Friendship, or relationship? You can make friendships by phone or online. But obviously you can't have sex so the "relationship" part is a bit fuzzy and really depends on what you mean by that word.

you can make friends, but not as a boyfriend/girlfriend. you need to see the person and spend time with them in person to see where it takes you.
