pro-Russian. Russians protect us against Turkish aggression. Any reasonable Armenian understands this, and understands that we need Russia to counter Turkish aggression. Turkey after all is part of NATO, and has a base for NATO troops. Let's not be fooled.

However, lot of russians seem to be unhappy from two countries closeness. Some circles in Russia seem allways upset that Armenia does not roll under their feet the way they want.
What can you do? I doubt that Russia has cought up with true partnership ideals yet. But it has to...
Otherwise, it won't have any real partners left.
We understand dominating or being the center, but today is not 1828 or 1918.
While moscow wants to establish equal positions with europe, it has to be ready to do so everywhere. Otherwise it will be treated by west as inferior and deshonest country.
Russia cannot afford to loose trust among it's partners. For over 3 centuries it relied on our prorussian stand to further her own interests or protect it's southern flank.
we are at a moment, when we try to establish our security more balanced manner. But we rely on them. If they force us to redirect our wiews, then there wont be any ally left in caucasus.

Տագնապալի օրեր ենք ապրում: Երկիրն օր-օրի գահավիժում է: Արտագաղթողը հիասթափված ու հաստատակամ լքում է երկիրն ու իրեն ստորացրած հայ իրականությունը, իսկ մնացողներն էլ երանի տալով գնացածներին, շիվարած են թե ներկայի և թե ապագայի առումով:

Անհույս, անթափանց վիճակ է շարքային մարդկանց մոտ, ուր համար մեկ հարցն է, թե լավ, բա վաղն ի՞նչ է լինելու:

Տրամագծորեն հակառակն է իշխանական դաշտում: Տղերքն այնքան էներգիա, անամոթություն ու կամք ունեն, որ իրենց կերտած համազգային այս աղետից փոխանակ գետինը մտնելու, իրենց վերարտադրությունն ապահովող նոր սահմանադրությունն են համառորեն առաջ տանում:

Ու սոսկալին այն է, որ ողջ հայությունը գիտի, համոզված է, որ սրանց դեմ ոչ մի շանս չկա՝ կեղծելու են՝ արյամբ, թե թարախով իրենցն են անելու, թեկուզ և վերջին հայի գոյության գնով:

Փորձենք մի վերջին անգամ «ծուռը նստել - շիտակ խոսել» և իրերն իրենց անուններով կոչել:

Առաջին հերթին հասկանանք, ինչ սուբյեկտներ են ասպարեզում, ինչ են անում, և ինչու են անում:

- Իշխանականն առանձնապես քննարկել էլ պետք չէ: Բոլորն էլ գիտեն, որ ռեժիմի դեմքն ու հիմքը տասնյակի հասնող կրկնահանցագործներ են: Կենտրոնական դեմքերն էլ այդ հանցագործների և պատվիրատուն են, և վերին տանիք- հովանավորները:
Իշխանական ստորին օղակներում ժողովրդի ու իշխանության արանքը սպրդած, «տուն պահող»՝ մեր բարեկամ երկերես պնակալեզներ են: Իսկ առանցքում էլ ոստիկանն է՝ ոստիկանապետության հիմնային բյուրեղը:

Իրականում իշխանականը մեր ներկա արժեքայինի վրա հիմնված կուռ համակարգ է, ուր ամեն ինչը հաշվարկված է ֆեոդալական ենթակայության, ստորամտության, տգիտության ու նաև լպիրշության վրա: 25 տարի է այն կա, բարգավաճում է, և երբևէ դեռ սայթաքած չկա:

- Ովքեր են և ինչ է ընդդիմությունը: «Հները»-հայտնիները՝ իրենց սպառած ու երբևէ հաղթելու ունակություն ու կամք չցուցաբերած, ինքնասիրահարված, բայց ամբիցիոզ թույլիկներ են, որոնք այլ երկրներում վաղուց մոռացված ու անցած փուլ կլինեին: Իսկ մեզանում նրանք դեռ կան ու «ակտիվ» են, քանի որ ասպարեզը կայուն «հին» է իր էությամբ, խնդիրներով ու մեթոդականով:

