The British army says violence in Basra has fallen by 90% since it withdrew from the southern Iraqi city earlier this year.
In the verbal war between Tehran and Washington, did the Brits just validate the Iranian accusation? That violence is directly related to occupation?

Venezuela president in Iran to discuss bilateral relations

Venezuela's president, Hugo Chavez, arrived on an official visit to Tehran Monday where he will meet with President Mahmoud Ahmadinejad. The two presidents will discuss bilateral relations, and regional and international issues. Chavez traveled to Tehran from Riyadh (Saudi Arabia), where he attended an OPEC summit. During the summit he said that if the U.S. attacked Iran or Venezuela, oil prices would jump to $200 per barrel. He said the United States was constantly threatening Iran and some other OPEC countries, in a bid to place major oil producing states under its control. Chavez said last Thursday Venezuela would pursue a peaceful nuclear program. He said many other states would be compelled to do the same, since it was crucial to avert an energy crisis which is threatening the world as energy resources decline and oil prices soar. The Venezuelan president also said he backed Iran's nuclear program. "We support Iran, and I do not think that Iran is building a nuclear bomb," he said.

Iran's path to greatness through defiance of West - Ahmadinejad

Iran's president said on Wednesday that the country would gain "a greatness that is 100 times more precious than nuclear energy," if it withstands pressure from the West over its nuclear program."Confronting those who speak in the language of aggression... is more important than the possession of know-how in the nuclear sphere," said Mahmoud Ahmadinejad at a rally at Ardebil, a city in the north east of Iran. Ahmadinejad also said that "If even the U.S. could not impose its will on us in this situation, then other states will have even less of an ability to do so," he added. A number of countries, particularly the United States, suspect Iran's uranium enrichment program of being geared toward nuclear weapons development. Tehran has consistently denied the accusations, saying it needs nuclear power for civilian purposes. The Islamic Republic is currently subject to two sets of UN Security Council sanctions over its defiance to halt uranium enrichment. A further round of tougher sanctions has been blocked by Russia and China. Ahmadinejad said the Iranian people had the right to use nuclear energy for peaceful purposes. "Today we have mastered the energy of the peaceful atom and no one can deprive us of it. Iran is a member of the IAEA [International Atomic Energy Agency] and carries out its nuclear activities in accordance with international norms and under IAEA control," the Iranian president said. Ahmadinejad also said Iran was prepared to hold talks on its controversial nuclear program with any country except Israel.

Iran, Russia stress need for broader cultural ties

Ways for expanding Iran and Russia's cultural relations were discussed here Wednesday evening during a meeting between IRI Ambassador to Moscow and Russian Culture Minister. Gholam-Reza Ansari and Alexander Sokolev during the meeting in the presence of our country's Cultural Attache, Mahdi Imanpour, meanwhile stressed the need for further broadening the two countries' ultural relations. Ansari referred to the recent Tehran visit of the Russian President Vladimir Putin, despite intrigues aimed at its cancellation, considering his visit "a sign for both countries' high ranking officials' will for further expansion of bilateral cooperation." He said that the expansion of cultural relations between Iran and Russia would pave the path for broadening the political and economic ties, announcing Tehran's readiness for having full scale cultural relations with Moscow. The Russian Culture Minister, too, pointing out the importance of the two nations' cultural relations, announced his readiness to host the IRI Culture and Islamic Guidance Minister in Russia during Iran's Culture Week there. Sokolev meanwhile announced Moscow's readiness to renew the Iran-Russia Cultural Contract, considered the joint cultural moves during the past few years quite fruitful, and asked for the continuation of cooperation in the field. He also welcomed the idea of a visit next month by the new head of Iran's Culture and Islamic Communications Organization (CICO), Mahdi Mostafavi to sign a three year cooperation program (2008-2010) considering the move of great significance in broadening bilateral cooperation. Iran's Culture Week that was held in Moscow in April 2007, will be held there in March 2008 near the end of this Iranian year.

Iranian Navy to hold maneuver in Strait of Hormuz

Iran plans to hold a maneuver in the Sea of Oman and the Strait of Hormuz, Navy Commander Rear Admiral Habibollah Sayari revealed here on Saturday. The maneuver codenamed “Etehad 86” (Unity 86) is intended to increase the military capabilities of the Iranian Navy, the commander explained. “The Etehad 86 maneuver will be held in February,” he told a press conference.

