PanARMENIAN.Net - Senator Barbara Boxer (D-CA) announced Tuesday evening that she has placed a “hold” on U.S. Ambassador to Azerbaijan nominee Matthew Bryza, reported the Armenian National Committee of America (ANCA).

The Senator’s decision followed a Senate Foreign Relations Committee vote to approve his nomination by voice vote, despite serious concerns regarding the Ambassador-designate’s unusually close ties to Azerbaijani government officials, his troubling track record as a senior diplomat dealing with the Caucasus, and persistent conflict of interest issues related to the Caspian energy industry. Senators Robert Menendez (D-NJ) and Boxer both spoke and voted against the Bryza nomination.

“Thanks to Senator Boxer, U.S. diplomacy dodged a bullet today,” said Aram Hamparian, Executive Director of the ANCA. “It would have been a serious mistake – both for U.S. strategic interests and for hopes of lasting peace in the Caucasus – to have sent Matt Bryza to Baku amid escalating threats of renewed war by Azerbaijan’s leaders. Given his track record, he clearly would have been the wrong diplomat, at the wrong time, in exactly the wrong post. We are deeply grateful to Senator Boxer for preventing this grave diplomatic misstep and for all of Senator Menendez’s leadership and hard work on this issue.”

Hamparian added, “Our nation’s important diplomatic work in Azerbaijan can now get off to a fresh start, one without the bias and baggage that Matt Bryza would have brought to this pivotal position. Our hope now is that the President will nominate a new candidate who will openly stand up to Azerbaijan’s aggression and forcefully deter its march toward renewed war against Nagorno Karabakh.”

Sen. Boxer’s hold prevents fast-tracked Senate consideration of the Bryza nomination, effectively blocking his confirmation for this ambassadorial post. Senator Robert Menendez (D-NJ) took a similar action in 2006, preventing the appointment of U.S. Ambassador to Armenia nominee Richard Hoagland, who denied the Armenian Genocide during his Senate confirmation process.

Throughout history, mankind was invented by a lot of aphorisms and proverbs. Aphorisms and proverbs usually seem very simple. But in reality, each proverb is the crystallization of centuries of human experience.

However, at least acquainted with the activities of the Azeri propaganda machine, I am increasingly convinced that the centuries-old experience of mankind is far from complete crystallization, because the world has nothing to do with standards of human thinking administrative district under the name "Republic of Azerbaijan".

The objective reason is the fact that Azerbaijan has no place in world civilization, as it is illegitimate administrative unit, having only a 92-year history. It's not only about being so-called "Russia's b-tch", it's also the fact that if we vote in favour of this measure, it means we'll be hypocrites to the idea that Azeris want their so-called "internally displaced people" to return as well and then Azeri propaganda and information war specialists would have a field day and use this against us.

Armenian Officer Prosecuted Over Hazing Video

The Armenian Defense Ministry officially confirmed on Wednesday the identity of an army officer who was arrested last week for abusing his soldiers and is now facing up to five years in prison.

The arrest followed the circulation of an amateur Youtube video that shows a uniform-clad man hitting and humiliating two army conscripts during what looks like a picnic. The footage caused public outrage, prompting the Armenian military to order an inquiry.

The Defense Ministry initially questioned its veracity and said those who posted it on the Internet are keen to “discredit” the Armed Forces. Subsequent media reports said military investigators tracked down the officer shown in the clip. He was identified as Major Sasun Galstian, deputy commander of an army unit deployed in Nagorno-Karabakh.

In a written statement, the ministry said Galstian was arrested and formally charged last Friday under an article of the Criminal Code dealing with abuse of power committed by servicemen. It carries between two and five years’ imprisonment.

The ministry statement also identified the two soldiers allegedly mistreated by Galstian, saying that they both will be examined by forensic medics. It said the video was shot in July on a mobile phone belonging to another serviceman, in the presence of his father and brother.

All three men are being questioned by military investigators, added the statement. It was not clear if any of them risks prosecution.

The widely publicized video could hardly surface at a worse time for the Armenian military. It was rocked by a series of non-combat shootings in late July and August that left at least seven soldiers dead. Five of them died in a single incident.

The shock deaths highlighted chronic abuse and corruption within the army. Eight senior and mid-level officers were dismissed and more than a dozen others demoted as a result. Defense Minister Seyran Ohanian publicly lambasted them at an emergency meeting of senior Defense Ministry officials and the top army brass.

Four other servicemen, including an army captain, are currently under arrest pending trial on charges of ill-treating a junior officer who military investigators claim committed suicide while on combat duty. Relatives of Lieutenant Artak Nazarian believe, however, that he was murdered.

In a related development, the Defense Ministry submitted to the Armenian parliament earlier this month a draft Disciplinary Code of the armed forces that allows soldiers to challenge illegal orders issued by their immediate commanders.

Armenian forces officer humiliating soldiers on Youtube video charged with abuse of power

PanARMENIAN.Net - Armenian Defense Ministry initiated a criminal case over the Youtube video showing acts of violence among servicemen.

The investigation revealed the incident to have occurred in July 2010 in one of Armenian military units. Acting under the influence of alcohol, major Sasun Galstyan was beating and humiliating conscription service soldiers, sergeant Garik Harutyunyan and private Bakur Yeghikyan.

On September 18, the major was charged with the abuse of power and taken under arrest. The mobile phone used to film Galstyan’s actions was confiscated. The serviceman of the same military unit, who filmed the video, is being interrogated. The investigation continues.

Armenian General Defends Army Abuse Leak

President Serzh Sarkisian’s chief military adviser effectively defended on Thursday individuals who filmed and publicized abusive treatment of two soldiers by their commander, which has caused public outrage in Armenia.

The official, Colonel-General Mikael Harutiunian, told RFE/RL’s Armenian service that the scandal could actually help the Armenian military combat chronic hazing and other abuses within its ranks.

The amateur video posted on Youtube earlier this month shows a uniform-clad man hitting and humiliating the conscripts during what looks like a picnic. The Armenian Defense Ministry subsequently identified him as Major Sasun Grigorian. Grigorian was last week arrested and charged with abuse of power, a crime punishable by between two and five years in prison.

The ministry initially questioned the veracity of the footage and said those who posted it on the Internet are keen to “discredit” the Armed Forces. A ministry statement issued on Wednesday said that military investigators are currently interrogating another serviceman who shot it on a mobile phone camera in the presence of his father and brother.

“Of course, it would be better if they immediately reported the incident to their commanders so that they could take action,” said Harutiunian. “But I see nothing wrong in the spread of that video. Maybe that will help the army command do a better job.”

Harutiunian, who previously served as defense minister and chief of the Armenian army’s General Staff, denounced the violent scene as “unacceptable.” “Such officers have no place in the army,” he said, expressing confidence that the army will be “cleansed” of them in the near future.

The head of the Defense Ministry’s Investigative Service conducting the inquiry would not say on Thursday whether the investigators want to prosecute the video shooter as well as the still unknown persons who publicized the embarrassing footage. Armen Harutiunian (no relation) said only that the inquiry will be “complete and comprehensive.”

Artur Sakunts, a human rights campaigner monitoring violent incidents within the army, said he is worried that the Defense Ministry may seek to punish them as well. “Instead of encouraging the spread of information about army crime, the Defense Ministry is trying to muzzle people,” Sakunts told RFE/RL.

Sakunts also demanded that the investigators bring more serious accusations against the arrested officer. Armen Harutiunian did not rule out such possibility.

Should punishments like this become the norm i think we will see a huge improvement in our army. I think such incidents in general have declined and i hope they will be a thing of the past.