«Նորերը»- ջահելներն էլ տարբեր պատճառներով թաղ նայողի կարգավիճակի չձգած մարգինալների մի հախուռն կոհորտա է, որը չգիտի իր անելիքը և չի պատկերացնում ժամանակակից աշխարհի քաղաքական ու քաղաքացիական որևէ դրվածքը:

Մարդիկ դեռ հայրերի ձեռքը բռնած գնացել են միտինգի, երթի, նստացույցի, հացադուլի, պահանջելու ու վանկարկելու: Հիմա էլ մեծացել են, ինքնուրույն են նույնն անում՝ միայն հոր փոխարեն իրար ձեռք բռնած: Գործը «վատ չի գնում», առավել ևս, որ իշխանականի տղերքը ժամանակ առ ժամանակ առիթը տալիս են:

Քաղաքական շրջապտույտի սցենարն ու ողջ ընթացքը վաղուց հայտնի է: Ոնց ցուլի դեմ կարմիր լաթ խաղացնող մատադորն է խաղը հաղթում, այնպես էլ հայ իշխանություններն են հերթական «բողոքը» հանգեցնում սահմանադրական ցույցի, միտինգի, ստորագրահավաքի, երթի, նստացույցի, հացադուլի ու հաղթում:

Եվ թվում է, թե աշխարհում չկա մի ուժ, մի միտք, մի օրինակ, մի Աստված, մի առաքյալ, մի Գանդի, որը հայ ընդդիմադիրին կստիպի կանգ առնել ու բետոնակուռ ճակատի ու անիմաստ կոկորդի փոխարեն, ուղեղ աշխատեցնել:

Դրա համար, ես ոչ իշխանականին ու ոչ էլ ընդդիմադիր ակտիվին ասելիք չունեմ: Դրանք նույն մետաղադրամի երկու երեսներն են՝ մեկը արծվի, մյուսն էլ թագավորի տեսքով: Բայց մենք հո գիտենք, որ մեզանում ոչ արծիվը կա, ու ոչ էլ թագավորը:

Ասելիքս իմ կողքիններին է, շարքայինին մարդուն: Նրանց, ովքեր վաղը ստիպված են պանդխտության ցուպը վերցնելու, ոնց շատերս ենք արդեն արել:

Խնդիրն իրականում մենք ենք՝ ոչ նրանք: Մենք ենք նրանց թույլ տվել, որ հանցագործ լինելով հանդերձ իշխանավոր դառնան: Գող, ավազակ ու տգետ լինելով՝ մեր հարցերը լուծեն:
Մենք ենք հանդուրժել, որ հարցերը չլուծվեն, գումարվեն, կուտակվեն ու դառնան դժոխային: Մենք ենք թույլ տվել, որ աճպարարները մեզ երեխայի պես խաբեն, ու քթներիցս բռնած իրենց ուզածն անեն:

Մենք ենք թողել, որ միտինգի յալանչին քաղաքական գործիչ համարվի ու մեզ պատեպատ տալով ջնջխի: Մենք ենք թույլ տվել, որ երկու ստանդարտներ լինեն մեր մեջ, մեկը՝ իրական գործնական-անձնականի մասով, իսկ մյուսը՝ հեքիաթային, անիրական՝ պետական-քաղաքական-հանրային մասով:

Անձնականում մենք դաժան ճշմարտացի ենք՝ սկսած ունեցած եղունգով գլուխ քորելուց, իսկ հանրայինում մանկական հեքիաթային ենք՝ պայքար-պայքար մինչև վերջով:

Խնդիրը մեր մեջ է: Նրանում է, որ մենք անտեղյակ ենք քաղաքագիտականի այբուբենին: Եվ մեզ երբևէ ոչ մեկը բացատրած չկա, որ իշխանությունը բյուրեղ է, որի մեջ ամենքս էլ կանք, մեր տեղն ունենք, եթե միայն հասկանանք, թե որտեղ, ինչպես ու ինչ լծակներով:

