It takes bad taste, and architectural uglyness to new depth. Only a Turk could be culturally ignorant enough to construct it. Only a Russian could like it and actually want to pay to stay there.

The huge population size of Turkey, and the size of its domestic economy and internal market, and the modernity of its infrastructure, exceeds all of its neighbours. A small country like Lebanon will not have that capacity to support the industrial base and expertise required for specialisations like power generation, but Turkey will have it. Same reason why so many of the airports being built or rebuilt around the middle east, caucasus and balkans have being constructed by Turkish companies: these companies were established and then flourished thanks to a massive expansion of domestic airports in Turkey.
