Բելառուսի կառավարությունը հավանություն է տվել Հայաստանի անդամակցությանը «Պաշտպանական համակարգեր» ռուս-բելառուսական ֆինանսաարդյունաբերական համաձայնագրին։ Կառավարության համապատասխան որոշման մասին նշվում է այդ երկրի իրավական պետական պորտալում։

Համաձայնագիրը Ռուսաստանի և Բելառուսի միջև կնքվել է 2000-ի փետրվարի 11-ին։ Այն նպատակ ունի ամրապնդել անդամակցող երկրների պաշտպանական ոլորտում գործող գիտատեխնիկական և արտադրական ձեռնարկությունների միջև առևտրաֆինանսական կապերն ու համագործակցությունը։

Հայաստանի համար անդամակցումն այս համաձայնագրին կարող է նշանակել արտադրական ներուժի արդյունավետ օգտագործում՝ հաշվի առնելով իրավական ու տնտեսական արտոնյալ միջավայրը, որը կգործի արդեն Հայաստանի, Ռուսաստանի և Բելառուսի միջև։

Նշենք, որ համաձայնգրի ներքո միավորված են Ռուսաստանի և Բելառուսի պաշտպանական արդյունաբերության թվով 15 ձեռնարկություն։ Դրանց համատեղ աշխատանքի արդյունքում իրականցված նշանավոր նախագծերի թվում կարելի է առանձնացնել Պեչորա-2Մ (ռուս.՝ Печора-2М) զենիթահրթիռային համակարգի ու Ֆենիքս (ռուս.՝ Феникс) օպտիկա-էլեկտրոնային կայանի արդիականացումն, ինչպես նաև Ս-300 զենիթահրթիռային համակարգի վերանորոգման շարժական կայանի ստեղծումը։

Sheikh-ul-Islam Haji Allahshukur Pashazadeh, who is Chairman of the Caucasian Muslim Board, has practically approved the waging of guerrilla warfare in Nagorno-Karabakh.

Vadim Mamedaliev, who is Dean of the Faculty of Theology at Baku State University, stated that if the spiritual figures explain to the people the meaning of Muslims who die for lslam, no one would go to Syria, Oxu.az reported citing APA news agency of Azerbaijan.

“Why do we interfere in the affairs of a foreign country? If you consider yourself a hero, fight in Karabakh as a guerilla,” Mamedaliev specifically noted.

In turn, Allahshukur Pashazadeh noted that Mubariz Ibrahimov—who had died back in 2010 during an Azerbaijani diversionary operation against the Nagorno-Karabakh Republic—, for example, has reached the summit of dying for lslam.

“Had anyone ordered Mubariz Ibrahimov to fight? He was a volunteer fighter, and he died for Islam, for the Motherland,” the Azerbaijani spiritual leader stated.

ARMENIA’S DEFENSE MINISTRY LAUNCHES NEW SCHOLARSHIP PROGRAM WITH AGBU AND AMERICAN UNIVERSITY OF ARMENIA

AGBU, the American University of Armenia (AUA), and Armenia’s Ministry of Defense and Armed Forces have launched a new scholarship program that will serve soldiers and representatives of the military. The initiative was officially announced at a recent meeting attended by AGBU Central Board member Vasken Yacoubian, Armenia’s Defense Minister Seyran Ohanyan and AUA president Dr. Bruce Boghosian. Together at the ministry, they signed an agreement detailing the different courses and activities that will be funded by AGBU and implemented by AUA. The program will provide new educational opportunities to service members at every phase of their military career. It will include trainings for the ministry’s English language teachers; classes for soldiers completing their last six months of service; scholarships for ministry representatives enrolled in AUA’s undergraduate and graduate schools; as well as professional development courses for military staff. Small classroom sizes and an individualized approach will give each participant the attention they need. Enrollment will be no more than 18 students per course, and one-on-one mentoring will be incorporated into the curricula. Classes focused on the GMAT, GRE, LSAT and TOEFL iBT exams will help prepare those pursuing higher education either at AUA or international universities. Mr. Yacoubian praised the venture, stating, “The Armed Forces is one of our nation’s key pillars and a source of pride and confidence for Armenians everywhere. We believe that this new program will further strengthen its efficiency and capabilities while continuing to produce highly qualified officers and professionals. AGBU is very proud to play a role in it working alongside the ministry and AUA.” These plans build on a longtime partnership between AGBU, AUA and the Ministry of Defense. A number of ministry members are already enrolled in courses at the AUA Extension Program, among them a master’s degree candidate who is receiving full funding from AGBU. The AUA Extension Program also currently offers a free Leadership and Management course, organized by Dr. Arpie Balian, the Extension Program director, for cadets in the Vazgen Sargsyan Military Academy Officers’ Qualification Center. Established in May 2013, the course is now a part of the Academy’s Command Base curriculum and is offered to middle and senior command staff. Those officers are among the hundreds of students that AGBU supports around the world; for the 2013-2014 academic year, the AGBU Scholarship Program distributed over $1.1 million to performing arts, religious studies and international students in nearly 35 countries. A technical agreement signed on re-stationing of an Armenian peacekeeping subdivision in Kabul

On May 12-13, Head of the Defence Policy Department of the ARM MoD Levon Ayvazyan attended the military-political planning conference of the countries providing forces to the Northern Command within ISAF mission implemented by NATO in Afghanistan, which was held in Potsdam (Germany).
During the conference, the sides discussed issues regarding the planning of NATO’s “Decisive Support” mission due to be launched in 2015 in Afghanistan. 19 countries attending the conference agreed upon the conception of the structure, the military planning and the provision due to be established in the north of Afghanistan.
The Armenian side reiterated its commitment to take part in “Decisive Support” mission to Germany, which is the leading country of the Northern Command.
Within the framework of the conference, Levon Ayvazyan and the Head of the Strategy and Operations Department of the Federal Ministry of Defense of Germany, Rear Admiral Thomas Jugel, signed an interdepartmental technical agreement on redeployment of an Armenian peacekeeping unit to the Camp Qasaba military unit in Afghanistan’s capital city Kabul.

Շահումյանի շրջանին սահմանակից ադրբեջանական Գերանբոյի շրջանում, համաձայն տեղի ոստիկանական բաժանմունքի հաղորդած տվյալների, «Ժիգուլի» մակնիշի ավտոմեքենան վթարի է ենթարկվել։ Ուղևորներից մեկը՝ Ադրբեջանի զինված ուժերի պայմանագրային զինծառայող Էլմյադին Սադիգովը, մահացել է։ Վարորդին՝ ՊՆ զորամասերից մեի պայմանագրային զինծառայող Ջաֆանշիր Ալիևին, մյուս ուղևորներին՝ Էլշան Ալիևին ու Էմին Քազիմովին, տեղափոխել են հոսպիտալ։

Ոստիկանության հաղորդագրությունից պարզ չէ՝ արդյոք մյուս երկու ուղևորները ևս զինծառայողներ են։ Ադրբեջանի պաշտպանության նախարարությունն այս պահի դրությամբ չի մեկնաբանել սույն տեղեկությունը։

Նկատենք, որ հետևելով ադրբեջանական բաց աղբյուրներից ստացած տեղեկություններին՝ կարող ենք արձանագրել՝ 2014-ի մայիս ամսվա ընթացքում ադրբեջանական զինուժն ունի 3 զոհ, 13 վիրավոր (եթե պարզվի՝ այս ՃՏՊ-ի հետևանքով տուժած 2 հոգին ևս զինծառայողներ են, ապա վիրավորների թիվը կհասնի 15-ի)։