Ընդդիմադիր ակտիվը 20 տարի շարունակ քարոզել է, թե արի կողքս կանգնի, շատանանք, ու մեր տեսքից իսկ նախագահի սիրտը կանգնի, ոստիկանությունը կեղբայրանա ու պրծ, գործը կավարտվի:

Բայց տասնյակ անգամներ նույն սցենարով պարտվելուց հետո էլ, երբևէ ոչ մեկը չի ասել, թե հարգելիս, ես պարտվող եմ, իմ կողքերում անելիք չկա: Ես էլ քո պես անկարողի մեկն եմ, ուղղակի քեզ դես ու դեն տանելով հավակնություններիս եմ հագուրդ տալիս՝ ի հաշիվ քո անտեղյակության:

Չի ասել, որ դու գնա, տանը, քո շրջապատում, քո մերձավորների մեջ, քո աշխատավայրում քո իրավունքները պաշտպանի: Սկզբունքային դարձիր, ազնվություն ու կարգապահություն մտցրու: Փոքր հանցագործին դեռ սկզբներում ինքդ դիմադրիր, որ չդառնա մեծ պատուհաս: Պնակալեզին արժանին մատուցիր, տգետին մի քծնիր, անարդարին ճանապարհ մի տուր, ընտրակեղծիքի մի գնա՝ մայրդ ու հայրդ էլ լինեն, ձեռքներից բռնի ու կարգի հրավիրի: Շանտաժին տեղի մի տուր, ոստիկանին, քննիչին, դատավորին, հարկահավաքին, չինովնիկին ու իշխանական որևէ սրիկային մի ենթարկվիր, քեզ հասու ամեն հնարավոր ձևերով ու գործիքներով քո իրավունքները պաշտապանիր, քո վրեժը լուծիր, որովհետև անօրեն է երկիրը, ու միակ օրենքը ինքնադատաստանն է:

Չեն ասել, որ սա է մեր ազգային ծուռ դրվածքը, մեր ներքին կրկնակի, եռակի ու բազմակի ստանդարտը: Չեն ասել, որ ստորին սրիկան է վերին սրիկայի հենարանը, և վերին սրիկային գահից գցելու միակ ձևը ստորին սրիկային չեզոքացնելն է:


Հայ ավանդական, թույլ արժեքայինն ու հայ տգետ ընդդիմությունը ձեռք-ձեռքի կերտել են մեր իրականության ահավոր կեղծ մի պատկեր, ուր սրիկան իբր մեր մասնիկը չէ, այլ ուրիշ է ու մեզանից դուրս: Ուր խնդիրների լուծման մեջ դու կաս միայն հրապարակային ներկայությամբ միտինգին, բայց ոչ երբևէ որևէ գործով, կամ գոնե վերաբերմունքով:

Ուր դատավորն ուրիշն է, պատժողը՝ ուրիշը, հարց լուծողը՝ ուրիշը, որոշում կայացնողը՝ ուրիշը: Իսկ դու ոչ մի բան ես՝ շախմատային լեզվով ասած, զոհաբերության զինվոր ես, որին կզոհաբերի ով ուզի, երբ ուզի, ինչ նպատակի համար ուզի ու ոնց ուզի:

Այ սա են ներշնչել իրենց քաղաքական գործիչ հորջորջածները՝ լինեն անկախական, ժողովրդավար, կոմունիստ, ռուսամետ թե արևմտամետ:

Ինչու՞:

Միթե որևէ մեկի մտքով չի անցել այս ամենին հակասող տարրականը, որը գրված է քաղաքագիտական ցանկացած դասագրքում, մեկնաբանել, բացատրել, տեղ հասցնել: Ես իմ կասկածներն ունեմ, թե ինչու չի արվել դա, բայց չեմ բարձրաձայնի, որովհետև ավելի գորշ պատկերների կհանգենք:

Բավարարվեմ վերահաստատմամբ:

1. Ներկա հայկական ընդդիմություն կոչված խառնամբոխն իր տեսականով, տեսլականով, մոտեցումներով և գործիքադարանով կատեգորիկ ոչ համարժեք է իրավիճակին: Այն երբևէ չի խոստովանի իր սնանկությունը, բայց կշարունակի մարդկանց տանել-բերելն ու հիասթափեցնել-երկրից արտագաղթեցնելը:

