Chinese President Accepts Invitation to Visit Armenia

BEIJIN (ArmRadio)—On a state visit to the People’s Republic of China, Armenian President Serzh Sarkisian had a meeting with his Chinese counterpart Xi Jinping on Wednesday. Upon the conclusion of a high-level meeting the leaders of the two countries signed a joint declaration on further development and deepening of cooperation and relations between Armenia and China.

The parties pledged to continue the relations based on mutual respect, equality and reciprocal interests, expand the cooperation in the political, commercial-economic, humanitarian and other spheres for the benefit of the peoples of the two countries.

The Armenian party reiterated its support for China’s policy, and expressed its stance against the independence of Taiwan. Armenia reiterated it would establish no ties with Taiwan, as it sees Taiwan as an integral part of China.

The Chinese party, in turn, expressed its support for the peaceful settlement of the Karabakh conflict on the basis of the basic principles of the UN Charter and the universal norms of international law.

Xi Jinping accepted Sarkisian’s invitation to pay a state visit to Armenia. The date of the visit is yet to be determined.

Trade with China makes about 10 percent of Armenia’s total international trade, having growth from 8 percent a year ago.

As part of his visit, Sarkisian plans to meet with Zhang Dejiang, Chairman of the Standing Committee of the People’s Republic of China’s National People’s Congress, and Li Keqiang, Premier of the State Council. Sarkisian will be hosted at Peking University where he will deliver a speech.

President Serzh Sarkisian flew to Beijing on Tuesday for a four-day state visit aimed at cementing Armenia’s warm relations with China.

Sarkisian’s office said he will meet with Chinese President Xi Jinping for talks that will be followed by the signing of Chinese-Armenian agreements meant to “develop and strengthen bilateral cooperation in a number of areas.”

In a statement, the office said Sarkisian will also hold talks with the Chinese premier, Li Keqiang, and parliament speaker, Zhang Dejiang, and deliver a speech at Peking University.

Relations between the two states have been cordial throughout Armenia’s independence not least because of successive Armenian governments’ unconditional support for Chinese sovereignty over Taiwan. Xi’s predecessor, Hu Jintao, described Armenia as his country’s “trustworthy friend” when he received Sarkisian in Shanghai in 2010.

The Chinese government has supported the South Caucasus nation financially on an annual basis ever since 1999. Chinese aid to Yerevan amounted to $37 million between 2012 and 2014. It is due to total about $10 million this year.

Meeting with then Armenian Prime Minister Tigran Sarkisian in 2013, Li said his government will encourage Chinese businesspeople to invest in the Armenian economy and import more Armenian goods. “We want to see Armenian cognac, xxxelry items and precious stones in the Chinese market,” the Chinese premier said.

China is Armenia’s second largest trading partner, with the total volume of bilateral commerce soaring by almost 30 percent to $590 million in 2014. Armenian exports to the People’s Republic nearly tripled to $170 million, according to Armenian government data.

Chinese-Armenian military ties appear to have also deepened in recent years. The two states signed 2012 what the Armenian Defense Ministry called an “agreement on military and military-technical cooperation” during a visit to Yerevan by a high-level delegation from the Chinese National Defense Ministry. Several other Chinese military officials visited the Armenian capital later in 2012 to lecture Armenia’s top army generals on China’s traditional strategies of warfare.

In 2011, the Armenian military reportedly acquired Chinese AR1A multiple-launch rocket systems with a firing range of up to 130 kilometers. It already had in its arsenal less advanced WM-80 rockets systems also manufactured in China.

Defense Minister Seyran Ohanian highlighted the military cooperation with a December 2013 trip to China.

Pakistan is allied with China and the Chinese are on bad terms with India and the US. The reason why the Chinese are intrested in Armenia is it's proximity to Iran and the Chinese are looking to expand their West Asian trade.

The Great Wall of China was bulid by the Qin to guard against intrusions by the Xiongnu and Mongols. In the Tarim Basin the Indo-European Yuezhi allied themselves with the Sui and Tang against the proto-Turkic, Hunnic Xiongnu horde. (Proto-Turkic/Hunnic is a admixture of Western Eurasian and Mongol).

However like the Tocharians the Yuezhi where displaced westward into Northern India and it was the Tang and Uyghurs, who eventually brought down the Xiongnu. However in no small part it's Anatolian and Near Eastern peoples traversing the silk road, that gave rise to the Uyghur empire. Which is why Uighurs have so much Western Eurasian ancestry.

If you read my posting carefully I was suggesting caution rather than avoiding engagement.
( Not that anybody at the Foreign Ministry would go by what I say !! )

As for Armenian diplomacy like anybody, have made mistakes.
Best way forward is to accept them and move on.

Federate and Eddo hit the nail on the head. Armenian diplomacy is not nearly as bad as some try to make it out to be. And Armenia is too small economically and its diplomatic reach is marginal so as not to threaten either India or China. Now if Armenia started dealing with official Taipai, then the Chinese would be pissed.
