I believe that she's half Armenian and half Russian. Her mother's name was Telegina, which doesn't sound very Ukrainian to me (but could be). I don't think she's Latvian at all.
However, she knows where her bread's buttered - the Orange Revolution - which has its core support in Uniate/Russophobic western Ukraine, which would look much more kindly on a half-Ukrainian half-"Latvian" (tell me how Telegina or Grigyan is Latvian) than a half-Armenian half-Russian.
