    Armenia does not recognize Turkey’s territorial integrity and may in the future lay claim to lands that were populated by Armenians before the 1915 genocide, a senior member of the governing Armenian Revolutionary Federation (Dashnaktsutyun) claimed on Friday.

    “The current government of which we are a part and the president whom we have supported and will support will not abandon territorial claims,” Giro Manoyan, a spokesman for the nationalist party’s ruling Bureau, said. “Armenia’s official position is that the issue is not on our foreign policy agenda. That means it can be on the agenda tomorrow.” Recognition of Turkey’s current borders has been one of Ankara’s preconditions for normalizing relations with Armenia. Official Yerevan says it recognizes the existing Turkish-Armenian border which was set by the Treaty of Kars signed in 1921 following the country’s takeover by Bolshevik Russia. The government of the then Armenian Soviet Socialist Republic was among the treaty’s signatories

    “Armenia is the successor state of the Armenian Soviet Socialist Republic,” the Armenian Foreign Ministry explains on its website. “All of the agreements which the ASSR signed continue to be in force unless new agreements have been signed to replace them.” At the same time the Armenian government has repeatedly dismissed Turkish demands to officially declare that it will never claim any lands in what is now eastern Turkey. “No Armenian government can do that because I believe the Armenia people would not allow that government to remain in power,” Manoyan said during a roundtable discussion in Yerevan.

    “The fact that there are no territorial claims today, does not mean we can’t lay such claims tomorrow,” he told RFE/RL separately. The possibility of such claims has never been publicly acknowledged by President Robert Kocharian, Defense Minister Serzh Sarkisian and two other parties represented in Armenia’s government. In a famous 2001 interview with CNN-Turk television, Kocharian sought to assure Ankara that its recognition of the 1915-1918 mass killings of Armenians in the Ottoman Empire as genocide would not prompt territorial demands from Yerevan.

    “Genocide recognition by Turkey will not lead to legal consequences for territorial claims,” Kocharian said at the time. “The problem is that those events have taken place in Turkey, and the Republic of Armenia did not exist at that time, and today's Republic of Armenia is not the heir to those lands,” he added. David Phillips, a U.S. scholar who chaired the Turkish-Armenian Reconciliation Commission, wrote in a 2005 book that Kocharian’s interview “helped mollify [Turkish] concerns about Armenia’s intentions.”

    But according to Manoyan, the Armenian leader simply stated that “there is no such issue on the agenda of Armenian foreign policy today.” “The president also said genocide recognition would not automatically result in territorial claims,” he said, denying any disagreements on the issue between Kocharian and Dashnaktsutyun. Manoyan revealed last summer that the party, which also has chapters in major Armenian communities abroad, plans a major shift in its long-running campaign for international recognition of the Armenian genocide. He said Dashnaktsutyun will strive to force Turkey to pay reparations. Kocharian, however, had told CNN-Turk that for him genocide recognition is “more of a moral issue.”

    Pro-Sarkisian Member Ousted From Dashnaktsutyun

    A renowned poet long affiliated with the Armenian Revolutionary Federation (Dashnaktsutyun) has been expelled from the nationalist party after endorsing Prime Minister Serzh Sarkisian’s presidential bid, it emerged on Thursday.

    The extraordinary move followed Razmik Davoyan’s Tuesday interview with Armenian Public Radio in which he said that only a candidate with a weighty track record deserves to be the country’s next president. “That candidate is Serzh Sarkisian, who has fully exposed his personality to our people with all the work that he has been doing,” said Davoyan.

    The remarks were found to be in gross violation of Dashnaktsutyun’s more than century-old by-laws that ban party members from defying or acting against any decision taken by their leadership. Earlier this year, the party represented in Armenia’s government decided not to support Sarkisian’s presidential candidacy and to contest the February 19 election with its own candidate, Vahan Hovannisian, instead.

    “Razmik Davoyan has been expelled from the party ranks for violating the party’s by-laws,” a Dashnaktsutyun spokesman, Spartak Seyranian, told RFE/RL. “That is, for publicly agitating for a candidate other than the one nominated by the party in the elections of Armenia’s president.”

    Davoyan, who could not be reached for comment, joined Dashnaktsutyun shortly after the party re-established its presence in Armenia in 1990. He later worked as an advisor to President Robert Kocharian on cultural, religious and minority affairs.

