Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

    Armenian Parliament Approves 2015 Budget

    The National Assembly has adopted Armenia’s government-drafted state budget for next year which calls for relatively modest increases in public spending and tax revenue.

    The bill, which was passed by 71 votes to 46 late last week, commits the Armenian government to increasing its expenditures by over 5 percent almost 1.31 trillion drams ($2.9 billion) in 2015. Projected at 1.19 trillion drams, state revenue is to rise at virtually the same rate. The resulting budget deficit would be equivalent to less than 3 percent of Gross Domestic Product.

    The government based these projections on the assumption that the Armenian economy will grow by 4.1 percent.

    The International Monetary Fund (IMF) expects a lower growth rate: 3.3 percent. A senior IMF official pointed last week to increasingly visible spillover effects of a looming recession in Russia, a key trading partner of Armenia and the main source of cash remittances supporting a large part of its population.

    The government’s spending and revenue targets had risen by roughly 10 percent annually in previous years. Its reluctance to set higher targets for 2015 appears to stem from the worsened economic outlook.

    Speaking during parliament debates in Yerevan, Prime Minister Hovik Abrahamian said his cabinet will seek to spur growth by “substantially improving the business environment” in a way that would result in a level playing field “in all areas.” Opposition lawmakers have repeatedly dismissed such government pledges, saying that some key sectors of the domestic economy remain monopolized by wealthy businessmen close to the ruling elite.

    Abrahamian also emphasized the fact that around half of the expenditures planned for next year will be channeled into social security, healthcare, education and culture. Social programs alone will absorb over 392.6 billion drams in government funding.

    The Armenian military will continue to be the second largest recipient of public funds, a fact reflecting the unresolved conflict over Nagorno-Karabakh. The 2015 budget sets aside almost 200 billion drams for national defense. Another 100 billion drams is to be spent on law-enforcement.

    The National Assembly has adopted Armenia’s government-drafted state budget for next year which calls for relatively modest increases in public spending and tax revenue.

      Hey guys, sorry to bring up an old topic, but some members were discussing the possibility of purchasing some new aircraft for the armed forces. Have I missed some new development? Are there plans to purchase the Yak130? Or are we just speculating? Apparently the Slovaks are looking to replace their six MiG-29As and two MiG-29UBs with eight to twelve SAAB JAS 39 Gripens (sexy jets if may add ) Considering Armenia has purchased Su-25s from the Slovaks in the past, is the military considering the Slovak MiGs as an option in the near future?

        Budget funds, which will be used to finance the power structures in Armenia in 2015 will amount to 77.1 billion. AMD.

        As noted in the draft budget, discussion of which began on Tuesday in the parliamentary commissions of the National Assembly of Armenia, these funds will be used to finance the costs of the Police, National Security Service, the State Security Service in the structure of the National Security Service, Ministry of Emergency Situations Rescue Service and the penal system.

              Armenia agrees with Russia on concessional loan

              ...Today’s session also resulted in the agreement on providing $200 million concessional loan to Armenia. The agreement will enable to significantly expand the arsenal of the Armed Forces of Armenia.

                  burjuin pointed out that the money is not only for the cops but also "National Security Service, the State Security Service in the structure of the National Security Service, Ministry of Emergency Situations Rescue Service and the penal system." so it makes the sum seem a little more reasonable.

                  I do agree the cops budget is probably inflated though, when I see their vehicles and weapons... it's like Armenia is America or something.

                    Although I like mig 29, the Slovak migs are wrong move. They are not fly by wire, engines smoke, ck pit is difficult for pilot, AND their maintainence is off the charts. Oh and I forgot to mention their short legs.
                    As one Russian pilot told me ... 50% of their power goes to vibration and they are good to protect the end of the runway (a common Russian joke).
                    The new migs & sukoi's (big upgrade) have extremely reduced maintainence and are at least 50% more effective. The burden on the pilot is dramatically reduced so he/she can concentrate on the task at hand.
                    Also new ones have air to ground capability & old ones don't.
                    If we're going to do it, let's do it right & do it on the first try.

                      YEREVAN. – The Armenian court will deal with the case of brutal murder of the Avetisyan family in Gyumri. The case has been handed over to Armenia's investigation committee.

                      President of Armenia Serzh Sargsyan on Friday received the delegation headed by Maksim Sokolov, Russian Transport Minister, chairman of the Armenia-Russian inter-governmental commission on economic cooperation.

                      During the meeting, President Sargsyan thanked Russian law enforcement agencies, in particular the prosecutor's office, for efficient cooperation with the Armenian side on the crime committed in Gyumri.

                      The President added that the decision to hand over the proceedings to Armenia's investigation committee and further investigation by the Armenian side, definitely reflects the spirit of friendship and is in accordance with the provisions of the agreement on the Russian military base deployed in Armenia.

                      As reported earlier, six members of the Avetisyan family—including a two-year-old girl—were shot dead, and a six-month-old baby was wounded in their house in Gyumri on January 12. The baby boy died in hospital on January 19. Valery Permyakov, a serviceman of the 102nd Russian Military Base in Gyumri, stands accused in this crime. The soldier is charged under Russian law, with “the murder of more than two people” and “desertion with a service weapon.” Another criminal case was opened by Armenia's Investigation Committee.