          New submarine

Sayari gave news of a new locally-made submarine which will join the Navy soon. “Through the efforts of its specialists, now the Navy has produced a new submarine,” he told reporters, adding that the submarine was to be delivered to the Navy on November 28, the date marking the National Navy Day.

Iran has no plan to close the Strait of Hormuz

“We have no plans to close the Strait of Hormuz, but we are ready to carry out any operation so to guard our interests,” Sayari stressed. The Navy has the ability to give proportional response to any kind of threat posed by the enemy, the top commander explained. The Islamic Republic of Iran is not a threat to any country, but would not allow any country to threaten its territorial integrity, he noted. The Navy has the potential to control all enemy movements in the Persian Gulf and the Sea of Oman and to give a crushing answer to enemies when needed thanks to domestically-made equipment, the top commander said.

          U.S. fleet

Asked about the presence of the U.S. fleet in the Persian Gulf, he said the presence of the U.S. fleet in the region is only a propaganda campaign against Iran. “The Navy is monitoring all regional and extra-regional movements by the enemy, and will not allow any wrong moves to be taken,” he explained.

Iran poses no threat to region

The navy commander stated that Iran poses no threat to regional countries. “Security can be established in the region only through a cooperation of regional countries, and the Islamic Republic is not a threat to any country,” he reiterated. Iran has the ability to defend its borders and establish peace in the Middle East with the help of regional countries, he insisted, adding, “I believe that foreign forces should leave the region as soon as possible so to escape the quagmire they have created for themselves.”

Iran to Launch Home-Made Submarine, Destroyer

Iranian army's naval commander said that the country is due to launch a home-made destroyer and a submarine on Wednesday. Speaking to reporters in a press conference here on Saturday, Admiral Habib Sayyari further pointed to the production of missile-launching PT boats by the navy, and added, "A home-made destroyer called 'Jamaran' and a (home-made) submarine of 'Ghadir' class will launch operation on November 28." He further stressed that his troops are closely monitoring military moves of trans-regional powers in the region, and said, "No move in the Sea of Oman, the Persian Gulf and the Strait of Hormoz could remain hidden from our eyes. The naval force is in full control over the region and monitors all the military moves of the enemies in the region."

Asked if Iran would block the Strait of Hormoz in case of foreign invasion, the navy commander, said, "We are prepared to defend the interests of the Islamic Republic against any kind of threat, but we have not made any such claim about closing the Strait of Hormoz. Yet, we are ready to take action to preserve our interests." He described self-belief and self-reliance as the most important achievements of the Iranian naval forces, and said that his troops have made great achievements in training tactics and equipment manufacturing. The commander further voiced opposition to the expansion of military capabilities in the Caspian Sea, saying, "We view the Caspian as a sea of peace and friendship and we believe upgrading and expanding military equipment in this sea is incorrect. Yet, we are always prepared to defend the country's interests." He said Iranian navy enjoys a powerful missile capability, adding that navy units are equipped with various types of surface and subsurface missiles and torpedoes.

The Admiral underlined that Iran's military capabilities serve as a deterrent and pursue defensive purposes, but meantime warned, "If the enemy makes a mistake, he will receive such a powerful second strike that it won't be able to stand up." He said a powerful and mighty Iran would bring peace and security to the region, adding, "We are willing to promote our interactions with regional states at all levels. To end his remarks, the navy commander mentioned that his troops are scheduled to stage massive military exercises codenamed 'Unity 86' in the Sea of Oman in February, adding that new tactics and military tools and equipment would be tested during the maneuvers.

            Iran builds new longer-range missile

Iran announced on Tuesday it has built a new missile with a range sufficient to put Israel and US bases in the Middle East within easy reach, amid rising tensions over Tehran's contested nuclear drive. Defence Minister Mostafa Mohammad Najjar said the new "Ashura" missile had a range of 2,000 kilometres (1,240 miles) -- the farthest in Iran's arsenal -- state media reported. "The construction of the Ashura missile with a range of 2,000 kilometres is one of the accomplishments of the ministry of defence," Iranian news agencies quoted Najjar as saying. "The missiles are being made in line with Iran's deterrent and defence doctrine," he added.