    Wow it is amazing how much false information this guy has. First of all lets start by the one you just made. They handed over the republic. Its amazing how you probably were never taught that ALEXANDER KHATISIAN singed the treaty. Second, you know when he signed? DECEMBER 3RD!!!!! As of Nov. 29 the government advocated. AS OF DEC 2 there is no more REPUBLIC there is no more TASHNAG government. When the red army arrived to yerevan on december 5, you know what they did? They took the treaty khatisian signed and instead of saying this was singed DECEMBER 3rd and as of DECEMBER 2ND we are the authority and instead of sitting down with the kemal karaekir ataturks general and saying this is a false treaty, THEY SAID IT WAS VALID. NOW YOU TELL ME WHO SINGED AWAY ALL THE LAND and MT ARARAT to the turks. THIRD, when the ARF helped the young turks come into power, they helped turks such as Damat Ferid and Akhmed Riza who were good turks who did help save Armenian lives during the genocide to power, because you know they did such a bad thing cause having sultan hamid massacre armenians any day he so choosed was better right? Then in 1913 there was a counter revolution with in the young turks where talat enver and jemal came into the scener, who were also HAMIDIAN minded turks!!!!!!! Fourth, the ARF talked with turks after the genocide and independence....In 1919 those same turks Akhmed Riza and Damat Ferrid came back and took control and were the ones who held the trials, the ones who on documented paper in the Takvemi Vakayuh which is the turkish congressional records did so say THAT THERE WAS A GENOCIDE AND THOSE ASS HOLES WERE RESPONISBLE AND THEY WERE ALL SENTENCED TO DEATH. this is why soghomon tehlirian was found innocent!!!!!!! ALSO its because of that record we can hold against turkey today saying your government said this. BTW when Armenia lost its independence and had to hand over to the bolsheviks, the same bolsheviks who gave everything away were also the ones who were playing turkish spirited politics who gave them the guns and gold and money to fight the Armenians in 1920, the same bolshevik regime who gave away gharpagh to the azeris to favor turks, the same regime who ordered the church to be shut down! you wanna talk about the ARF wanting to work with turks, why not talk about people like Gabriel Noradounian, who was the foreign minister of the ottoman empire.....and who knew that a genocide was being planned and ran to france with his whole family and didnt bother contacting a single ARMENIAN to let them know this was happening. You wanna talk about traitors, lets talk about traitors! Its disgusting,,,,,,really disgusting how much you can hate those who sacraficed their lives, who died, who shed blood! You should be ASHAMED!!!!!

    Currently the matter is not so much in recognizing the Armenian Genocide, as recognizing the responsibility of the Turkish government for that crime,” “Hay Dat” office head Giro Manoyan stated to a press conference in Yerevan. He said, Today Turkey tries to increase his value both for the U.S. and the European community. “Armenia’s foreign policy is clear and right in this connection: we do not put preconditions and are sure the opening of borders must not be connected with the Armenian Genocide, though ARF Dashnaktsutyun thinks if someone has the right for preconditions, it is Armenia and not Turkey. Nevertheless, I am sure our government is on the right way,” Manoyan stressed. He also added ARF Dashnaktsutyun thinks it necessary to make not only moral, but also territorial demands of Turkey. “Turkey has problems with all his neighbors – with Armenia, Greece, Iraq. Sooner or later all those demands will be made,” the “Hay Dat” office head said.

    Armenian Tashnak Party: 'Armenian territories' will come off Turkey sooner or later


    Armenian Tashnak Party claimed that the eastern and south-eastern provinces of Turkey will come off Turkey, Armenian Yerkir reported. Kiro Manoyan, ARF Bureau’s Hay Dat and Political Affairs Office Director, by naming the Eastern provinces of Turkey as 'Western Armenia', said "Armenians should be ready to take back what belongs to them". Armenian Tashnak Party also supports the Kurdish separatist terrorism in Turkey. Almost 20 percent of Azerbaijani territories have been under Armenian occupation for about 16 years. Armenian nationalists also claim the south-eastern part of Georgia as part of motherland Armenia. Armenian Constitution does not recognise Turkey's national borders. As Armenia repeats its irredentist claims over Turkish and other neighbouring territories, Turkey closed its Armenian border to protest Armenian aggressive policies.

    I have a question that goes out to anyone who can answer it: Why did the Armenian Revolutionary Federation- Dashnaksutyun, that same party which for 70 years in the diaspora called for a "Free, Independent, and United Armenia," OPPOSE the Independence of Soviet Armenia? Why did they come out with a decision against the independence of Soviet Armenia, when, at the same time in Yerevan, hundreds of thousands of people are on their feet demanding Independence?

