Yeah I wish I was Kirk Kirkorian... for every couple who had 5 babies I would've given them one million US dollars. Giving them every incentive possible

Mind you Kirkorian did a great deal for our Republic, he really is a saintly patriotic man. May he live to be over 100+ years old. He's good.

Internet Usage Up 84% in Karabakh

The NKR National Statistics Agency reports that the number of internet users in the country has risen sharply over the past year. As of July 1, 2009, there are 4,674 internet users registered in Karabakh of which 4,053 are registered as apartment consumers. As of July 1, 2008, those with apartment internet service totaled 2,531.

Those with fixed telephone service also increased. As of July 1, 2009 there were 24,081 with fixed telephone lines; up from 21,864 over last year. There were 48,145 with cell phone service as of July 1, 2009 and 32,379 last year.

Three New Kindergartens Slated for Karabakh

The NKR government has given a tentative go-ahead to opening three new kindergartens in the country. The school proposal was made by Vladik Khachatryan, NKR Education and Science Minister.

If implemented, the decision will call for the construction of one new kindergarten in Stepanakert, Martuni and Martakert. With the addition of the three kindergartens, the number of such schools operating in the country will rise to twenty-four. There were only five public kindergartens operating in the country in 2007.

There are also private kindergartens in the NKR, run by the Armenian Evangelical Society and the Armenian Relief Union.

Karabakh Coping With Baby Boom


Medical services in Nagorno-Karabakh are struggling to cope with a surge in child births more than nine months after a mass wedding that was organized and sponsored by a Moscow-based Armenian businessman.

The Karabakh-born entrepreneur, Levon Hayrapetian, had 678 local couples marry in a single open-air ceremony on October 16, 2008 to assist in a government policy that seeks to boost Karabakh’s population and thereby make it less vulnerable in case of renewed war with Azerbaijan. Hayrapetian covered their wedding expenses and paid each couple $2,500 as a bonus.

The results of the extraordinary event can be observed at the sole maternity hospital in the Karabakh capital Stepanakert which is grappling with a higher-than-usual influx of women preparing to give birth. Doctors there had to cram extra beds into hospital wards and draw up waiting lists for delivery.

“We may now have as many as 14-15 births a day,” the hospital director, Gohar Hakobjanian, told RFE/RL. “Last month we had a total of 192 births. We are experiencing difficulties.”

“Pregnant women are complaining about waiting lines,” she said. “We are coping with that with extreme strains.”

The number of children born in Karabakh already rose by 16 percent to 1,306 in the first half of this year. “The tough war years are gone, life has improved and people want to have more kids,” said Hakobjanian.

Material incentives offered by the Karabakh government to newlyweds are also a key factor behind the baby boom. The government pays 100,000 drams ($270) for a first and second child born in every family in addition to a one-off payment of 300,000 drams made to a newlywed couple. Families having a third child get 500,000 drams from the state.

“Judging from the indicators of the first seven months of 2009, the results of our policy have been satisfactory,” said Samvel Dadayan, head of the family department at the Karabakh Ministry of Social Security.

Official statistics show the number of marriages in the Armenian-populated region nearly doubling in the first half of 2009 after reaching the highest level in 20 years in 2008. The authorities in Stepanakert also reported a 29 percent drop in divorces during the same period.

Shushi, NKR – Signs of Recovery Finally on the Horizon

Construction is bustling in Shushi today. Everywhere you look repair work is underway and new buildings are going up. This activity is the result of the NKR government’s decision to transfer several state ministries and departments here.

Most of the work is now being financed by the government but the upcoming marathon of the All Armenia Fund in November will be devoted to rebirth of Shushi. In all likelihood the Fund will launch work projects here come 2010.

Grigor Avanesyan, who heads the Shushi Regional District’s Division of Construction and Architecture, stated that the government had earmarked 70 million AMD for various work projects in Shushi.

Repairs to the city’s water system are underway and the government has earmarked 10 million AMD for the necessary repairs to be made.

Improvements to the Tadevos and Azatamartikner Streets in Shushi have begun and the 12 kilometer stretch of road to Kirsavan is in full swing. Local rural streets will also be repaired.

Mr. Avanesyan stated that essential repairs to the Shushi administrative center have begun and construction of the NKR Supreme Court, in the vicinity of Aram Manukyan Street, is underway.

He added that later on repair work will begin on the building housing the former People’s University, which has been chosen as the new home of the Ministry of Culture and Youth Affairs.

Construction work also continues apace on the new building that will house the Shushi Picture Gallery. The gallery is set to open in 2011.
