Does it seem likely they'll get a third chance?

We will see, they are suspended indefinitely at the moment but i think the IIHF might change that rule. If they do they will reinstate Armenia, if not then its going to be a long time before we see an Armenian hockey game again.

If they can prove they will only have players who play in Armenia on their team they will get another chance. The main issue is money, the Armenian Ice Hockey Federation doesn't have enough to cover the costs associated with having a training center for its players. As the article said, they are looking for sponsors.

last time only people from Armenia played for the National team we lost 48-0 to Mexico.

Not just one time donations, but they'll need continuous support for years to come.
