The scary part is that if any of these rebels somehow steal the governments chemical weapons, they wouldn't hesitate to detonate them in civilian areas and then blame it on the government in order to get outside military support from world powers. As inept and cruel as Assad is these rebels have no incentive to follow any rules, in fact they have every reason to break all the rules to create chaos.
