Senator Barbara Boxer placed ‘hold’ on Bryza nomination
      September 22, 2010 - 14:47 AMT 09:47 GMT
PanARMENIAN.Net - Senator Barbara Boxer (D-CA) announced Tuesday evening that she has placed a “hold” on U.S. Ambassador to Azerbaijan nominee Matthew Bryza, reported the Armenian National Committee of America (ANCA).

The Senator’s decision followed a Senate Foreign Relations Committee vote to approve his nomination by voice vote, despite serious concerns regarding the Ambassador-designate’s unusually close ties to Azerbaijani government officials, his troubling track record as a senior diplomat dealing with the Caucasus, and persistent conflict of interest issues related to the Caspian energy industry. Senators Robert Menendez (D-NJ) and Boxer both spoke and voted against the Bryza nomination.

“Thanks to Senator Boxer, U.S. diplomacy dodged a bullet today,” said Aram Hamparian, Executive Director of the ANCA. “It would have been a serious mistake – both for U.S. strategic interests and for hopes of lasting peace in the Caucasus – to have sent Matt Bryza to Baku amid escalating threats of renewed war by Azerbaijan’s leaders. Given his track record, he clearly would have been the wrong diplomat, at the wrong time, in exactly the wrong post. We are deeply grateful to Senator Boxer for preventing this grave diplomatic misstep and for all of Senator Menendez’s leadership and hard work on this issue.”

Hamparian added, “Our nation’s important diplomatic work in Azerbaijan can now get off to a fresh start, one without the bias and baggage that Matt Bryza would have brought to this pivotal position. Our hope now is that the President will nominate a new candidate who will openly stand up to Azerbaijan’s aggression and forcefully deter its march toward renewed war against Nagorno Karabakh.”

Sen. Boxer’s hold prevents fast-tracked Senate consideration of the Bryza nomination, effectively blocking his confirmation for this ambassadorial post. Senator Robert Menendez (D-NJ) took a similar action in 2006, preventing the appointment of U.S. Ambassador to Armenia nominee Richard Hoagland, who denied the Armenian Genocide during his Senate confirmation process.

about the so called Armenian saboteur

Azerbaijani and Armenian propaganda Pig shepherd "saboteur"
Better to have an intelligent enemy than a foolish friend
          Eastern Wisdom

Throughout history, mankind was invented by a lot of aphorisms and proverbs. Aphorisms and proverbs usually seem very simple. But in reality, each proverb is the crystallization of centuries of human experience.

However, at least acquainted with the activities of the Azeri propaganda machine, I am increasingly convinced that the centuries-old experience of mankind is far from complete crystallization, because the world has nothing to do with standards of human thinking administrative district under the name "Republic of Azerbaijan".

Of course, my concern is both objective and subjective reasons. The objective reason is the fact that Azerbaijan has no place in world civilization, as it is illegitimate administrative unit, having only a 92-year history. On the other hand, the main subjective reasons, perhaps, is that the Azeri propaganda machine basically sit favorites primates.

For the above reasons did not seem unfounded, recall the well-known oriental wisdom: "Better to have an intelligent enemy than a foolish friend." It is also not perfect, because it is not stated how good or bad to have a stupid enemy. But the fact remains that Armenia and Nagorno Karabakh have to do to put it mildly, with a stupid neighbor and enemy.

It should be noted that the stupid enemy has positive and negative sides. The positive is that in his manic quest as much as possible harm to his adversary, stupid enemy often admits gross (stupid) mistakes, resulting in harm to himself. Negative is that stupid enemy is unpredictable, and in the struggle against it is impossible to learn anything else, except as entertainment. Thus, reduced qualification opposing fool the enemy.

An example of the unpredictability and ridiculous inventions stupid enemy is the event on September 11 this year, and follow after him information of the Azerbaijani media.

Thus, 13 of September the Azerbaijani media reported that on 11 September the Azerbaijani side to prevent another "diversion" of Armenians, which was arrested by the Armenian "saboteur" Manvel Mamikonovich Saribekyan.

In fact, the day villager Ttujur Gegharkunik region, a 20-year-old Manvel Mamikonovich Saribekyan in search of the missing cattle headed toward the border of pasture and lost his way, turned out to be controlled by the Azeri forces territories. By the way, from 11-13 September in the area was thick fog.

It should be noted that even the first line of Azerbaijanian sites information "smell" misinformation that is a consequence of stupidity Azerbaijanis. Thus, on 13 September at 18:25 at the site Dey.az was reported: "At the contact line between Armenian and Azerbaijani troops detained Armenian saboteur. In the first line of the message reads: "Despite the fact that in recent reconnaissance of the special services of Armenia tried to make the contact line between provocative operations, all their attempts were strongly rebuffed. This Day.Az reported in the press service of Defense Ministry of Azerbaijan.

