Russian Church in Martuni named Gevorkavan?

Any idea when this church was built and who this church is named after?

I'm assuming whoever it is named after obtained permission from the Soviet Republic.

It could date back to the Czarist period. I believe there were Russian settlements in Artsakh at the time.