However there has been considerable confusion in recent months about the capacities of Iran's longer-range missiles, seen by experts as one of its chief military assets. At its main military parade in September, Iran unveiled a missile labelled Ghadr-1 (Power), which was said to have a range of 1,800 kilometres (1,100 miles). The country's best-known longer-range missile, the Shahab-3, has been said by officials in the past to have a range of 2,000 kilometres. Yet at the military parade it was said to have only a 1,300-kilometre (800-mile) range.

Some Western military experts claimed that the Ghadr-1 was no more than a Shahab-3 under a different name. It has the "baby bottle" style nose for extra aerodynamic efficiency seen on versions of the Shahab-3. The agencies did not publish any pictures of the new Ashura missile, which is named after the holy mourning ceremony marking the death of Shiite imam Hossein. Najjar added to the confusion on Tuesday by saying that Iran was developing Ghadr missiles that would also have a range of 2,000 kilometres. Iran has regularly touted the abilities of its missile arsenal at a time of mounting tension with the West over its nuclear programme. France, which has in recent months expressed increasing concern over Iran's nuclear ambitions, said it was worried by the new longer-range missile.

"This news is a cause of concern for us, and it illustrates the need to be extremely vigilant with regard to Iran's actions and intentions," foreign ministry spokeswoman Pascale Andreani told reporters. Najjar also announced that Iran had developed a new submarine named "Ghadir" after another holy day and a destroyer called "Moj" (wave), without giving further details. The United States has never ruled out a military attack against Iran to punish its years of defiance in the nuclear crisis, even though Washington says it favours resolving the standoff through diplomacy. The Islamic republic has said it will never initiate any attack but has also warned it will strike back with crushing force if the United States launches an assault. Iranian military officials have publicly threatened to hit US bases in Iraq, Afghanistan and on the Arabian peninsula with their missiles if Washington attacks.

"Iran will never launch an attack but if Iran is attacked we will respond with all our force against aggressors," Najjar was quoted as saying. The United States accuses Iran of trying to develop a nuclear weapon, a charge that Tehran vehemently denies. It has also vowed never to recognise Israel -- the region's sole if undeclared nuclear power -- and President Mahmoud Ahmadinejad has called for the xxxish state to be "wiped from the map." Iran is one of the few regional powers absent from a US-hosted meeting in Annapolis, Maryland that aims to kickstart peace talks between Israel and the Palestinians. Iranian officials have expressed frustration that states such as Saudi Arabia and its ally Syria are attending the meeting.

Iran Extends Submarine Range to Hit Tel Aviv and US Mediterranean Targets

DEBKAfile’s military sources report the Iranian Navy is in the process of deploying two submarine fleets – mini-subs in Persian Gulf waters for attacks on US shipping and Gulf oil facilities, and the long-range Kilo class sub of Russian, Chinese and home manufacture, for long-range targets in the Mediterranean, such as the US Sixth Fleet and Israel coastal towns, primarily Tel Aviv. Iran’s defense minister Mostafa Najiar announced Tuesday, Nov. 27, that a new Iranian-built submarine would be delivered to the navy Wednesday. He offered no details of the new item. However, two days earlier, Iran’s navy chief. Adm. Habibollah Sayyari disclosed that the new submarine would operate in Persian Gulf waters in the Strait of Hormuz area. He also declared that Tehran has no intention of blocking the Strait in a flare-up with the US military. DEBKAfile’s military sources note that Iran’s strategic thinking has undergone a change. Hitherto, the rulers of Tehran viewed the blockage of the narrow waterway to shipping that carries one-third of the world’s oil needs, as its most effective reprisal for a military attack. They have revised their thinking for two reasons: First, Iran has made great strides in expanding its influence in Gulf oil states and an assault on their sole source of revenue would win more enemies than friends.