    Commentary: LTP’s meeting with Dashnaks “no surprise” for Serzh



    Armenian Prime Minister Serzh Sargsyan permitted himself quite an interesting confession on October 3. Commenting on the weekend meeting of ex-president Levon Ter-Petrosyan with representatives of the Armenian Revolutionary Federation (ARF, Dashnaktsutyun), he noted that “this meeting is not an event that should have come as a surprise to me.” It only remains to guess what the top contender for presidency meant. He was hardly aware of any veiled dialogue between the bitter foes, since there had simply been no such contact.

    The approaches of the first president of Armenia to Dashnaktsutyun looked very much like the policy of pagan monarchs to the early Christian communities, and the motivation of persecutions – “disturbance of public order and a threat to the constitutional order” also fit well in the context of persecutions against Christians. The de-facto leader of Dashnaktsutyun, head of the Athens Bureau Hrair Marukhian was exiled from the republic in 1992 and later died in Greece under mysterious circumstances. The activities of the party in the territory of Armenia was banned as illegal from December 1994 and the decision was followed by plundering and closing more than a dozen newspapers and magazines directly or indirectly connected with the party and liquidation of the party’s “Vardanian” printing house. The mid-1990s are a period of high-profile political trials of numerous Dashnaktsutyun members that the first president thought were to “unmask” the terrorist essence of this organization; the so-called “Dro” and “Vahan Hovhannisyan + 30” trials are in fact an inseparable part of Armenia’s history at the close of the 20th century.

    Though, from now on, the historical meeting between the ex-president and two former prisoners of Armenian jails – Hrant Margaryan and Armen Rustamyan – is considered to be a completed fact. Despite the seeming unnaturalness and internal contradictoriness of this contact, especially inside the Dashnak center in the surrounding of portraits of ideologists of the party so radically persecuted by Ter-Petrosyan, the Armenian prime minister stated that it did not come as a surprise to him. This very non-accidental confession indeed needs to be comprehended somehow.

    It is quite possible that it should be regarded in the context of certain relationships that had been established by the mid-1990s between the first president of Armenia and structures close to Dashnaktsutyun. The example of Gerard Libaridian, a former Dashnaktsutyun member who was appointed senior advisor to the president on foreign affairs and put in charge of the Karabakh issue immediately after Armenia gained independence, is illustrative in this respect. According to the data of a number of Turkish mass media, Libaridian was also the leader of nearly all secret diplomatic missions of Yerevan conducting negotiations with Ankara and trying to achieve normalization of Armenian-Turkish relations. In other words, even when Dashnaktsutyun was banned in the territory of Armenia, the first president maintained relations with circles close to this party. Ter-Petrosyan’s lobbying of the interests of the former Catholocis of the Great House of Cilicia Karekin II for being elected Catholicos of All Armenians under the name of Karekin I was also perceived within that same context. Many more examples showing that while Dashnaktsutyun members were being persecuted, Ter-Petrosyan was actually maintaining relations with certain party-related structures and persons can be cited. Does it mean that we are witnessing a split or a tendency of such a split within Dashnaktsutyun itself? Perhaps Serzh Sargsyan was dropping hints about that…

    It is symptomatic that one of the party’s leaders, Vahan Hovhannisyan, was not attending the historical meeting. He is one of the two nominees for a presidential candidate from Dashnaktsutyun. And the second nominee, Armen Rustamyan, was receiving Ter-Petrosyan. Perhaps it is still too early to speak about a split in the upper party echelons, but the very fact of objective confrontation is demonstrative. In this respect, the visit of the first president to the Dashnaktsutyun office seems to be a mechanism aggravating such confrontation and capable of splitting the party’s ruling clique into two camps in the future. Some analysts say in this connection that Ter-Petrosyan is continuing his policy to split the party and to achieve this goal he is ready even to visit the party’s office in person.

    It is noteworthy that the first president in fact did not hide such an intention. It was on his initiative that in the mid-1990s an artificial organization “Armenian Dashnaktsutyun Party” was registered with the Armenian Ministry of Justice. That organization was intended to supplant the truly existing party that by that time had been banned. But that idea proved a complete fiasco.

    Interestingly, Dashnaktsutyun’s Hayots Ashkharh newspaper recently published a small report whose content was against the party commentaries regarding that meeting. It said that the visit of the first president became a serious party omission. Vahan Hovhannisyan, who recently entered family relations with the Prime Minister (Hovhannisyan’s daughter is engaged to be married with Serzh Sargsyan’s nephew), does not wish to open all the intra-party brackets yet, stating that “if Armenia is negotiating with enemies – Turkey and Azerbaijan – then negotiating among Armenians cannot go beyond the scope of morality.” Does it mean that the prime minister was trying to open the brackets instead of him?
