TSKIB SOO (the link in Burjuin's post) is a subsidiary fully owned by the large and famous weapons manufacturer KBP which also makes the KORNET anti-tank missile, PANTSIR Air-defense system etc..

The SHMEL (RPO-A) is not a regular weapon issued to any infantry unit. It is used by our Chemical troops. It requires special handling and training. The one in the picture is the training version PUS RPO-A(M).

Indeed. I highly doubt the chemical warfare troops would be the only ones using it, it wouldn't make sense. Its also not very advanced of a weapon, if anything I am guessing only select units use the Shmel.
