Congress is preparing to pass a bill designed to protect prison inmates from rape and other forms of violence while in prison. I think this is something that has needed addressing for a very long time and something that most Americans have been willing to tolerate. Could this bill be the beggining of a shift in American attitudes of how we treat criminals?
