Tiflis vs Tibilisi?

I've often heard Tibilisi being refereed to as Tiflis. Can anyone explain the history behind this?

It's the Russian name, and I used to think the Armenian too, but now most Armenian sources seem to call it Tbilisi/Թբիլիսի.