2. Իշխանությունները երբևէ չեն գնա զիջումների ու ներքին ռեֆորմացիայի, որովհետև դրա ոչ խթանն ունեն և ոչ էլ կարիքը: Իրենք իշխում են, և դրանից ավել իրենք որևէ այլ նպատակ չունեն: Իրենց քրեական ուղեղին չի հետաքրքրում, թե կտրում են այն ճյուղը, որին նստած են: Անհաղորդությունը հատուկ է նույնիսկ գրագետ իշխանություներին, որովհետև իշխանություն ասածն իրականությունից կտրված իներցիոն կառույց է, և չափազանց դժվար է նրանում ներքին ռեֆորմների գնալը:

3. Որպես վերափոխման միակ ռեսուրս մնում են շարքային մարդիկ, ովքեր ունակ կլինեն հասկանալու մեզ համակած պրոբլեմների խորքային բնույթը և իրենց մեջ ուժ կգտնեն դիմադրելու երեք ճակատով՝

Ա-. Կհակառակվեն տգետ ընդդիմությանը, և նրան կպարտադրեն ադեկվատ վարք ու մոտեցումներ:

Բ-. Կլուսավորեն անտեղյակ բարեկամությանը, ընկերականին, հարևանությանը՝ անձնական սկզբունքայնությամբ երկիրը կործանումից փրկելու մասին:

Գ. Կսաստեն իրենց հասու իշխանական ստորին պնակալեզների շերտին՝ վերջացնելու երկակի խաղը, իսկ կարկառուններին էլ անձնապես արժանին կմատուցեն:


Սա է ելքն ու միակ անելիքը:

Ցավոք, ասվածի դեմ են մեր ազգային դարավոր տաբուները՝ փրկիչի, արտակարգ լիդերների անհրաժեշտության մասին, միասնականության մասին, «գյուղ կանգնի-գերան կկոտրի»-ի մասին:
Երևի ուշացած է արդեն, բայց սա է՝ կամ կհասկանանք, կսթափվենք, և ամեն մեկս մեր տեղում տեր կկանգնենք մեզ կործանող ներքին ստահակին, կամ կմնանք տգետ ընդդիմադիրի, կեղծ փրկիչի, ճարպիկ աճպարարի հույսին և դուրս կգանք պատմության թատերաբեմից:

Armenian Constitutional Package Finalized

President Serzh Sarkisian formally approved on Friday a package of
draft constitutional amendments that envisage Armenia's transition to
a parliamentary system of government fiercely resisted by some
opposition groups.

Sarkisian sent the draft to the National Assembly for approval just
hours after receiving it from an ad hoc commission that was formed by
him two years ago to work on a far-reaching constitutional reform.

The final version of the proposed changes in the Armenian constitution
is virtually identical with the draft amendments that were publicized
by the commission last month. Some of them were criticized by the
Council of Europe's Venice Commission.

In particular, legal experts from the Venice Commission objected to
one of the proposed amendments meant to ensure that parliamentary
elections in Armenia always produce a clear winner controlling the
majority of parliament seats. They also criticized several other
provisions relating to the appointment and removal of senior judges.

The final constitutional package made public on Friday shows that
Sarkisian's commission has essentially rejected these objections. A
member of the commission, former Justice Minister Gevorg Danielian,
told RFE/RL's Armenian service (Azatutyun.am) earlier in the day that
Council of Europe experts will visit Yerevan early next week for
further talks on the issue with Armenian officials and civil society
members.

A statement by Sarkisian's press office said the head of state
instructed the presidential body to "continue the dialogue" with the
Venice Commission on these sticking points.

The statement also announced that Sarkisian will hold next week final
consultations with political parties that support his constitutional
reform or at least have not rejected it out of hand. Eduard
Sharmazanov, the spokesman for the ruling Republican Party of Armenia
(HHK), said late on Thursday that the consultations will start by the
end of this month.

