Probably never will, until the revolution.
    .
Azeris will never have a revolution. If they go into a full scale civil war, armenia is guaranteed to attack and liberate other parts of azerbaijan. They're too sacred

Armenia wouldn't as there is no point. Shahumanyan delves deep into the lowlands, not defendable. There is Northern Artsakh but there is really no point in taking it.

Why? Historical Armenian area? Thats not a very good reason to displace millions of people. Civil War in Azerbaijan is not possible, but ethnic conflict is, the azeris are assimilating their minorities in an attempt to prevent their artificial nation from collapsing and balkanizing. The minorities know this, and separatism has risen among them.

They are our allies and somehow we must connect to them and promise them their lands. connection to Caspian Sea is just as good as black sea (almost).

Using them as puppet states isn't within their own interest, and probably isnt within ours. Armenia needs to focus on its own state, rather than dumping money and resources into its puppets.

Armenia can arm them with T72s, rifles, ATGMS, etc in a possible war.

Udins, Lezgins, and Kurds are the ones looking for autonomy, but according to Azeri censuses their population is very small..

The Azerbaijan census regarding minority numbers are well known frauds. The numbers are probably higher, Kurds who register as Kurdish in Azerbaijan are never employed, for example, so they change it to Azerbaijani.

            Yes

I was also thinking using them as spies....but we need to connect to them somehow.

These minorities have higher hopes into Iranian government for liberation, since Iranian providence of (ardebil) is neighboring with

the Azeri territory claimed by the talysh, somehow transporting Armenian and possibly a Persian load of rifles like you guys

suggested can be given to these people to revolt, and the spread of these weaponry within the other minorities would be a breeze

with us bugging them on west and create sense of chaos, like they are trying to do now to put pressure with their attacks to make

us divert from the genocide issue.

this way we don't risk human resources and don't risk a spark of war within any scenario i can think of,there is a rumor of a

underground tunnel going from near tadeos monastery to Armenia, some say this tunnel used to be a trade point between soviet

and Iranians before the collapse of both their governments, after that Armenians had privilege to gain some weaponry from

Iranians and food during the 1990s,don't have any idea about these allegations anymore since i don't live in Iran anymore.

The pope has used the word genocide,Germany recognized the genocide today and U.S and European parliament have resolution set to be voted on soon, one last good gift would be killing few azeris during the April 24th day to assert the dominance,we are on a better path both politically, military and economically.
