Won't happen. Not with an American passport.

I think it can...I know that Iran grants seven day visa to American passport holders arriving in Tehran by air. If you were to go to the Iranian embassy in Armenia, they may have to check with Washington where the Iranian embassy operates out of the Pakistani embassy. It might take a little time but you should get it. I still advise though to set everything up from US if you are traveling with US passport only.

Iran welcomes tourists especially now with sanctions and economy.

Does it make any difference that he's of Armenian descent?

No, and most passports do not indicate ethnic background (Turkey is one exception)......only nationality and place of birth on many passports I have seen. With that said Armenians are always welcomed in Iran.

Don't let US travel warnings stop you from visiting this great nation.....unless you are a journalist, an official, a spy, etc..

I'm sure many Armenian-Americans would like to visit Iran and don't share the neo-con political leanings of America since most Armenians are pro-Iran. I think they'd be more worried about treatment as a result of having US passport rather than being Armenian (which of course would be no problem).
