          "Military Grade Anti-Personnel Lasers
Protocol IV of the Vienna Convention, adopted in October 1995, bans the use of anti-personnel laser weapons designed to permanently blind combatants in conventional warfare. Prior to the ban, several nations, including the U.S., the UK, Russia, China and Armenia, had developed laser anti-personnel weapons of various intensity levels."

There's no laser weapons in this video.
The screen shows the television optical sight (TOV) as part of SAM Osa and S-125. Modernised in Armenia

Thanks for the clarification. For some reason I remember reading on other forums referring to that unit as a laser. My mistake.