The long list of draft amendments will be debated and almost certainly
endorsed by the Armenian parliament next month. They will be put on a
referendum later this autumn.

At least two major opposition parties, the Armenian National Congress
(HAK) and Zharangutyun (Heritage), have pledged to turn the referendum
into a popular vote of no confidence in Sarkisian. They insist that
the constitutional reform is aimed at enabling Sarkisian to stay in
power after he completes his second and final presidential term in
2018. Accordingly, the HAK and Zharangutyun have made clear that they
will boycott the president's upcoming consultations.

Another major opposition party, Prosperous Armenia (BHK), has also
been against the country's transformation into a parliamentary
republic. The BHK has softened its opposition to the reform lately,
however. One of its senior figures, Mikael Melkumian, on Friday spoke
of unspecified "positive" changes made in the constitutional package.

Only one opposition party represented in the parliament, the Armenian
Revolutionary Federation (Dashnaktsutyun), supports the changes sought
by Sarkisian. Its leaders say that the parliamentary system would
decentralize power in Armenia and thereby facilitate the country's
democratization.

Council Of Europe Body Backs Armenian Constitutional Reform

In a major boost to President Serzh Sarkisian, legal experts from the Council of Europe have essentially endorsed the latest version of his administration’s draft constitutional amendments, saying they are now “in line with international standards.”

In a weekend report, the Venice Commission argued that the constitutional reform package drafted by an Armenian presidential body has undergone important changes recommended by its representatives.

The package calls for Armenia’s transformation into a parliamentary republic with a largely ceremonial head of state and a much more powerful prime minister.

The Venice Commission voiced a number of objections to the draft amendments after they were first made public this summer. It singled out a clause that envisaged a mandatory run-off vote between the two top election contenders in cases where no party or bloc wins a majority of parliament seats in the first round of voting. Armenian opposition groups believe that this unusual arrangement was designed to make it easier for Sarkisian’s Republican Party of Armenia (HHK) to retain its control over the National Assembly.

The Sarkisian administration agreed to revise this and several other amendments during an August 24-25 visit to Yerevan by three Venice Commission officials. The revised version of the clause stipulates that a run-off vote “may” take place “if no stable parliamentary majority is formed as a result of the election or through building of a political coalition.”

“Article 89 does not provide any more that a second round of elections shall be held, but only that is may be held,” the Venice Commission stressed in the report posted on its website. “This solution is in line with the recommendation of the [commission’s earlier] Preliminary Opinion and deserves to be welcomed,” it said.

“The Electoral Code will have to provide for the electoral system in detail; if it provides for a second round, the Code will have to deal in particular with the definition of “stable parliamentary majority” as the condition not to call for a second round of elections,” added the report.

Although the commission made a number of further recommendations to the Armenian authorities, it made clear that the existing draft will represent a “further important step forward in the transition of Armenia towards democracy” if it is backed by voters in a referendum due expected this year.

Democratization is also the main official rationale for the constitutional reform advanced by Sarkisian. His political opponents insist, however, that the Armenian president is simply keen to retain control over the government after completing his second and final term in 2018.

Levon Zurabian, a leader of the opposition Armenian National Congress (HAK), stood by the opposition claims as he dismissed the Venice Commission’s conclusions on Saturday. Zurabian downplayed the changes made in the text, saying that “the regime’s reproduction” remains its key aim. “We will keep fighting against the realization of this program with the same vigor,” he said.

Given the amendments, I believe this is a big positive step forward for our republic. The fact that voting will be done on complete party lines is a big step in the right direction, and something that opposition parties have been seeking for almost two decades. This means that the old system, where about a third of the seats were contested by individuals, while the rest was party voting will be switched to full party voting. In the old system, a majority of the individual contested seats were won by the ruling party, where oligarchs got votes in their local region/fiefdom. Of course the unimaginative opposition parties that offer nothing are glad to criticize absolutely everything in Armenia, including this. But I think its a big act of treason to ever compare this to Russia, Turkey, or Azerbaijan where dictators change the rules to stay in power.
