No, it's not. In Ecuador you can learn and use English, German, French, Italian, Portuguese, and Chinese, and you have plenty of places where to go. Any other language is out of the question, of course unless you belong to some ethnic minority, such as the J-ews or the Arabs, for example, you have enough money to spent on hiring a personal teacher or an specialized institution (such as there is of Japanese), which is hard to find and very expensive.
As for Russian, I learned it part by myself and part through "LiveMocha", have you heard of it? I have used the same technique for every language I know, which means I also I spent years looking for information on concepts and rules in different sites, joining to forums, asking questions to natives or people who knew the language, practicing everyday, listening to music, seeing movies, reading books (even if they were books for children), until I just got better and better and could communicate at some level.
That's the way it has worked for me.
