ALIYEV’S POSSIBLE DEFECTION BECOMING REALISTIC, SAYS ARMENIAN ANALYST

The situation in Azerbaijan is likely to cause President Ilham Aliyev to flee the country at any moment, an Armenian political analyst said today, commenting on socio-economic developments in Azerbaijan and their possible impact on the country’s belligerent ambitions.

In an interview with Tert.am, Ara Papyan, the president of the Yerevan-based think-tank Modus Vivendi, said he doesn’t expect any essential outcome from the Azerbaijani leader’s possible move to destabilize the frontline situation in an attempt to divert his society’s attention from domestic problems.

Papyan said has belief in the Iranian authorities’ promises to drop the oil prices further, a scenario which he agreed threatens a gloomy future to Azerbaijan. “So I think Aliyev will, in most likelihood, flee to some country, as did [former President Abulfaz] Elchibey, who fled to Nakichevan [in 1993],” he said, citing the religious and ethnic problems as other serious factors increasing such a likelihood.

Asked to comment on the international community’s interest in such a scenario (amid the continuing processes over the unsettled Nagorno-Karabakh conflict), the expert said he doesn’t think that Aliyev’s possible decision to step down matters too much on the international arena.

“Experience shows that changes are always positive. I am back from Canada where the Conservatives ruled for two consecutive terms. And the situation was good in the country; yet, the people were discontent, as they wanted changes. And that is right, because the historical experience shows that leaders stagnate or develop a kind of confidence that they are unerring. And there develops a kind of nepotistic network like a cobweb. So Aliyev will step down, but that will influence us too,” he added.