Note that in fact the last time in the NKR Azerbaijani and Armenian reconnaissance sabotage and attempted to realize, after suffering many casualties, fled from the battlefield. Otherwise, if we are talking about the unsuccessful attempts to sabotage the Armenian groups and "resolute" and "heroic" efforts of the Azerbaijani side, then why the Azerbaijani mass media had not disseminated information about it? Because the information's press service MO AR, in this case there are extenuating circumstances, as there reigns complete incompetence. I remember back in the 2004th year, the same structure announced, "that Azerbaijani troops in Nagorno Karabakh released two villages. So comment on reigning in the Defense Azerbaijan stupidity consider it unnecessary.

But that's not all. Let's go back to the next line information under examination. "So, on Sept. 11 at approximately 17:00 was foiled another attempt to sabotage group Armenian forces cross the front line. Despite the fact that the saboteurs, who have been unable to bring his case to the end, have to flee, one of them was arrested. He was a scout Manvel Mamikonovich Sarybekyan. During interrogation, it became known that the attempt of the Armenian troops to invade the territory controlled by Azerbaijan, dictated by the task, which he instructed the Armenian secret service agencies. Currently, investigation of all circumstances attempt to sabotage ".

Strange but true. The attack on September 11 Azerbaijani electronic media reported only two days later - on September 13. It is safe to say that if even part of the above misinformation would be consistent with the truth, then it would appear in the media in Azerbaijan after a few hours. Moreover, in this case, the arrest of the Armenian "saboteur" in Azerbaijan sounded even electronic appliances household appliances. Therefore, in all likelihood, the Defense Ministry and other authorities of Azerbaijan, conducted two days of titanic "intellectual" work, to think how to present lost in the fog of the Armenian shepherd whose only 5 grades of education. After weighing the pros and cons, and remaining true to its primitive and stupid style, they announced M. Saribekyan "intelligence". As for "recognition" M. Saribekyan, then, taking into account the "humane" way of working of the Azerbaijani authorities, we can assume that he was interrogated about "myagkoharakternye" investigators. Otherwise, he would have admitted that he is a member of al-Qaeda or, at least, the party Yeni Musavat.

We have to draw the attention of readers to the blatant stupidity of the Azerbaijani propaganda machine. According to the "logic" of the Azerbaijani special services, it turns out that the Armenian "subversive group" tried to march to enter the territory of Azerbaijan, but was discovered and fled. But M. Saribekyan was a bad runner, and was arrested by the Azerbaijani side. Consideration of this fact leave the military experts. However, basic logic dictates that it is impossible to imagine a more stupid version. Another "detail": Azerbaijani media content with only one vague sentence: "The arrested Manvel Mamikonovich Sarybekyan was carrying special equipment which is relevant to intelligence activities." As is known, the shepherds kept with him only a stick and a hunting rifle. It is obvious that M. Saribekyan did not even have guns. Otherwise, the Azeris have presented it as a "weapon of mass destruction." And the fact that the Azerbaijani perception means "Special equipment which is relevant to intelligence activities", I think, drawing laughter from military experts. Let me just note that during the penetration into enemy territory, any intelligence, except for "special equipment which is relevant to intelligence activities", is also weapons. It is assumed that the role of "special equipment" made shepherd's stick M. Saribekyan. Here is visible spiritual poverty and helplessness of the Azerbaijani propaganda machine.

The picture would not be complete if we did not quoted goszakaznogo patriot Rizvan Huseynov: "The detainee Armenian saboteur Manvel Mamikonovich Sarybekyan carrying a scout and special accessories. As a result of interrogation Sarybekyana became clear that the commando team infiltrated on the instructions of the Armenian secret service across the front line to the territory controlled by Azerbaijan with the aim of committing acts of sabotage. As far as I know, weapons, ammunition and explosives must be detected precisely by the saboteur. On this, Huseynov said nothing. Moreover, even Huseynov realized that this misinformation "baked" in a hurry and very bad. And it is no coincidence that in the end he said: "At the moment, investigated all the details of the alleged Armenian sabotage."

After investigation, "details the alleged Armenian sabotage" in the Azerbaijani media footage emerged in which the "saboteur" Saribekyan about his training in the house at the edge of the forest and how it "infiltrated" into the rear of the enemy: "We were led to the woods, and said, that there is Azeri village. Go, blow up a school there and back. This is the apogee of stupidity Azerbaijani special services, and if their intelligence this way and works, the whole Armenian people can sleep peacefully. No maps, no reconnaissance of the area, and not even knowing where they go, the Armenian "saboteurs", according to the Azerbaijani military propaganda, were "exploding school." Idiots of Defense of Azerbaijan did not even notice that the 17-00 September 11 - this Saturday night!

          Constantine AZARYAN

PS Reading the Azerbaijani misinformation, I remembered the famous Soviet film "The Pig and the shepherd", which promoted "class" love. Azerbaijani propaganda machine once again proved himself pig-tender, and the results of its activities have inherent odor of a pigsty.

Armenian Officer Prosecuted Over Hazing Video

                22.09.2010
                Emil Danielyan

The Armenian Defense Ministry officially confirmed on Wednesday the identity of an army officer who was arrested last week for abusing his soldiers and is now facing up to five years in prison.

