^^^Flight 967 crashed due to bad weather. In fact they were told by Georgian and Russian Air traffic controllers that the weather at destination was bellow minimums with torrential rains and standing water on the Runway. An alternate airport was chosen (standard procedure on all IFR flights) but that one as well was under severe weather. After the first attempt to approach to land on the alternate airport The Armenian pilot made a safety decision and turned back to Armenia but not long after that the Russian controller told them that the rain stopped and weather was improving (with some unprofessional comments). The pilot turned around and set himself up for a second approach and told the Georgian controller that they will be back with them in about one hour even though they did not believe the weather was improving (the plan was to return to Armenia after dropping passengers). The aircraft crashed due to weather on second approach. The aircraft was a Airbus A-320

Inproper weather briefing by Russian Flight Service Station and controllers about the current weather conditions and providing incorrect information.
Pilot’s decision to attempt an approach during severe weather conditions.
Inproper weather information or briefing by aircrew before leaving Armenia.
Corrective actions (lessons learned) from this crash:
Better weather reporting stations for Armenia
Higher company minimums for aircraft operations in reduced weather and runway conditions.

Additional training for flight crew and the decision making process.
Not relying completely on air traffic controllers for updated information and better PIC (Pilot in Command) decision making process in conjunction with air safety recommendation and new company minimum standards of operation.
