Մեսրոպեան Ճեմարան on top which is Mesropean Chemaran (in EA)/Mesrobean Jemaran (in WA). Սոֆիա which is Sofia on the bottom (probably Sofia, Bulgaria). It uses Traditional orthography.
It's a school (probably boarding school) named after Mesrop Mashtots located in Sofia. The "m" and "ch" are just the initials of Մեսրոպեան Ճեմարան.Azerbaboon: 9.000 Google hits and counting!

If anyone is interested, there are several of these buttons on ebay - search for "RARE OLD ARMENIA ARMENIAN MILITARY UNIFORM BUTTONS SET". The seller is in Bulgaria so it will be Sofia, Bulgaria.
