    i think the cloth bags you buy are best. b/c people will tend not to buy so many, thus they will for once only buy what they need or can fit into the amount of bags they buy or take with them to the store that day, it'll curb impulse buying. The only problem I foresee is that, if people are walking around with bags in stores, it would be very easy to slip some smaller items, w/o anyone noticing, and if they are noticed that's even worse

      Even then it causes pollution to produce such bags, the fact is that whatever way you do it producing containers or bags is bad for the environment. I think its waste of time, more sense solving the true source of pollution...transportation, factories and agriculture.