Second, as DEBKA-Net-Weekly 326 revealed Nov. 16, Tehran has developed a new capability to deploy in the Mediterranean Kilo class submarines armed with the Russian-made “Sizzler” Klub-S (3M54) missile. This missile can be shot from underwater at a range of 300 kilometers and has a powerful 450-kilogram warhead. It is launched from the submarine’s 533mm (21 inch) torpedo tubes. This possibility was outlined by an authoritative Iranian security figure, the spokesman-cum-commentator at Iran’s defense ministry, Gen. Reza Naghdi, on Nov. 12. He said that if Iran were attacked, its navy – and its submarine fleet in particular – could come close enough to “reach an Israeli coastal target” from the sea. Iran’s submarine fleet consists of 6 Kilo class craft, of which only three or four are serviceable. Another 12 submarines of the same class are on order from China, but there is no information that any of them has entered service or even been delivered. Western naval experts say that Iran will need to keep all of its three or four operational subs close at hand, in case of an American attack. The Iranian navy has none to spare for other arenas, unless a strategic decision is taken in Tehran to send a sub or two to the Mediterranean to hit American or Israeli naval shipping or the Israeli coast, even at the expense of its Gulf resources.

The Revolutionary Guards Corps is known to have built a large fleet of mini-subs and special marine units equipped with fast boats for deployment in the Persian Gulf. They might partly free up the larger Kilo subs for this option. It may be recalled that Iran’s first intervention in the Israel-Hizballah war in South Lebanon last year was by sea. On July 14, 2006, Iranian naval officers helped Hizballah shoot a shore-to-ship C-802 missile from a Lebanese army base, crippling the Israeli Hanit missile ship. The incident is still considered the most damaging suffered by Israel in that war. A month later, Iran began experimenting with firing the Sizzler missiles from its Kilo-class submarines. The Kilo class submarine’s displacement is up to 4,000 tons submerged. It is 74 meters long, has a maximum speed of up to 30 knots surfaced, diving depth of 300 meters and range of more than 12,100 km. The Kilo carries a crew of 52 sailors and, depending on the type, is armed with six to eight 533 mm torpedo tubes, 24 mines and air defense missiles. The Kilo submarines’ quiet engines enable them to appear and disappear like wraiths, winning them the name of Black Hole from the US Navy.

Iran Says It Has Sonar-Evading Submarine

Iran claimed Wednesday to have built a small submarine equipped with sonar-evading technology, saying the craft had been launched in the Persian Gulf. The navy chief, Adm. Habibollah Sayyari, was quoted by state television as saying the new Ghadir-class submarine is the second Iranian-built underwater craft outfitted with "state-of-the-art electronic equipment." He said it took 10 years to build. The report showed a picture of a submarine, but it not clear that it was the Ghadir. Official media said Iran's two domestically built submarines can fire missiles and torpedoes simultaneously but gave no information on the weapons' ranges.

Iran has been pushing an arms development program in recent years, producing its own jet fighters and armored vehicles and claiming to have built radar-avoiding missiles and other high-tech weapons. On Tuesday, it announced a new long-range missile. But many of Iran's weapons development claims have not been independently verified, and analysts are skeptical of its claims to such weapons as a super-speed torpedo and radar-evading, anti-ship missile. Iran described the Ghadir as a "light" submarine, presumably meaning it is smaller than the attack subs used by the United States and other industrial nations. Iran has provided very little information about the craft, including its dimensions or the size of its crew.

The Ghadir submarine is named for a site in the Arabian Peninsula that is holy to Shiite Muslims, who make up the overwhelming majority of Iran's 69 million people. Iran has also three diesel-electric Russian made submarines. The submarines, while not as sophisticated or quiet as U.S. and Russian nuclear-powered craft, could be perceived by the West as a threat to vessels in the heavily traversed waters of the Persian Gulf. Iran's Supreme Leader Ayatollah Ali Khamenei said the new submarine is part of Iran's drive toward self-sufficiency in arms production, the television report said. "Today, you have been able to design and build many of the military requirements. We have become self-sufficient from other countries," Khamenei was quoted as telling navy commanders Wednesday.

Iranian officials have repeatedly said the Islamic Republic will defend itself should the United States or archrival Israel ever attack. Pressure has been mounting on Iran over its nuclear program, with the U.S. and its allies pushing for a third round of U.N. sanctions as punishment for Tehran's failure to obey a Security Council demand that it suspend uranium enrichment. Washington and others charge Iran wants to use enrichment to produce material for atomic bombs, but Iran contends it is only working to provide fuel for nuclear reactors that would generate electricity.
