Forum Rules (Everyone Must Read!!!)
1] What you CAN NOT post.
You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene
You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)
The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!
2] Use descriptive subject lines & research your post. This means use the SEARCH.
This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.
3] Keep the focus.
Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.
4] Behave as you would in a public location.
This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.
5] Respect the authority of moderators/admins.
Public discussions of moderator/admin actions are not allowed on the forum. It is also prohibited to protest moderator actions in titles, avatars, and signatures. If you don't like something that a moderator did, PM or email the moderator and try your best to resolve the problem or difference in private.
6] Promotion of sites or products is not permitted.
Advertisements are not allowed in this venue. No blatant advertising or solicitations of or for business is prohibited.
This includes, but not limited to, personal resumes and links to products or
services with which the poster is affiliated, whether or not a fee is charged
for the product or service. Spamming, in which a user posts the same message repeatedly, is also prohibited.
7] We retain the right to remove any posts and/or Members for any reason, without prior notice.

Azerbaijan has 30 of them, 12 bought in mid 2000s from Ukraine and 18 bought from Russia in 2012 (they are distinguishable as well because of different chassis). Azerbaijan has also 18 TOS-1A on T-90 chassis.
As for the rhetoric, it's true that the amount and nomenclature is not as "serious" as you would like to believe. The argument of "we buy in CSTO prices" is an exaggeration as the discount is not THAT huge, but according to here they should be 10% of export price (that's the impression from posts). And looking at the full list the fund will be spread to include several things.
If this deal satisfies Armenia's question of "why are you (Russia) selling weapons to Azerbajan?", then good for them.
The whole idea of Azerbaijan having a completely independent foreign policy was largely due to the oil boom. Now that the boom is gone, the Iranians are back in the show, and NATO is giving up in Central Asia and the Caucasus, you're going to be amazed at how quick Azerbaijan is going to fall in line.

The real guarantees or war outcome predictability has been political alignments and influences in our area.
Not the armament acquisitions or spendings.
Both Armenian and Azery governments know this. The arms race in our case is just for internal politics. No matter what, or how much spent, it has to serve big player's interest. In this case Russia. Even if Baku outspent us 100 to one, it is still a matter of overnight(literally) for Moscow or Washington to change the equilibrium other way.
In Washingtons case, it is not as involved as Moscow.
Untill now, Azerbaijan had a fat resource that tempted Moscow for controll, that could give Baku advantage over us with Kremlin(if Baku gave up controll of oil and independent policies).
But after collapse of oil prices both Azerbaijan and Armenia are equal for Miscow as only geopolitic platforms in best case for Baku.
Baku has nothing to tilt any balance in its favor.
On the contrary, since crisis between turkey and Russia (which will exclude full thrust and coaperation for many decades between both) Azerbaijan can never be as reliable partner for Moscow as Armenia.
So bye bye any chance for Baku.
And for turkey, the 26 years of blockade of Armenia and being involved in Azery interests not only represents lost opportunities, but olso a danger of loosing rest of its influence in Caucasus.
Game is changing in Middle East and in Caucasus also. Russia is guaranteeing its positions and Iran is entering big time, both of whom now markedly anti Turkic agendas.

Despite numerous speculations over Russia’s heavy weapons supply to Armenia as part of a recently signed $200-million loan, the expectations didn’t come true.
Russia didn’t take risks and decided not to supply heavy weapons to Armenia despite the deteriorating situation in the region after its conflict with Turkey.
Back in July 2015, before the loan deal was signed, various reports suggested that Russia decided to supply the Iskander-M tactical ballistic missiles to Armenia.
Armenian media even recently reported that Moscow and Yerevan discussed a possible supply of three IL-76 military transport planes, as well as the newly designed Su-30SM multi-purpose fighters and simulators for these fighters to Armenia.
Armenia, which has no modern aircraft, was so overwhelmed that even Defense Minister Seyran Ohanyan rushed to confirm the reports.
However, to avoid any further speculation, a list of weapons was released Feb. 18 by the Russian Legal Information Agency. To Armenia’s great dismay, neither Iskander-M, nor SU-30SM fighters are included to the list.
The list begins with the Smerch multiple rocket launchers, but that didn’t impress anyone. For instance, Azerbaijan has 12 of that weapon.
There is also the TOS-1A thermobaric rocket launcher in the list, but that is nothing new for the region.
In short, it seems that apart from a large number of KAMAZ trucks, the Armenian army will get nothing paying back the loan, which will be very difficult for Armenia’s dying economy.