The arrest followed the circulation of an amateur Youtube video that shows a uniform-clad man hitting and humiliating two army conscripts during what looks like a picnic. The footage caused public outrage, prompting the Armenian military to order an inquiry.

The Defense Ministry initially questioned its veracity and said those who posted it on the Internet are keen to “discredit” the Armed Forces. Subsequent media reports said military investigators tracked down the officer shown in the clip. He was identified as Major Sasun Galstian, deputy commander of an army unit deployed in Nagorno-Karabakh.

In a written statement, the ministry said Galstian was arrested and formally charged last Friday under an article of the Criminal Code dealing with abuse of power committed by servicemen. It carries between two and five years’ imprisonment.

The ministry statement also identified the two soldiers allegedly mistreated by Galstian, saying that they both will be examined by forensic medics. It said the video was shot in July on a mobile phone belonging to another serviceman, in the presence of his father and brother.

All three men are being questioned by military investigators, added the statement. It was not clear if any of them risks prosecution.

The widely publicized video could hardly surface at a worse time for the Armenian military. It was rocked by a series of non-combat shootings in late July and August that left at least seven soldiers dead. Five of them died in a single incident.

The shock deaths highlighted chronic abuse and corruption within the army. Eight senior and mid-level officers were dismissed and more than a dozen others demoted as a result. Defense Minister Seyran Ohanian publicly lambasted them at an emergency meeting of senior Defense Ministry officials and the top army brass.

Four other servicemen, including an army captain, are currently under arrest pending trial on charges of ill-treating a junior officer who military investigators claim committed suicide while on combat duty. Relatives of Lieutenant Artak Nazarian believe, however, that he was murdered.

In a related development, the Defense Ministry submitted to the Armenian parliament earlier this month a draft Disciplinary Code of the armed forces that allows soldiers to challenge illegal orders issued by their immediate commanders.

                September 22, 2010 - 18:40 AMT 13:40 GMT

PanARMENIAN.Net - Armenian Defense Ministry initiated a criminal case over the Youtube video showing acts of violence among servicemen.

The investigation revealed the incident to have occurred in July 2010 in one of Armenian military units. Acting under the influence of alcohol, major Sasun Galstyan was beating and humiliating conscription service soldiers, sergeant Garik Harutyunyan and private Bakur Yeghikyan.

On September 18, the major was charged with the abuse of power and taken under arrest. The mobile phone used to film Galstyan’s actions was confiscated. The serviceman of the same military unit, who filmed the video, is being interrogated. The investigation continues.

Armenian General Defends Army Abuse Leak

Armenia -- Former Defense Minister Mikael Harutiunian.
                    23.09.2010
                    Irina Hovannisian, Ruzanna Stepanian

President Serzh Sarkisian’s chief military adviser effectively defended on Thursday individuals who filmed and publicized abusive treatment of two soldiers by their commander, which has caused public outrage in Armenia.

The official, Colonel-General Mikael Harutiunian, told RFE/RL’s Armenian service that the scandal could actually help the Armenian military combat chronic hazing and other abuses within its ranks.

The amateur video posted on Youtube earlier this month shows a uniform-clad man hitting and humiliating the conscripts during what looks like a picnic. The Armenian Defense Ministry subsequently identified him as Major Sasun Grigorian. Grigorian was last week arrested and charged with abuse of power, a crime punishable by between two and five years in prison.

The ministry initially questioned the veracity of the footage and said those who posted it on the Internet are keen to “discredit” the Armed Forces. A ministry statement issued on Wednesday said that military investigators are currently interrogating another serviceman who shot it on a mobile phone camera in the presence of his father and brother.

“Of course, it would be better if they immediately reported the incident to their commanders so that they could take action,” said Harutiunian. “But I see nothing wrong in the spread of that video. Maybe that will help the army command do a better job.”

Harutiunian, who previously served as defense minister and chief of the Armenian army’s General Staff, denounced the violent scene as “unacceptable.” “Such officers have no place in the army,” he said, expressing confidence that the army will be “cleansed” of them in the near future.

The head of the Defense Ministry’s Investigative Service conducting the inquiry would not say on Thursday whether the investigators want to prosecute the video shooter as well as the still unknown persons who publicized the embarrassing footage. Armen Harutiunian (no relation) said only that the inquiry will be “complete and comprehensive.”

Artur Sakunts, a human rights campaigner monitoring violent incidents within the army, said he is worried that the Defense Ministry may seek to punish them as well. “Instead of encouraging the spread of information about army crime, the Defense Ministry is trying to muzzle people,” Sakunts told RFE/RL.

Sakunts also demanded that the investigators bring more serious accusations against the arrested officer. Armen Harutiunian did not rule out such possibility.

President Serzh Sarkisian’s chief military adviser effectively defended on Thursday individuals who filmed and publicized abusive treatment of two soldiers by their commander, which has caused public outrage in Armenia.
