BTS-4A tracked Armoured Recovery vehicle (Medium armoured tower). One of the Soviet Union's first post-war ARV designs. Based on the T-54 chassis (Earlier BTS-4 were based on the older T-44M chassis). The vehicle has a large dozer blade in the rear to brace it during lifting operations. The BTS-4Ais handicapped by the lack of a winch, so it is limited to towing operations. In the center of the vehicle is a platform with drop sides to carry tank engines and other large components. The BTS-4A carries a standard selection of tools for its tasks, including basic, tracked vehicle, small arms, and heavy ordinance tools, as well as rope and a tow bar. For fording, an OPVT shnorkel can be fitted over the crew compartment to anable fording of water obstacles up to 5m deep.

Politics is not about the pursuit of morality nor what's right or wrong
Its about self interest at personal and national level often at odds with the above.
Great politicians pursue the National interest and small politicians personal interests

Because Aliev doesn't only buy arms against Armenia but also against any possible revolt.
Air-force is the most important during a revolution.
