Those are remnants from old Soviet times Mr. Internet Warrior. Those are hardly recognized as de jure Azeri territory today. Same goes for the enclave in Azerbaijan.

Im willing to bet the Soviet government drew ethnic boundaries around 4 villages. It means nothing, and all are in control of Armenia with no dispute over it. Azerbaijan doesn't even complain, neither does Armenia

Lets see: PASGT helmets purchased in large numbers, along with MICH 2000 and an unknown number of these vests. 50,000 PASGT helmets cost about 4.5 million dollars, chump change for MoD. (Thats if each helmet is like 70-90 dollars which they are in retail stores). I wonder how much these ballistic vests cost.
Some more photos, idk if MoD has purchased these or not so take my weird conjecture with a grain of salt. EDIT: Just to remind you all, special forces/recon are probably gonna receive the new equipment. Armenian Army regulars do not need new vests.

Lifeguard Special QR
LIFEGUARD SPEC QR overt bullet-proof vest is designed for uniformed armed forces. Due to its functionality, it is a lightweight vest with an integrated platform for carrying tactical equipment.
The vest cover is trimmed with horizontal strips of a modular system (MOLLE/PALS), allowing for the installation of any number of pouches and functional pockets in any arrangement. The design of the vest allows for the adjustment of the level and the area of protection to the specific operating conditions.
The vest is designed for overt wearing. The vest is designed for use all year long in any weather conditions, ensuring stability of protective and operational parameters. The vest (cover and ballistic inserts) is resistant to unfavourable weather conditions such as rain, snow, sunlight, high humidity, dustiness, etc., and particularly resistant to human sweat. The vest maintains its protective properties in temperatures from -40°C to +50°C.
The entire set (system) of the LIFEGUARD SPEC QR bullet-proof vest consists of: - the basic vest, i.e. vest cover with a modular system and a basic ballistic package formed by soft ballistic inserts with the option: a supplementary ballistic package formed by additional soft ballistic inserts with their covers – 1 x ballistic collar, 2 x shield protector, 1 x abdominal protector, 1 x modular ballistic belt with braces.

The rear part of the fastening is mounted on the corpus separately from the front part by a flexible belt.
The cover design provides comfort also in a sitting position.
The design of the aforesaid connections allows the user to put on, remove and adjust the vest within its girth and length. The vest is designed in a way allowing for the adjustment of the vest within its girth with one hand (especially useful for users moving by vehicles). The vest features the a so-called strip system for medical evacuation. The system allows for quick evacuation of the injured person (a vest user). By using the aforesaid system, the evacuated person is carried on the back of the evacuating person. The outer cover of the bullet-proof vest is made of a material of the highest durability parameters (characterised by high mechanical resistance to tearing and abrasion), providing camouflage in the near infra-red (IRR).
