What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. • Recognition of Karabakh

Despite the fact that this article is incredibly biased, the fact that Russia never includes Karabakh when threatening to recognize Abkhazia is true. What on earth is Armenia getting in return for allowing Russia to buy and control most everything in Armenia? In terms of sustainability, NK is doing much better than Abkhazia, yet Russia never includes it. I know Russia has a special hatred for Georgia, but Azerbaijan threatens to join NATO repeatedly, why then does Russia treat Azerbaijan so delicately? I know this has little to do with the genocide, but I thought that forum members would be interested.

    Putin breaks Armenia's last hope

    15 February 2008 [17:30] - Today.Az

Armenia's last hope for application of the precedent of possible recognition of Kosovo independence to Nagorno Karabakh is melting away with each new announcement of the officials of various countries, as well as international organizations.

Russia broke this last hope of Armenians following the United States, as well as countries, joining the European Union.

Though Armenians hoped that Russia will recognize independence of all self-appointed republics, including the so-called "Nagorno Karabakh republic" in case other countries recognize Kosovo, official Moscow gave a definite negative response to it on the high level.

Vladimir Putin was unambiguous during the traditional annual meeting in the Kremlin with mass media representatives and his response did not leave any doubt about the position of our northern neighbor on this issue.

Thus, speaking about possible recognition of Kosovo, Putin blamed the European countries with application of double standards and said the following: "The independent republic of Northern Cyprus has existed for already 40 years. Why nobody recognizes its independence? It is a shame to apply double standards to resolution of one and the same problems in different regions of the world. Here, we have Abkhazia, South Ossetia, Transdnestria which are almost independent. We are all told that Kosovo is a special case. This is a lie. There is nothing special in this case. Everyone is well aware of it. The ethnic conflict, crimes, de-facto independence. It is necessary to form a single principle of the problem resolution".

Putin did not call the separatist Nagorno Garabagh, among other self-appointed republics, which evidences that Russia joins other countries, recognizing Nagorno Karabakh as an occupied land. We can imagine Armenians' happiness when Russia said that the Kosovo precedent can be applied to other self-appointed countries and their disappointment with the categoric statement of the head of Russian state.

Frankly speaking, Azerbaijan still had doubts regarding Russia's position in this issue and reporters and political scientists came out with various proposals regarding Azerbaijan's actions in case of any steps of the Russian side. However, the experts, who predicted that Russia will not equate Kosovo and Nagorno Karabakh, have won in this case.

The most important in this issue was that the announcement of the Russian President once more proved correctness of Azerbaijan's position on the issue of Kosovo.

It should be noted that some were skeptical about the announcements of Azerbaijan's officials that our country has diplomatic advantages as compared to Armenia and this success is growing.

Probably, Putin's words open new opportunities for Azerbaijan in the negotiation process with Armenia. Armenia's closest ally, to which it bounds all its hopes, does not intend to recognize independence of separatists in Nagorno Karabakh and does not intend to give up the position, according to which, official Moscow recognizes the territorial integrity of Azerbaijan.

On the whole, the situation is difficult for the Armenian diplomacy. At first, there came a diplomatic knockout to Armenia's Foreign Minister Vardan Oskanyan from Turkey's Prime Minister Redjep Taip Erdogan in Munich at a conference on security, while now the external policy of the country has been striken by Putin.

Well, let's wait until the world community raises Azerbaijan's hands as a sign of victory over Armenia.

    An excellent read.

From the article related to Artsakh:

Nagorno-Karabakh can also make a vastly stronger case than Kosovo for independence. Since 1923, the Nagorno-Karabakh Autonomous Oblast had been part of the Azerbaijan Soviet Socialist Republic, even though about 94 percent of its population was Armenian. In November 1991, the parliament of the Azerbaijan SSR abolished the autonomous status of the oblast. In response, in December 1991, Nagorno-Karabakh held a referendum, which overwhelmingly approved the creation of an independent state. Yet the E.U., the OSCE and the United States took the line that Nagorno-Karabakh must remain a part of Azerbaijan, irrespective of the fact that almost 100 per cent of the populace wants out. Interestingly, in declaring itself independent in 1991, Azerbaijan claimed to be the successor state to the Azerbaijan republic that existed from 1918 to 1920. The League of Nations, however, did not recognize Azerbaijan's inclusion of Nagorno-Karabakh as part of Azerbaijan's claimed territory. This makes Nagorno-Karabakh's inclusion within Azerbaijan even more questionable. If the states that seceded from the Soviet Union are to be regarded as independent states, it's hard to see on what basis parts of those states are to be denied the right to independence.

In 2002, Nagorno-Karabakh held a presidential election; in response, the European Union presidency declared "The European Union confirms its support for the territorial integrity of Azerbaijan, and recalls that it does not recognise the independence of Nagorno Karabakh. The European Union cannot consider legitimate the 'presidential elections.'...The European Union does not believe that these elections should have an impact on the peace process."

In December 2006, Nagorno-Karabakh held another referendum on independence: Something like 98 per cent favored independence. The European Union immediately announced it wouldn't recognize the results of the referendum and said "that only a negotiated settlement between Azerbaijan and ethnic Armenians who control the region can bring a lasting solution. The E.U. recalls that it does not recognize the independence of Nagorno-Karabakh. It recognizes neither the 'referendum' nor its outcome." The E.U. added that holding the referendum pre-empts the outcome of negotiations and that it "did not contribute to constructive efforts at peaceful conflict resolution." The E.U.'s attitude here is strikingly different from its attitude on Kosovo. On Kosovo, the E.U. holds Serbia's refusal to relinquish its sovereign territory as the reason for the failure of negotiations, which supposedly is the justification for Kosovo's declaration of independence.

      Oil, Oil, Oil!!!

Although Russia has plenty, they still want to court Azerbaijan for strategic purposes. Georgia is vehemently anti-Russian at this point and the Russians feel they can still work with Azerbaijan to a degree. The also want to do everything they can to keep Armenia and Azerbaijan in limbo. They arm both sides.

Furthermore, there has been a willingness for Abkhazians and Ossetians to become part of Russia or Russian citizens as a last resort to being considered part of Georgia and this pleases Russia.

When it comes to realpolitik, nobody can play it like Russians and those that underestimate them will be proven wrong.

They are not friends of Armenian per se, but when considering Armenia's neighbors, they are the closest thing to it.

Joseph, a good analysis with which I agree.
Also, Russia is paranoid about the possibility of further break-away regions in the Russian Federation (Chechnya etc.) and supports Abkhazia merely to stand against Georgia.
