We don't have enough people, I think it will be a flop. But have you heard of geocaching? http://www.geocaching.com/

Armenianclub geocaching might peak people's interest a little more I think. A version of that game without the expensive GPS equipment might be interesting to concider.

FlashMobs are sudden gatherings of people at a predetermined location at a predetermined time. People in flash mobs usually perform according to a written script, then disperse quickly - everybody departing in different directions.
